Xazzex Xivar, Viceroy of Falleen, Empress of the Falleen Throne, took her place within the mobile Senate of the Confederacy of Independent Systems. Her golden gaze swept the chamber as people filed in, her attention lingering ever so briefly on those whose vote she counted upon for the day's proceedings. One could never be absolutely certain things had not changed since last they'd spoken. There were many cunning representatives among the worlds, and only those blinded by arrogance considered themselves unassailable.

She watched as the Speaker of the Chamber ascended to take their place as the many Viceroy sought to assume their own. Some light socialization occurred in the interim. Even Xazzex nodded and shook a hand or two. Much as Falleen would rather stand alone out of pride, things were as they were and it would be out of character for the Falleen not to exploit an opportunity. Which brought her thoughts to one of the two items for consideration.

At long last the gavel sounded for everyone to take their seats and be silent. True, the Confederacy was still dealing with the aftermath of the various attacks, and the Speaker still had a mountain weighing down upon their shoulders, but Xazzex could see they weren't as broken as the evening when they announced the blackout. Good. Because if they couldn't manage this session properly and maintain order, she would. Her patience and 'good behavior' during the emergency session had been a deliberate choice -- as was every time she completely flouted the rules and ignored the Speaker's call to step back. It would be unfortunate if she decided 'bad habits' were more effective at getting matters settled.

After the Speaker moved through the brief formalities and called attention to the legislation for consideration, the green woman stepped forward to address the Viceroyalty. "Sentients of the Viceroyalty," as usual Xazzex's tone held a touch of bass and was delivered at a constant, calm pace, "we are assembled here today in consideration for the Bill and Resolution made available to each of your respective worlds. This has been a long time in coming, however recent events have understandably delayed meeting on more 'ordinary' topics. Nevertheless," her eyes continued to scan those in attendance as she spoke, "they are important matters that we must settle."

"I call your attention now to Bill V.R. Zero Five Zero Two, The Planetary Trade Security Enforcement Act. As each of you are aware, the Office of the Vicelord some time ago issued an Executive Order prioritizing the safety of Confederate residents and workers over those outside our borders. As you are also aware, many worlds outside of the Confederacy childishly considered this an act of isolation."
No, Xazzex would not apologize for using that word later. In fact, the galaxy should praise her for not spending ten minutes describing the folly of everything that followed the Executive Order's announcement. Anyone that knew her understood the Falleen did not mince words or care how people felt. "What those governments failed to realize in their haste to bid for companies to relocate was that this body -- the Viceroyalty -- had at no time submitted nor passed any legislation with regard to the implementation of policies or regulations spoken of in that Executive Order. While it is certainly the Vicelord's prerogative how best our combined military forces are deployed, it is not in his purview to dictate means of identification, taxes, or tariffs; but we will come to this shortly." That being the second item for the session's passage.

"As the Bill now stands, through discussion and debate with many of you here today, there is no reason to impose further taxation or tariffs upon goods or services entering, leaving, or within the Confederacy of Independent Systems or its territories at this time. Sufficient funds existed to furnish securing other factions before, and now it will be used to furnish our security. Perhaps our diplomats will establish new relations, and discussions regarding financing matters outside of our borders will be sought then. For now, however, I call upon this Viceroyalty to vote to adopt a system of universal Identification, and a system of Permitted Persons across our external-facing borders; and that a simple voice vote shall suffice," Xazzex concluded offering to spare them all the pain of individually demanding and recording a vote. "Are there any that wish to debate this matter before the Confederacy adopts rational and modern security for those within its borders?"

Even paced steps brought the Exarch through the halls of The Congress. The lights in the hall were brightly lit, to the point where not a single shadow could exist, no matter the angle. This brought the Sith Lord some comfort in his mind, yet peace was too strong a word given the past days that had been experienced. Ever since the breach on Ryloth Security had become paramount in the Confederacy, most especially the security of the Viceroyals. Aboard the Congress was no less than seventy percent of the Viceroyalty, delegates from across the Southern Systems who joined together to decide the fate and future of their State. In a way, they were the very breath of The Confederacy, the blood that flowed through every world and supplied the stable sense of unity and organization that had taken years for them to build.

The hall before Adron was pristine, freshly cleaned to the point where the smell of cleaner flooded the halls. It would only take another moment for the ventilation system to detect the high content of chemicals in the air and... As if on cue the air purifiers activated, purging the room of the smell and filling it with fresh oxygen from the ship's internal supply.

