The amphitheater is sold out. Silent murmurings sweep through the dim arena, lit only by the stars above. A single man comes out on stage, and the hushed whispers become ghostly silent. He stands at the fore-center, he brings a microphone to his lips, quietly he speaks, "Ladies and gentlemen, may I have your attention." Lights explode, music roars, distant lights of neon dance and tantalize the eyes. "Welcome to the greatest party in the galaxy!
Welcome to Neos City!"
Ran by the criminal elite of this galaxy, Neos City is a place of legend and myth. It's location is unknown, and it's parties have become a thing of wonder, so-far as to even triumph those found on Zeltros. At least, that is, according to rumor. The nature of Neos City is so shrouded in mystery that even those who know of it still wonder if it is real.
Neos City is as much of an enigma as it's cryptic owner; Lysle of the Hydian Way is a well known name in Hutt Space, and even more on the planets of Antecedent and Nar Shaddaa, but few have seen him in person. Labelled in the top 100 of the galaxy's wealthiest and most influential men by Coruscant Prime Magazine, he is responsible for the founding of the Red Raven crime syndicate, and the destruction of the ancient Black Sun Syndicate.
Intelligence agencies the galaxy over have attempted to put a halt to the invisible and black markets that are largely found in Neos City, and have speculated to the officers and co-founders of this place. To no surprise have they found that the founding fathers of the Ravens are behind Neos, and well known to now be traitors to the Ravens. Among them being the hard-to-come-by rogue Isaac Ideus, and a young woman known simply as Jen.
Extensive investigations have brought up little information, and still the where-abouts of this city elude all but those invited. Word on the street here, and rumors there, suggest that Neos City is more than just a party location. While it is known criminal activities are prevalent in the city itself, it has been suggested that Lysle, Isaac and Jen are behind a rather secretive and lucrative business; offering their services as elite criminal specialists for a large price.
Given the rumors to be true, this would make this group of individuals one of the highest-costing criminals-for-hire in the known galaxy, reserved only to be hired by the largest and wealthiest corporations out there, for the most deadliest of jobs.
Unaffiliated with the Hutt Cartel, Neos City nonetheless has allowed the Hutt Cartel exclusive access. They're among one of only two governments or organizations thus far to be given this courtesy, the other being the One Sith.
While Neos City belongs only to Lysle, Isaac and Jen; Lysle regularly visits the Hutt Cartel as both a financier and confidant. It is unknown how Isaac and Jen spends their time.
Neos City is capable of its existence by the use of planetary shielding, this prevents harmful gases from interfering with the planet, and climate control allows heat where the planet would otherwise be deadly cold. Though due to the lack of a sun, Neos remains in perpetual darkness, only lit by the tantalizing neon lights of Neos City itself, and the mesmerizing colours of the nebulae that engulfs the planet.
Culture:
Life on Neos, and in Neos City, is one of constant partying and criminal activities. As a hub of criminal organizations, it garners the attention of the wicked. Fighting in the city is prevented by a weapons-free zone in the central business district, banning firearms or melee weapons from venues. While the outer districts remains very much full of crime, with regular murders, thefts and almost every count of criminal offence imaginable. Neos City is accessed by an intricate road system, due to the city having a strict no-fly zone. Travel is done via authorized trains or personal wheeled vehicles.
As Neos City is the only settlement on the planet, access to it can only be done by one of its twenty-five spaceports that encircle the city. Once arrived, personal transports can be stored. Visitors will be given free transport to and from the city and spaceports via private authorized ground vehicles. PMC's are employed, alongside droids, to enforce weapon bans in the CBD and the no-fly zones throughout the city.
The distribution and trading of illegal possessions is encouraged in Neos City, but a tax applies to all trade deals. The tax directly goes to Lysle Rigger and then is used to pay his employees, while he keeps a certain percentage of the income for himself. Neos City is known for a perfect nightlife, allowing a consistent, perpetual party as the planet is forever cast in night. Lined with casinos, strip clubs, cantina's, brothels and every nefarious pleasure one could desire. Podracing is performed on the edges of the city limits where the long, flat plains allows for premium racing grounds.
While the city is bustling with partying, and seems to be bursting at the seams with an intense population, in truth the population is quite small. The population living on Neos is almost-exclusive to those employed in the businesses or by Neos City's executives. The primary population is a constant flow of tourists looking to sell, party or perform meetings with allied or rival criminal syndicates. The city is currently 1,270km2, but Lysle is looking to expand the city to well over 20,000km2 over the next decade. Lysle is looking to provide the largest and most extravagant nightlife in the galaxy, hopefully to surpass even Zeltros itself. Yet the bigger it gets, the more wild it will grow, and ever harder to tame.
Technology:
The technology on Neos is awkward to determine. Due to a lack of an appropriate government, and its unique economy, it does not focus on technology. Utilizing pre-existing technologies such as planetary shielding and global climate control, these are the greatest feats of technology Neos has to show, but even to the rest of the galaxy, these are common and subpar. Illegal technologies can be found in invisible and black markets in Neos City, but are not associated with the ruling power on the planet.
History:
Neos was formerly a desolate planet. The Neos System, consisting of a single orbiting planet and a star, upon billions of years since the start of time, this star would begin to dissolve into a nebulae. The nebulae expanded and engulfed much of the system, and left it in such a state for millions of years. It was not discovered for many millennium until the young smuggler, Lysle Rigger, found it in uncharted space, deep in Unknown Space. At first he utilized environmental suits to access the surface of the planet and store illegal possessions.
As the years went by, he no longer paid visits to the planet. He became notorious as Lysle of the Hydian Way, a famed smuggler and crime lord of the Red Ravens. As he handed down his presidency, he became quiet. Years passed and he grew ever more disgruntled with the Ravens, and during an aborted assassination on the current president, he fled. Those with him joined his escape, and they wandered the vast galaxy alone.
Lysle had always aspired to create a city of wonder and profit. His years in the Ravens had allowed him to accumulate immense amounts of wealth, and with his financial aid he was able to begin construction of Neos City. Planetary shielding was first incorporated, then climate control. Protected from prying eyes in the safety of the encompassing nebulae, the tens of thousands of construction droids labored without-end for months. A city arose from the deserts, and its brilliant lights shone out from a barren world. Neos City was born.

Characters wishing to discover Neos would need to hear of Neos, and then receive the coordinates of the planet by an individual that has learnt of its location through legitimate means. But like a fire in the wind, once the spark catches, it is too late. Once word spreads, there is little that can be done to prevent its location from being distributed publicly. To keep a hold on this secret, criminal characters will need to work hard to bribe or... enforce.. others to keep quiet.
