FINAL DAWN

The Rimward Trade League, an organization which had been on the Final Dawn’s target list for sometime now. In the aftermath of the Confederacy’s collapse and the Final Dawn’s first incursions into the Outer Rim such as at Naboo, the Rimward Trade League where one of the first organizations to act against them issuing a marque and reprisal letter against the Final Dawn along with other Imperialist organizations although the Final Dawn was listed as second in terms of priority just after the Brotherhood of the Maw.

Plans had been previously drafted to forge an alliance with the rising Imperial Concordat and the Elysium Empire to challenge the Rimward Trade League, but they never came to fruition as the Head of State of the Imperial Concordat soon disappeared leaving what remained of the Concordat to be absorbed into the Final Dawn while the Elysium Empire was left to it’s devices as it would soon rise to become a Major faction in the Galaxy. Kyrel Ren’s venture in the Outer Rim had also made the Final Dawn consider for a brief time, to get more involved in the Outer Rim although when things calmed down, the Final Dawn returned to simply consolidating it’s control over it’s primary areas of influence around the Seswenna Sector, Utapau and Kal’Shebbol.

However the rise of the Rimward Trade League had changed things, once considered too weak to challenge the Final Dawn brought concern due to their proximity to the Seswenna Sector and Utapau whom the Final Dawn had established a strong presence on. With Grand Overseer Marlon Sularen already making plans to launch a major offensive into the Core, the Final Dawn could not afford another conflict in the Outer Rim and thus Sularen had sent his subordinate, Director-Admiral Dorian Sevenar to the Capital of the Rimward Trade League to meet with their leaders and reach a compromise that would see the Final Dawn’s holdings in the Outer Rim respected by the RTL. It was an unusual act, but in the long-run it would benefit the Final Dawn and ensure that its holdings would remain out of harm's way.

Thus, the FDS Hand of Judgement emerged from hyperspace above Susefvi with a single shuttle marked as a diplomatic shuttle emerging from the ventral hangar of the warship. The Final Dawn had already requested this meeting and had informed them of the upcoming arrival of the Hand of Judgement to serve as a neutral military escort for their envoy (aka Dorian Sevenar), and thus there was no reason for any Planetary Defense Forces (If there were any) to open fire or treat the vessel as hostile. Soon enough, the Shuttle would arrive at the Capital City of Susefvi coming to rest at a landing pad near the office of the President of Susefvi, a certain Mya Jesel. Hopefully a compromise could be reached and a war between the Final Dawn and Rimward Trade League avoided as it would ensure not only continued peace in the Outer Rim but would allow the Final Dawn to proceed with it’s operations without having to worry about a new theatre being opened in a remote part of the Galaxy far away from their core territories.

To say this meeting amused Mya was an understatement. This... New Dawn or Final Dawn or Breaking Dawn had requested a diplomatic meeting. The League had, of course, agreed. Diplomacy was always their first resort. She had little hopes for this meeting though.She would, however, do her best. That was what was expected of her and she never shirked her responsibilities.

But still, she cracked the scarred and tattooed knuckles of her hands as she waited, watching the sensor reports on the warship and the shuttle as it navigated through the cleared asteroid field channels to begin its landing approach.

"Passive scans only," Mya repeated to an aide standing next to her. The Ardennian nodded, looking through numerous datapads and holding up a display screen.

"Passive only. Standard in-system approach sensors." Mya nodded in satisfaction. "Get the techs working on an analysis of the ships as soon as the data starts rolling in. I want an exterior blueprint by the time this meeting is finished." The Ardennian nodded and made some notes with several styluses. Mya looked away as her stomach went queasy.

She'd never gotten used to that and trying to picture operating that many hands made her feel uncomfortable. "Well, now we wait." She leaned back in a wicker-woven chair with a cushion on the balcony and gazed out over the ocean just down the cliff. It wouldn't be long, once the negotiator landed.

Mya adjusted the heat on the small electric kettle on the center of the table. She was making one of Susefvi's local delicacies- a kelp and seaweed-based tea. Quite salty, but balanced by a milder flavor, and packed with essential nutrients. Quite good for humans, but very strong.

It would be an interesting way of gauging her guest's reaction.

Dorian Sevenar entered the room where Mya Jesel was waiting for him, having been escorted to the area by a local security. Atleast, the Rimward Trade League was willing to meet with the Final Dawn, others would have rejected this offer or would have sought to trap the Director-Admiral to capture him in an attempt to gain more information on the Final Dawn, that is if they knew who Sevenar was and his role in the Final Dawn. But then again this meeting could be a trap but with a Battlecruiser in orbit and a Special Forces unit on standby incase things went wrong, the Final Dawn would be able to get the Director-Admiral to safety, but Sevenar hoped that he wouldn't need them, especially when the goal was to NOT start a war with another power in the Outer Rim.

