Galactic One Sith Parliament

I can definitely respect that and the name can be anything we want. I would even say toss up a poll and let the membership at large vote on whatever the concept ends up being is called.


I am personally like War Council more and more as the discussion progresses.
 
Yeah, War Council is a good name.

Although I'll always be more partial towards Imperial Assembly because I came up with it :p

But if the people want something different I don't mind.

I've already spoken up to Rev about peaked interest in this.

As this character seems to have taken hold with myself and with others, I'll be seeking to implement her in a more permanent manner. Taking up the position of Governor of Byss certainly is on the table for her and this would be right up her alley I think.
 
I'm new to the OS and actually really really want this so I can start getting involved here... I'm useless anywhere but political intrigue RPG. Granted I know NOTHING about the OS hierarchy soooo here goes a big bunch of nothing:

Dark Lord
(Absolute Monarch, Lord of All, is he called the Emperor? whatever. His font is sups big)​
The Executive
(The DL is the Head of State while these people are the Heads of Government and basically make shit happen)​
The Eye - does whatever she does?​
The Wrath - is a BA and kills people I guess​
The Hands - military typically = executive so I put them here? maybe organized into the war council? idk​
The Judicial
(did I mention I have noooo idea what OS hierarchy is? anyway these guys... idk make sure the OS stays pure and sithy or something... like the inquisition? Yes that.)​
I dont think the voices should go here... mostly because of what is coming up next​
The Legislative/Planetary Executive
(these people are here to govern, make laws, and keep the planets happy/in check. This would be divided into two bodies)​
The Mouth of the Emperor/Dark Lord
Led by the Voices​
Comprised of ALL Sith Lords. Idk what they do, but they should be a sort of useless upper house like in the UK cause Sith Lords have better stuff to do than vote on crap.​
The Will of the Emperor/Dark Lord
(So named because in theory they carry out his will by passing laws)​
Led by the Speaker​
(The speaker chairs the Will and communicates their desires to the other bodies)​
Comprised of planetary governors/representatives called Executors​

Quick question, where do the Imperial Governors fit in? I'm assuming in the Legislative/Planetary Executive Branch, but let me know if you see them somewhere else in the structure.

Edit: Nevermind, I see that they are there, and would be called Executors.
 
After consulting with people who know what the hell they are doing I have come up with the following structure:

Dark Lord
The Dark Lord is the equivalent to the Head of State. They are the central figure around whom all people of the One Sith rally and from whom all power and national pride stem. They have absolute authority on all matters within the One Sith and the government exists by their will alone.
Under the new structure, the Dark Lord will be referred to as the Emperor in relation to the government and in public speeches/decrees/etc. He shall only be referred to as the Dark Lord in private by those authorized to do so.
THE EXECUTIVE BRANCH
The Executive Branch is the group of the highest ranking members of the One Sith. They rule at the federal level of the OS directly, including supervision of the military, and enforcement of all OS laws. The Eye and the Wrath are arguably the co-heads of government, one acting as more of a spiritual interpreter and the other as the enforcer of the Dark Lord's will. These two are near equal in power, but the wishes of the Emperor keeps them united in purpose.

The Eye of the Dark Lord is direct conduit through which the wishes of the Dark Lord are conveyed. She is the equivalent of the spiritual leader of the One Sith, speaking on behalf of the Dark Lord and directing the faction as his highest ranking lieutenant. She speaks and acts with the full authority of the Dark Lord himself.