Metallic clanking ruined the serene silence that filled the hall. The older Adron got the more he could not stand the armored legions and their endless noise. His eyes turned to gaze out of the window while a squad of Magnaguards approached, each of them bearing shining amethyst optics. The Exarch did not turn his eyes from the beautiful emptiness of space. Instead he made a slight gesture with his hand, a quick flourish so the droid would know he may give his security report. "All docking bays have been searched and are secure, Exarch. They are being locked down for the meeting and the emergency escape routes have been verified and reverified. The Congress is secure." For a moment Adron did not speak. No, it was better to truly consider the report the droid had given him rather than potentially overlook something. Still, for as long as he considered no single problem even brushed through his mind. His eyes gazed out at the Defense Fleet poised in the space surrounding the Congress. Over two-hundred ships. All under direct control of the Office of the Vicelord and the Confederate Defense Force. Loyal Admirals, dedicated Captains, and freshly purged droids.

Something could still go wrong.

"Droid. Order all ships to begin sending out scouting vessels. Scout the nearby systems thoroughly. Rotate patrols every hour and order the Fleet Admiral to restructure the Fleet Defense sporadically until the meeting is over." The Magnaguard's optics flashed for only a moment before it tapped his staff in acknowledgement. "Yes, Sir." He replied before the automaton and his squad turned to leave in a rhythmic fashion. Once again the metallic clanking began before Adron turned back to the viewport, staring out of the window with his hands clasped behind his back. In the bright hall the dark suit he wore seemed more a part of the galactic view than the pristine, white halls behind him.

Only seconds later, the holocomm on his wrist began to beep incessantly. The loud chime continued until Adron brought the device up, tapping a button on it to silence the alarm. Well, it seemed as if it was finally time. His eyes turned from the darkness of space as he turned to the main spine of The Congress. He did not look back, he no longer had that luxury. Forward.

The halls of The Viceroyals forum was as active as ever. It almost amused him, watching the delegates move from one place to another, scurrying to their seats. They all looked so...human, for lack of a better term. These men and women who were the heads of planets and systems now came together on equal footings with hundreds of men like them. Impressive, to say the least. A loud banging could be heard as a gavel resounded through the Forum. Adron made his way towards his place, alongside the other Exarch's Srina Talon Srina Talon & John Locke John Locke . When he arrived, he looked to his brother and sister, bowing his head at each of them in greeting before taking a seat beside them.


It was in the next moment that the Representative of Falleen, Viceroy Xazzex Xivar Xazzex Xivar began to speak. As she had laid out some new bill it was time for them to review such a device for implementation. Adron glanced down at his datapad, loading the bill onto the device. His eyes combed over the words listed before him, while he listened to the Viceroy's words. He pulled his glasses from his breast pocket, pulling them on just as he caught a statement from the Viceroy. His eyes gazed out to the Viceroy curiously. He wondered something for a moment but did not give it a second thought.

How long had it been, Aya couldn't help but wonder. Her life for far too long had felt, empty, and there was this painful longing in her heart that refused to mend itself. It felt, it felt like years, decades, she couldn't tell the passing of time as she walked through life anymore. Her daily tasks were carried out without thought, and her duties as Viceroy fulfilled with minimal input or concern. Even now, attending meetings of Viceroyalty felt personally meaningless, leaving her to read and give input in what little enthusiasm she could muster. If her parents could see her now, they surely would be disgusted to have raised such an apathetic child.

Even being freed of her weapon for the time, what normally felt like agony, was little more than a formal task as she had left it on her own. Her saintly armor was the only thing that stuck out, and even then it was hardly a concern, she'd never once worn anything else, so why should that change now? War had taken the Galaxy, at least her look was formal enough to be considered appropriate.

She had found her seat quickly, and only after sitting realized she had no recollection of greeting a single other on her way there. Had she forgotten? Had she cared? She almost stood up to rectify that, before realizing that really it mattered not. Who here even remembered her?

While waiting, Aya chose to rest her head against her closed fist, and consider her fate. Was this to be all there was? Meaningless chatter, and her going through the motions while the emptiness clawed away at her soul? What a pitiful end to a warrior. What a pitiful end to her friend Cyril's Saint. She would cry at the thought of letting him down, but no tears would come regardless. It was best to focus on the future, as tiresome as it was.

Her eyes drifted shut, in anticipation of another vote in the procession that lead ever on. She intended to listen carefully, but soon felt the edge of sleep touch her mind, and something else too, before her eyes shot open. This for both the sound of the gavel, and something else that she had briefly heard, at the edges of her thought. So distracted was she, it took a few moments for the words of Xazzex Xivar Xazzex Xivar to reach her mind. When they did, for once she felt, invigorated to attend to her duties. For what reason, she would endeavor to discover come its time, but for now she would listen to her fellows, and give what thoughts she could give.