"Madam President." the Director-Admiral began. "I am glad you have accepted our request for diplomatic talks. I hope we can reach an agreement that may resolve our current differences and prevent any unnecessary bloodshed." the Director-Admiral said. Hopefully President Jesel would be reasonable enough to agree to a compromise with the Final Dawn and maintain the peace that the Rimward Trade League sought to preserve in the Outer Tim. If things went as planned, perhaps the Final Dawn could maintain a peaceful co-existence with the Rimward Trade League and preserve it's holdings in the Outer Rim without the need of using military force. Peace in our time, as Sularen had said when sending Sevenar to Susefvi.

Mya nodded and stood as Dorian walked in, "Welcome, please, take a seat." She sat back down and settled more comfortably into the chair and poured out two glasses of the ocean tea, pushing one across the table to her guest. The other she took up with a contented sigh as she leaned into the back of the chair, gazing out past the edge of the balcony to the sea beyond. "It's a lovely view, is it not?" The sea was calm so far, but her eyes traced the white-caps in the distance, flecking the air with spray. A gale would be rolling in later in the day, she thought.

She only waved away his thanks. "Talk is always the first preferred course of action in conditions such as these." It would be interesting to see what sort of compromise the Final Dawn was wanting.

"So, Director-Admiral," Mya said, setting her glass on the table, but keeping her fingers interlaced around the warmth of the mug. "I understand you are seeking some sort of peace agreement, is that correct? What did your organization have in mind?"

"Welcome, please, take a seat...It's a lovely view, is it not?"
Dorian Sevenar took a seat at the request of the Susefvian President, gazing upon the magnificent view of the sea beyond. "Indeed it is. Such is the nature of Planets unaffected by war and destruction." Sevenar responded. It had been a long time since he'd seen such a peaceful environment considering his job as the Final Dawn's Head of Intelligence and the fact that most of the planets he visited were usually war-torn or under some form of military occupation by the Final Dawn. Nevertheless in his heart, Sevenar knew that what they did was for the greater good, for the sake of bringing absolute order across the galaxy and to end the chaotic cycle of never-ending war that had ravaged the Galaxy.

"Talk is always the first preferred course of action in conditions such as these...I understand you are seeking some sort of peace agreement, is that correct? What did your organization have in mind?"
"Indeed that is the case, yes. As you may know the Final Dawn has begun building up it's presence across the Outer Rim in the wake of the Confederacy's Collapse centered around the Seswenna Sector, Utapau and Kal'Shebbol if you weren't aware already. Considering the Rimward Trade League's continued growth in the Outer Rim and the Marque and Reprisal Letter issued by your organization against us, the possibility of a conflict between our organizations continues to grow and frankly even with the efforts we have taken we are not willing to fight such an unnecessary conflict nor are we willing to let go of these planets due to their importance to us."

"As such we are willing to compromise with the Rimward Trade League in a way in which will allow us to maintain a considerable presence on these worlds while also satisfying the Rimward Trade League's own quotas for the future integration of such worlds which i am certain is on your agenda as of now. We have some ideas on how such a compromise could be reached but i first you'd like to know if you have any possible ideas."

"On the contrary, Director," Mya said lightly to his first comment, watching the sight of the sea roll in to the shore. "This is a world scarred by war as well. One Sith. First Order, twice. Sith Empire. We have fought and bled and died against them all. Every credit spent on weaponry and warfare is a credit taken from the people that they could have used to build a better life for themselves and their family."

At his words, she kept her face impassive but leaned back to watch him. "Kal'shebbol is a member planet of the Kathol Republic. What is or is not their will regarding the Rimward Trade League is not my place to say. It is entirely up to the Republic on how long they will tolerate the presence of the Final Dawn."

She steepled her fingers and gestured for him to continue. "This is your meeting, is it not? Please, have your full say."

Dorian Sevenar took note of Jesel’s statement regarding Kal’Shebbol its membership within the Kathol Republic. The Final Dawn’s presence there was limited to a space station in orbit, inherited from the Imperial Concordat which had since been absorbed by the Final Dawn and utilized as a refueling and resupply base for the Final Dawn. Hopefully the Kathol Republic would be as reasonable as the Rimward Trade League and seek the diplomatic route first as a conflict over Kal’Shebbol could compromise the Grand Overseer’s plans for the Greater Seswenna Sector.