The Wrath of the Dark Lord is the Commander-in-Chief of the One Sith and his actions are seen as the enforcement of the Dark Lord's wishes, beyond reproach. Though he does not speak directly for the Dark Lord the way the Eye does, he is empowered by virtue of his position to speak with the full authority of the Dark Lord himself.
The Imperial Privy Council
Leader(s): The Emperor (co-Eye and Wrath)
Membership: 1 Hand, 1 Voice, Highest Ranked Sith Lords, the Speaker of His Will (non-voting)
The Imperial Privy Council's only purpose is to advise the Emperor. They have no formal power or authority whatsover unless the Eye/Wrath ask them to vote on matters to decide their outcome.
The highest ranking Sith Lords are decided by the Eye/Wrath. The Voice and Hand member are selected by their own members. The Speaker, who is essentially the messenger of the Privy Council is elected by the Will.
THE MILITARY (aka. the executive branch... adjacent)
The Military falls under the guidance of the Wrath and the Executive Branch as a whole, but they are big and complicated and thus should have their own section.
The War Council
Leader(s): The Wrath
Membership: The Hands, Military Politicians, and High Ranking Generals etc.
The War Council is the body of the military/executive charged with coordinating the efforts of the military under the direction of the Wrath.
THE JUDICIAL BRANCH/UPPER HOUSE
The Judicial Branch is dominated by the power of the Voices and the Sith Lords who make-up a semi-legislative 'upper house.' They are purely non-political in theory and act only in the interest of keeping the One Sith true to the ideals of the Sith. They have the power to make laws but rarely do so. Most of their power is in casting down laws that contradict the Sith way.

The Voices of the Dark Lord rule the sectors of the One Sith and are, collectively, the equivalent of a Supreme Court. They have both collective and individual powers that give them oversight of the faction.
  • As a collective they can: hear appeals, invalidate laws, make decrees concerning the purity of Sith ideals, remove planetary leaders from power, discipline Sith Lords, and direct the operations of the One Sith bureaucratic agencies.
  • As individuals they can: sit in judgement of any dispute in their sector, invalidate planetary laws in their sector, discipline planetary leaders in their sector, and enforce laws within their sector.
The Mouth of the Dark Lord/Emperor
Leader(s): The Five Voices (Only one voice at a time on rotation)
Membership: All Sith Lords
The Mouth of the Dark Lord is the upper house of the legislative and also the primary body of the judiciary. They are presided over by one of the five voices on a rotation and may make any laws pertaining to keeping the One Sith pure to the ways of the Sith. They may also collectively vote to invalidate any law passed by the lower house. They are so named the Mouth because they speak for the Emperor as a collective and the Voices are so named because they enforce the policies passed here.
Individually, the Sith Lords are empowered to act as enforcers of the laws and ways of the Sith at a minor level. They may pass judgement in local disputes and punish those found to be in violation of the will of the Emperor. In effect the Sith Lords become Magistrates.
THE LEGISLATIVE BRANCH/LOWER HOUSE
The Legislative Branch is dominated by the body known as the Will of the Emperor which is comprised of all planetary governors who convene to create laws for the One Sith. They do not have as much freedom as other legislative bodies such as the Galactic Senate, but they are much freer to govern than the Imperial Senate of old.
They have legitimate power both individually, to rule their planets as they see fit and collectively, to make any new laws within the constraints of the Emperor's wishes. The one power they have that does not have oversight from any other body except the Emperor himself is the power to direct the collection of taxes and decide how funds are allocated.
The Speaker of His Will
The Speaker is elected from among the members of the Will to serve as the neutral chairperson of the legislative body. They are similar in every way to the UK Speaker of the House of Commons (look it up if you have questions.) In addition, they convey the Will of the Emperor to the other branches of the faction's government and sit on the ruling council. They are also the messenger of the One Sith, with no power of their own to negotiate, they are often sent by the Eye, Wrath and Emperor himself to relay messages to enemies and allies alike
The Will of the Emperor
Leader(s): The Speaker
Membership: The Executors (Planetary Governors)
The Will of the Emperor is the chief law making body of the One Sith and is comprised of representatives called the Executors of the Emperor's Will. These representatives are either elected or appointed to be the rulers of each One Sith Planet (provincial governors) and have the power to rule said planet as they see fit under the purview of the Voices. Collectively, they meet on Coruscant and have the body to enact laws the effect the entire faction. They are so named the Will because in theory the laws they enact reflect the wishes of the Emperor (in practice the wishes of the Emperor are enforced primarily by other branches.)
Note For OOC:
This has all primarily been written for the purpose of story writing, as we all know how much us Sith loooove handwaving *snort* so I covered every conceivable base.
In practice, things would go on the way they have been with the exception of a new thing for Sith Lords to do and a Senate-like structure to add political intrigue. Also supplimenting the request by Faction Members for a war council and public ruling council.

