I'm going to have to agree and say, it will take quite a bit of work to do this. As utilities are spread across a vast city of Theed. They are not localized to a single area, and powered by different grids.

And if you read my post, we only just started. It would take about 4 hours

That's with working safely, and being able to restore with no issues

So ASA had homers drop all that ordinance to clear the path to the gungans. ASA beats back a counter attack now leaving otoh gunga open to attack. ASA troops begin filtering down to the underwater city. Now you are saying your forces are abandoning the push for the gungans, redirecting to theed. You then plan to dam the main river and dig trenches or tunnels to get to the utilities. And you to do all this in 4 hours. Freanne, if you pulled that off in 4 days I'd be impressed. What you are saying is not physically possible nor does it make sense militarily to abandon an attack you are so far winning on one position to start all over on a new one.