Very well then. What the Final Dawn proposes is simple, the establishment of an autonomous government within the Seswenna Sector still affiliated with the Final Dawn, considering we are the stewards of Eriadu having been invited by the Eriaduian Quintad to help maintain order and stability across the region in the absence of Ex-Confederate Viceroy Vandar Tarkin.” Dorian Sevenar began. He then took out a datapad containing both a map and a diagram and handed it over to the Susefvian President. “Here you will find the Planets that would fall under the control of this autonomous government as well as its structure. As you can see, what we propose is joint oversight over this autonomous government which shall retain complete control over its domestic policy and limited control over foreign policy as long as it does not go against Final Dawn Policy.

In order to respect the autonomy of the Seswenna Sector, the Final Dawn would reduce its military presence to it’s already established military bases on Eriadu, Erinar and Seswenna where it’s forces would remain only for peacekeeping operations in order to preserve the new status-quo of the area. An Elected Assembly presided by a ‘Deputy Viceroy’ will also be established as to provide the people of the Seswenna Sector with a greater voice while an Advisory Privy Council comprised of an equal amount of Final Dawn and Rimward Trade League officials shall be established as to oversee the preservation of the new status-quo. The Viceroy of the Seswenna Sector itself shall be appointed a Final Dawn Overseer, the equivalent to a Sector Moff, with approval from both a majority of the Assembly and the Privy Council.

"It's an interesting proposal, though you do know these proposals would require popular referendums to adjudicate," Mya replied, studying the diagram and the map before leaning back to savor the taste of the beverage. "It invites many more questions, however, I think, than answers. Essentially, your suggestion is to create vassal states obedient to the Final Dawn's foreign policy."

There was only a slight hint of iront at the final two words of the statement. "Which, of course, is interesting, because the Final Dawn is not a government by any stretch of the word, if I understand the situation correctly. How, and what, can you have a foreign policy?" She raised an eyebrow and assessed some of her own datapads, tapping one. "Another question- is where did these military forces come from, that you wish to drawdown from these worlds?"

She looked up with a frown. "Our analysts studying crime rates picked up a marked increase in sentient smuggling, kidnappings, and trafficking raids directly after the Final Dawn began engaging in serious attempts to establish yourselves here in the Outer Rim. Would I be incorrect in making the logical conclusion that these are connected?"

Sevenar gave a friendly smile in response to Mya Jesel's questions. It made sense that she would ask such questions considering the stark ideological differences between the Final Dawn and the Rimward Trade League. "The Final Dawn has only limited it's operations in the Outer Rim to worlds in which it holds a major presence on such as those i had named earlier. Although there are other Mawite organizations that have sought to increase their own power in the Outer Rim at the same time as the Final Dawn. I'm sure you're well aware of the Massacre at Polis Massa orchestrated by Kyrel Ren and his Knights of Ren which we were not involved in any other way."

"As for the origin of our military forces in the area they are largely comprised of allied forces from governments and organizations across the region, although a small portion of those have been taken directly from our powerbase in the Unknown regions. Of course they have been largely involved in defensive operations rarely launching any offensive operations with the sole exception being aggressive forces in close proximity to our enclaves such as during the Graug takeover at Loovria which remains under a prolonged blockade as a considerable amount of Graug still remain on the surface. Although speaking of Loovria, the Rimward Trade League was surprisingly absent while the Graug Sithspawn ravaged the defenseless world"

Mya filed that information away. The various Mawite organizations were not necessarily cooperative, and perhaps even allowed the others to be weakened if it did not meet their goals. She would ask ORION to dig into that information. It was something they would be able to exploit. Drive rifts, perhaps even arrange for some in-fighting.

"If they are local forces, why not return them to their local governments?" Mya asked, setting the cup down slightly on the table. There was a silent notification on her datapad. Gol Gadonk Gol Gadonk had arrived from the Rift Pact, since they were also closely involved with these discussions, being based around Kal'shebbol.

"That would save your organization a significant amount of resources, would it not?" She sent an acknowledgment through her datapad. "As for Loovria," Mya just shrugged. "Our forces were tied up elsewhere and we had none to spare."

She leaned forward and activated a holoprojector, indicating a map. "The compromise I have been authorized to offer is thus-" A highlighted section of the map appeared, ranging from Terminus to Jiroch-Reslia, and from there across the boundary of the Outer Rim to the Corellian Rim, and then out to the edge of the galaxy. "Leave these regions within seventy-two standard hours and we will rescind the letter of marque authorization."

