Not entirely created but mapped. Sasori in its exploration of the ancient jedi archives found data related to purrgil migration patterns and how they traveled not just around the galaxy but to places beyond it. To the companion galaxies and using it along with advanced mapping equipment. The first step was Project Saratai which was designed with Seeder vessels, these would follow the migration routes and map them extensively over the years. Mapping hazards while after that the Saratai would follow deploying smaller checkpoints and beacons to stay with the routes. A means to overlook it and when reaching its destinations it would deploy on planets equipment needed to make it suitable for use. Than afterwards would come Rebound, a follow up colonization vessel loaded with people and supplies as well as the latest in advancing technologies to fully utalize the premise.
The final part would be communications through beacons and relays as well as advancing and sending plans for Crown and Spears. the hyperlane facilities would allow established footholds where needed, would organize the colonies and form a network that could be used. Monitoring the purrgil migration would serve them well enough and the Silver Jedi could use much of the infomration for their own endeavors building stations and areas able to be within the space between to serve like larger refueling for some vessels and trade hubs if species like the Tof and Nagi don't want to venture further out of their own galaxy. The work going towards it and with their advances in galactic travel it has been aided, newer stations, resources and manufacturing.

They worked on it while places like the High Plane which was able to monitor and serve as an initial stop over through the circumventing breakwater of hyperspace. Additional work hiring hyperlane cartographers and jedi wayfinders who could scout the routes double checking or seeking anything that might have been missed.