When Viceroy Xivar finished, she opted to give her own voice, quickly for once. She had often held her tongue to listen to many others, but in this moment she felt... inspired. "As I see it, we have naught to disagree upon. This is a simple measure to the safeguarding our peoples. As you said, it is long past due this bill has his time to be made law. In that regard, I would encourage our task be made swift... a fine idea, no?" Her natural accent, mixed with that most commonly found with Twi'leks, had been coming in strong as of late. She prayed that it did not muddy her words beyond their understanding.

Daegon was still not prepared for travel, yet the business was too important. The care of the one he loved, Seraphina Corvinus Seraphina Corvinus , required that he remain on Thyferra for a time. While some would consider it a burden, Daegon found it to be nothing of the sort. He prefered the time at home which travel seemed to steal away. It was much easier to focus on the matters of Thyferra when he was on Thyferra. Since the decision had been made to gather the Viceroyalty on The Congress, Daegon could not risk the chance its current location would take him too far from his home, though the chances it would be closer than Geonosis were equally as great. Still, Daegon was where he was needed, on Thyferra, and at the side of his Angel.​
The bill had been forwarded to him, to all the Viceroyalty to read over beforehand. Daegon was particularly interested to note the section on tariffs and taxes had been struck. A reallocation of spending was being proposed instead. Funding from the fees associated with the multi-passes could also be used to pay for any of the financial cost which would surface over time. This was a much better plan. Daegon had always disagreed with the rash order made by the one who was no longer an Exarch. A rookie mistake perhaps, but a costly one.​
Once again the feed from the meeting was before him, and Daegon would have a holo-projection of himself among the body. A new Exarch, or rather an returning Exarch, sat among the others. Adron Malvern Adron Malvern would perhaps bring more wisdom to the table than the man who had previously occupied the seat he now sat in. The others had already spoken the last time a similar topic was broached. A meeting which saw no resolution as time was needed to look over the bill which was now being presented.​
While Daegon appreciated the delegation from Ra'Katha, he did believe the man acted with haste rather more so than forethought. Daegon was never one for hasty decisions, not when it came to the course of an entire nation.​
He waited for the others to speak, looking to the Seraph at his side. It was Faleen ( Xazzex Xivar Xazzex Xivar ) once again which seemed to have the most to say as the sponsor of the bill, though Daegon was most certain the comment about other nations was not needed. Had they rushed to not recognize the truth and facts, yes. Did it need the obvious need to be pointed out when word was sure to reach them, no. Many of the Viceroyalty seemed to forget that Daegon's personal reach into the galaxy was far reaching. Everyone needed bacta, and with the amount of war which had come to the galaxy, his import was as much a commodity as the life saving formula his planet controlled.​
Aya Clarke Aya Clarke spoke, not contributing much other than her support for the bill.​
It was then Daegon cleared his throat and began to speak.​
"My fellow members of the Viceroyalty, first, let me express my gratitude to those who took my advice and have allowed us the time to see this piece of legislation before voting on it. Second, let me caution that now is not the time to be pointing out the faults of the nations who jumped to certain conclusions. War makes for strange and interesting bedfellows, and we would not want to push these nations together in against us in a time when tensions and conflicts are on the rise."
Daegon nodded toward Faleen.​
"I am happy to see we are abandoning the notion of taxes and tariffs as they were not needed. Our borders should be the only concern here, not stifling our economy. We have been too lax, and while other nations have seen increased border security as problematic, we must do this. The Agents of Chaos have only shown the galaxy why we must do this, and why every nation should see to their own borders as well."
Looking toward the speaker, Daegon finished.​
"I will speak in support of this measure as written."

Custani did his best to remain quiet. He did his best to nod and pretend as boring speech after boring speech was made in the Viceroyalty Chambers on board the Congress. The Space Station was rather large however, it lacked sunlight and with the Confederacy's ongoing "war" with Terriosts, it was very hard to leave it. Alas, one must make do with what one has.
First he watched as Xazzex Xivar Xazzex Xivar presented her bill, which would essiently protect plantery trade. Then came more and less until it was finally time for him to take his stance.
"The Viceroyalty of Mechis III votes yes. I mean, why not?" After that, he stepped out of the spotlight to allow others to vote, hopefully in favor of the bill.

Xazzex watched and listened to her fellow Viceroys as they spoke on the matter from their perspective. Fortunately, there was little dissent on the matter. As there should not be. They should all be grateful that Falleen had not demanded far more aggressive measures -- but then Xazzex was no fool. She knew the majority of the Confederacy would not adopt the measures Falleen itself might otherwise.Their system had, after all, shot vessels on sight if they attempted to breach the Gulag Plague quarantine self-imposed in their system centuries prior.

