Major Faction Mandate Rework

You also assume that there are even that many droid characters to begin with. Not many people play as them ever since the Metal Lords were a thing. It's a very specific niche that doesn't have a whole lot going for it.
 
Honestly, it's just a very awkward hold-over from the initial mandate concepts. Eventually, it will suffer the same fate as the old mandate that allowed unlimited Bounty Hunters to join your side.

Why not change it to something like... "Droid Uprisings" or something. Let the faction initiate random rebellions / odd invasions via coopted armies of mouse droid suicide bombers.
 
A clarification:

Contagious Assault
Strengths: When this faction invades, it can choose an additional neighbouring hex that will be included in the invasion. This cannot be a capital hex.
Weaknesses: When this faction gets invaded, the invading factions can automatically choose one additional neighbouring hex that will be counted in the same manner. This cannot be a capital hex.

The 'primary' or first hex invaded may be a capital hex if you could normally invade that (by being adjacent). The second, neighbouring hex gained because of this mandate cannot be a capital under any circumstances.
