They're an NPC force, so I don't see why they'd get any special considerations -- Background noise vs. background noise, after all. If my character becomes aware of the crowd effects, I'll be sure to get that marker for you.

You're absolutely right, and I initially came in here with ideas to include Cyrus. I was rebuffed on the grounds that the weapon was somehow unfindable and undestroyable -- the authoritative decision apparently that the Sith should continue to fight this battle at a disadvantage despite it being their home turf. Personally, I feel like a more compelling roleplay experience would be acknowledging the way this stark urban environment would impact conventional war assets, but I digress, so...salamanders away.