After each was given a chance to speak, the green woman stood. "Then it is agreed upon that Bill V.R. Zero Five Zero Two shall pass."

With the last chance of outrage passed, Xazzex continued, "Therefore, let us to proceed to the second piece of legislation to be introduced during this session: Resolution V.R. Zero Five Zero Two." They shared the same code, but whereas the prior had been a Bill, this next proposal was a resolution meant to signal full intent and purpose without introducing any change to any existing legislation. "Also known as 'The People's Resolution of Legislative Responsibility.' This Resolution is intended to make plain the purpose and authority of each of us present as Viceroys. To ourselves, to the Exarchs, and to the Vicelord." Her golden gaze swept over them until they rested on the man himself.

"After the vocal backlash following the announcement of the so-called 'C.I.S. First' initiative, it became clear that some present may have begun to abscond with their duty or authority in such matters. I have heard from a number here today that there were complaints lodged by certain members of their community having mistakenly interpreted the intent and extent of the Office of the Vicelord's Executive Order. Likewise, there was some discussion regarding the imposition of taxes and tariffs without a Bill supporting such a change. Therefore, this Resolution is hereby introduced as a reminder to all here today what the purpose of this Assembly of the Viceroyalty is for -- to govern the laws and regulations that each of our world abide by as part of this Confederation. Matters that none of us should take lightly as it infringes upon the sovereignty and independence of each of the Confederacy's members -- yet, at times, for good cause."

"Therefore, I call upon those Assembled here today to call out in support of the Viceroys retaining the legislative authority invested to it -- both for our own worlds, and that of the Confederacy as a whole."
Naturally, she focused on uplifting the Viceroys, but Xazzex hadn't completely left out the Office of the Vicelord's attempt to introduce legislation. Perhaps this Resolution would be a cause to discuss why such topics had been announced to the wider galaxy in such a manner. Perhaps not. Xazzex, however, wanted it made abundantly clear that so long as Falleen tolerated remaining a member of this Confederacy it would assert its own authority except in the rare times when that must be set aside for the greater good -- such as financing the security of the Confederacy's border worlds.

Draconis sat patiently at his appointed position while he let the other people talk. He hadn't been there when Confederacy First had put pen to paper, but he had been elsewhere when pen had been put to paper on both that and the inquisition that had been declared by the Knights Obsidian. The Vicelord actually had moved the Confederacy into a more sustainable stance, and had motivated many of the bad actors in the CIS to either vacate or get in line. Regardless of what other people had said, Draconis knew one thing for certain. CIS first had forced the former Viceroy of Surric to acknowledge his shortcomings. It had given the people of the system hope in knowing that the CIS at large wasn't some far away governing body that did nothing for its people. CIS first had given the people of Surric and Teyr courage to stand up to their overlord and over throw them. At great cost to be sure, but anything worth having was often gained through arduous sacrifice. So if this session was one to repeal the forward thinking that Draconis felt the CIS first proclamation had been he would have been surely soured.

He would listen and watch as those around him made their presences known would speak on behalf of their systems. The only thing Draconis could add to this discussion, he would but as a member from his system and seeing first hand its results.

"The Viceroy Elect of the Surric System, Planet seat of Teyr would like to offer some input. I am Draconis Sederius Wolf of Teyr. As some of you may or may not have known my system is still recovering from a bloody civil war instigated by my predecessor. I would like to only caveat that based on how much infrastructure damage was done to my system that we could not let outside investment come heavily from outside companies from the CIS because of those companies' possible ties to other galactic governments or worse, terrorists. I state this because we had a startup company that formed in our system, and because we placed tariffs and duties on incoming goods we were able to protect our own economical growth without simply being overrun by external actors. I believe there should at least be some incentive for companies to build, buy and sell in CIS with CIS based goods because these companies will be able to monitored, kept up to our standards, and promote internal growth in the CIS as a whole. I fear what may have happened to my system if we had not protected the many small businesses and start ups that began there, as economic terrorism is just as real a threat as any other form. And if we cannot support ourselves on the galactic stage and rely upon others for even just the base necessities, that is as real a threat as any army. I vote yes for this motion, on the terms that Systems may do away with tariffs, duties, and other forms of taxation on only CIS based companies. If only because those very taxes are what funds our border defense, and as a border system on a major hyper-lane, I can say this with some extreme certainty,"

Draconis would then sit down and let the rest of the Viceroyalty do what the would with the information. His system was on the border and actually dealt with a lot of trade from the outer governments of the galaxy. And while what they were suggesting with just dropping tariffs and taxes as a whole was a good idea on paper, he knew what that could lead to. A nation that couldn't support its own basic necessities alone wouldn't be able to contribute to the galaxy larger as a proper contender or even player when it came to economics.
 