Sevenar took a look at the map shown by Mya Jerel, she was demanding a full withdrawal of the Final Dawn from the areas of the Outer Rim between the Corellian Trade Spine and the Corellian Run which included the Final Dawn's main three bases in the area along with their proxy governments. While a withdrawal from Kal'Shebbol wouldn't be of great concern considering the Final Dawn only held a Military outpost in the form of a Space Station there and thus could easily have the Station moved elsewhere, the Seswenna Sector and Utapau laid within these territories both housing important shipbuilding and industrial facilities utilized to fuel the Final Dawn's War Machine in the War against the Galactic Alliance. Sularen would never accept a full withdrawal from those worlds given their important to his plans both short-term and long-term but hopefully Jesel could see reason.

"As i've said earlier our main priority is to maintain access and control over our assets on Eriadu, Utapau and the Seswenna Sector which are all under our protection and stewardship as per the invitation of the local governments allied to us, and as such a constant military presence must remain to ensure the protection of our assets and interests there especially given the volatile situation in the Outer Rim in the wake of the Confederacy's collapse. As for Kal'shebbol our withdrawal can be arranged as we only maintain a Military Space Station in orbit which can easily relocated. Not to mention the letter of marque authorization itself has not disrupted our operations in the Outer Rim in any meaningful way. If the Rimward Trade League want's a full military withdrawal from us in the region, we will need bigger incentive then simply the rescinding of the letter of marque authorization."

Mya leaned back with a smile, letting the tips of her teeth show. Good, that was excellent. He was right where she had wanted him. On the back foot and, frankly, off-balance. That was a demand they had never expected them to accept.

"We have an emissary here from Kal'shebbol, Gol Gadonk Gol Gadonk , with whom you can finalize the withdrawal from Kal'shebbol and the Rift Pact. I believe Gadonk has just arrived and is waiting." She crossed one foot over her leg and studied Dorian.

"Come now, Director, you are a rational man. If not, you would not be in this position. Let's look at the facts. You suspect you could not win in a war, hence your request for a diplomatic meeting. In this discussion, you admitted to being party to information regarding the massacre on Polis Massa, knowing for certain at least the identity, and perhaps some foreknowledge of Kyrel's activity. If not, you also admit to doing nothing to stop him. That, at best, gives grounds to holding the Final Dawn, and perhaps you, personally, as accessories to a crime against life." She held up two fingers, counting them each off. "At worst, it could provide grounds for being an accomplice."

She waited for a few moments to chew on that. "By extension, with that being the case, that would change the nature of these discussions from being between political entities to being between a government, us, and an organization tied to a civilian massacre on a neutral world, which could justify the designation as everything from a terrorist organization to a criminal cartel."

This time she leaned forward and met his gaze. "You want incentive? We do that, your entire organization is fair game for everyone with a blaster and a grudge against the Maw or the Imperials. We've got some Chiss communities who have settled here after Csilla. Your finances, your industrial bases- any government can seize them. Bounties will no longer be restricted to vetted professionals bearing letters of marque. What I'm offering you is the chance to keep all your stuff, go back to your masters with the Maw, and start over. Make a different choice if you want. Start a new life even, pick a new name, pick up farming or woodworking or something. If not, you'll still be able to save face and act with the dignity that your dress and your battlecruiser aspire towards."

Mya leaned back in the chair, gazing at him cooly. "If not, how long do you think those worlds will want your protection? Especially if your protection is like the protection you gave Polis Massa. Consider the facts. Your organization works with the Maw. Your focus should be on the Core. How long do you think they'll suffer your organization getting bogged down in the Outer Rim, when you can no longer benefit them? Look at the facts, Director. You know we're offering the best deal you're going to find. Facilities can be replaced easily enough."
 
"False governments, made by opportunistic cronies and propped up by outside interests with no wish for anything more than power and bodies to throw away to gain more and more of it!"

The harsh, robotic voice beyond the door was unmistakable as it slid open, showing a slightly large astromech droid that started rolling into the chamber. Other than the completely clear dome, it could've passed for any of a number of average astromechs...until one noticed the sloshing ochre thing within it. "Protection and stewardship? Is that what you intend us to believe, as you strip away whatever resource you gain from any of these worlds, material or manpower, just to serve your interests with no care for the people that actually live here? Imperialists."

Even through the retrofitted vocoder, the indignance in Gol's tone was unmistakable.

"Invitation, you claim. How many of those invitations were just meant to keep you and yours from showing off the weaponry you possess? Tell me, Director Sevenar, how much of the history of this region do you or your leash-handler actually know? The Outer Rim overall, or the Kathol sector specifically? Recent and of centuries past?"