Skatjaa listened to the debates go on around him in the chamber, barely moving his eyes to see who was talking, with his attendants handing him dossier's on who was speaking at the time. Likewise to this Draconis Sederius Wolf Draconis Sederius Wolf fellow, Skatjaa was not a part of the Viceroyalty when these previous acts were signed. That however, would not stop him from speaking out today.

He began to speak, a booming, deep voice spewing words in Huttese. A translator device attached to his gargantuan neck for ease of communication. These beings may not be familiar with the language of the Hutts, but it was no matter. Technology was a wondrous thing.

<You may not all know, or have heard about me. This is fine. Allow me to introduce myself. I am Skatjaa. Recently elected Viceroy of the planet Tatooine.>

He paused, considering his next words carefully.

<I do not wish to come off as crude. Insulting, or otherwise unbecoming. But as Viceroy of Tatooine, I have concerns for the most recent policies set down by this ruling body. Namely, what I consider to be the complete abandonment of the defense of both Geonosis and Tatooine, and the relocation of the government of the former. While the gamble may have paid off, I still feel I must at least voice my concern regarding this matter.>

It was probably much to late to enact any change on it. Changing the government from Geonosis to a world in the safer and more economically sustainable center of the Confederacy was a sound move, one as a whole Skatjaa did not disagree with.

Skatjaa held his hand out, and an attendant passed a datapad into his hands labeled Resolution 0502. Skatjaa raised the datapad to his eyes and read silently, speaking when he was done.

<Considering this 'new' legislation. I must humbly ask the speaker to expand upon what this Resolution entails. Giving this a read, it would seem that this new legislation actually does nothing new, correct? Or, at least, nothing we as the Viceroyalty and the Confederacy Government should not already have been doing? I must ask. What is the purpose of this if we are already supposed to have been following it? Reaffirmation? Of our duties? Has anyone forgotten? I know where my loyalties lie. To Tatooine, and the ruling body that protects it here. I know what my mission is, the betterment of my system, and the upholding of our laws. I do not see the reason for the adoption of what I, with as much respect as possible Speaker, consider a glorified pledge of allegiance. I've already swore to do right by Tatooine and by the Confederacy.>

VICEROY THYSTLE

Raven had approached the meeting with a simple bored look. It was how she always looked when she figured that a day would be another day of business as usual. The woman hoped that there would be no surprises, but what could she say. Some days she was wrong, other days she was right. Although recently on a day that she had been wrong, two people had been injured severely. She herself had also suffered burns, but they were burns that she had recovered swiftly from. It was hardly worth more than a footnote at the bottom of a report. Especially her own report. Yet today she was unsure about what some of her fellow viceroyalty were thinking and so she could only make an educated guess, based on how other proceedings had gone.

The woman took her seat, while the two Felacatian bodyguards that followed, stood back at a distance as Raven leaned slightly to the right and placed her elbow upon the arm rest. Her palm drifted upwards to face the ceiling so then her chin could rest upon her palm as she watched and listened to those gathering all around her. Yet as proceedings continued on, she placed the datapad that had been clutched in her left hand, in her lap as her chocolate gaze was drawn downwards to view the Bill that was downloaded upon it. Another day and another Bill. With quiet observations. She looked up to view those who spoke. Some wished for a quick sale, while others wished that fingers were not pointed.

Yet, the vampiress couldn’t help but think that they were all there when they first initially spoke about the Mandate and Executive Order. Where were the voices back then? Her gaze shifted to Custani who seemed to be a man of fewer words this time and so her gaze returned back to Viceroy Xivar as the green woman spoke yet again. About yet another Bill and she listened, but her gaze dropped to the bill that she brought up on her datapad and briefly read over the information provided. It all seemed rather standard and straight forward on the surface. If someone really wanted to pull the Bill apart, the option was there, but Raven didn’t see the need. Why? The answer was simple, she was sure that there would be many more gatherings such as this one to discuss many more Bills that others thought should be passed by their fellow Viceroyalty.

Her gaze lifted to quietly view a newly appointed Viceroy, Viceroy Wolf who spoke of his planet and then proceeded to cast his vote upon the first Bill. However, as the man finally sat down, her gaze was drawn to yet another newly appointed Viceroy. Viceroy Akkah who brought about and gave voice to concerns of his own, concerns about his own planet. Make no doubt about it, the vampiress knew that everyone within this room was out to look after their own self interest.