The droid turned to Mya Jesel Mya Jesel , offering a short forward bob in lieu of the nod a humanoid entity might give, though the focus of whatever creature piloted it still seemed to lie purely on the emissary from the Final Dawn. "You overstay your welcome, Director, and the option she's given you is better than most citizens in this part of the galaxy would be inclined to offer. Were I you, I'd think carefully about that option to change your name and disappear, as well. No doubt once the other hounds your organization has chosen to ally with learn of the extent of your overreach, you'll have far worse to worry about than anybody we can bring to the fore."

Dorian Sevenar proceeded to take a small sip of the tea provided to him by the Susefvian President as she spoke. She did have a lot of interesting points although she was starting to sound like those politicians back in the Alliance and New Imperial Order, confusing facts with fiction and being somewhat uncompromising. Nevertheless the Director-Admiral put up with her statements along with that of the representative of the so-called Rift Pact, a certain Gol Gadonk, waiting until they finished before he could speak once more

I think you are confusing facts with your own personal opinions Madam President. The fact that Kyrel Ren and his Knights of Ren were responsible for the Polis Massa Massacre is public knowledge at this point, and the Final Dawn was oblivious to the Massacre or Ren’s own operations in the Outer Rim until he had sent out that broadcast after the Massacre had been committed. To accuse us of being complacent in that Massacre as well as to call us a terrorist orginization is an exaggeration. Like i already said, the Letter of Marque and Reprisal is of no of any big concern to us, our forces in the region are more than capable of repelling assaults from opportunistic privateers. Even if you removed the restrictions on the Letter of Marque it wouldn’t change anything.” Sevenar said.

Polis Massa was never under our protection and the Galactic Alliance is more focused on our main forces from the Unknown Regions and the New Imperial Order to even think about the Outer Rim.” Sevenar then turned to the Rift Pact’s representative before proceeding to respond to his accusations and arguments. “In regards to your concerns, Mr. Gadonk. Our Stewardship over the Seswenna Sector and Utapau is legitimate whether you believe it or not, after all who are you to determine whether an agreement made between a planetary government outside the Rift Pact and another organization is legitimate or not, and you may be surprised but we are well aware of the history of the worlds that are under our stewardship especially the Seswenna Sector which has been an Imperialist stronghold under the Ex-Viceroy of Eriadu since the Collapse of the Confederacy.

When the former Viceroy went on a Leave of Absence, we simply filled the void left in the wake of his absence by offering the Ruling Families of Eriadu protection until his return to preserve order and stability across the Seswenna Sector, and we have kept our word of protecting Eriadu and preserving order and stability across the Sector, as shown with our interventions against nearby threats such as the Graug on Loovria.” Sevenar then paused, taking yet another sip of tea before finishing his statement. “You do not represent the people of the Seswenna Sector Mr. Gadonk nor do you seem to fully understand the nature of our presence in the area, or our objectives here. We came here to seek a compromise to avoid a war that we deem as unnecessary, and frankly I don't see where the Final Dawn can benefit from your demands considering they are one sided and only leave us empty handed. Our withdrawal from the Kal’Shebbol is sufficient enough and we won’t go farther than that and that is non-negotiable. We are open to other suggestions however, one that can see our respective objectives in the regions satisfied as a proper compromise should entail''

As Gol spoke, Mya made a few notations on her datapad, copying the information provided by Dorian regarding the suggested compromise, before sending it to an aide, with directions to send an express diplomatic communication to Vandar Tarkin Vandar Tarkin . She would be interested to see what they thought about such an offer, and that was the sort of information that would work as leverage.

She leaned back in her chair, an ironic smile playing across her lips. "I notice you glossed over any mention of Csilla." She let that point stand. "Unless you want to argue that the Final Dawn was not in any way aware of or involved with that operation. And you forget, our relations with Eriadu and Seswenna sector predate the Confederacy. They were fellow systems in the Omega Protectorate decades before the Confederacy rose to power and we were allies against the original post-virus Sith Empire, the One Sith, and the First Order. They are less imperial strongholds than you might think."

Mya knew there were plenty of ORC partisans and ORION agents who had come from Eriadu initially, and undoubtedly still lived there. "But we are not concerned with the local governments. Our concern is the presence of an imperial warlord faction, known vassal state of the Brotherhood of the Maw. So I think this is where you find our goals divulge." She tapped the table idly for a moment, considering. "Your goal is to avoid a war. Ours is the removal of foreign interference from the southern Outer Rim, especially one known for its willingness to annihilate entire planets. We've fought numerous wars to accomplish that and we are willing to do so again. It was only courteous, however, to let you state your case and offer you a peaceful resolution."