"Imperial Privy Council" needs a different name, in my humble opinion.

Also to note - at this point in time it may not be such an issue, however if this does catch on and more NFUs join and partake, you would benefit from opening up more positions for NFUs in the higher echelons.

As it stands, there is little room for NFUs to advance in any respect other than Military.
 
One thing I have been very interested in developing from the very beginning is a Ministry of Intelligence/Ministry of Propoganda department/conclave. (The names are subject to change, of course), but the idea is there. It is often use for indoctrination, and to convert non-believers, esepcially former republic members/jedi etc, to follow the One Sith cause. Right now we have the COMPSOR which was created by [member="Darth Vornskr"], but was never really put into action much by the One Sith as a whole. I was thinking if we could fully develop that idea into something bigger.

Seeing as how the One Sith has alot of religion-like culture and also believe in the Dark Lord as a god emperor, we could use the department/ministry to weed out traitors/spies/heretics that go against the empire, very much like an Inquisition. Maybe something like the Adeptus Ministorum from W40k, but adapted into the SW One Sith lore. With regards to [member="Daughter Andromeda"]'s idea, this could ideally fit into the Judicial Branch/Upper House?


Just something that I thought the One Sith could really benefit from, which is also a great avenue for plenty of stories to be told, especially from defectors, and hunting down spies/rebellion/heretics and what not. This would also be a great place for both NFUs and Sith alike to take part in, creating avenues for RP for both sides together for a common cause.

It's clear you've put a lot of work and thought into the system, and it shows. :D (No Hand of the DL tag, tho ;-; )

My one remark would be, as I read and re-read this, to perhaps make it a bit more streamlined and simplified for the sake of RP. RL bureaucracy and government structure are even more complicated than this, of course, but I think we want to aim for a balance between the two that still allows for breadth and depth of RP without scaring off potential interested people with its sheer scope and complexity.

Just my two credits. :D

Per your suggestion I have included here a more streamlined version of what you see above. Nothing has changed for all existing positions other than the function of the Voices as a sort of inquisitiony court thing and the added role of the Sith Lords in government.

The primary changes are the war council (which members apparently want?) and the lower house/senate.

Anyway, let me know your further thoughts! I'm just a humble servant of my muse!

The Emperor
(AKA. The Dark Lord) is the NPC absolute ruler of the OS.
The Executive
The Eye and the Wrath are the joint leaders of the OS. They have final say through the Emperor.
The Eye: Spiritual leader, literal mouth-piece of the Emperor. Retain all other duties.
The Wrath: Military leader, enforcer of the Emperor. Retain all other duties.
Privy Council: IC advisors to the Emperor with no power. Used as a IC plot device.
The Military
War Council: IC/OOC group that plans out and oversees invasions/skirmishes/military events in character.
The Upper House
Part supreme court, part upper house, part inquisition. They make sure the One Sith stays Sithy.
Voices: Chair the Mouth. Collectively act as Supreme Court for plot purposes. Retain all other duties.
The Mouth: The Sith Lords who can vote on laws mainly as a plot device.
The Lower House
Basically the Galactic Senate. They make laws that stick if the FL doesn't hate them.
The Speaker: Elected by the Will IC. Serve as the OOC moderator of the sub-faction, keep it active.
The Will/Executors: Reserved primarily (but not exclusively) for NFU characters who sign up to rule/represent a planet. They act as senators and government directors if necessary. For plot purposes they are also the IC rulers of their planet.

1) I am told the OS Faction Admin have agreed to allow NFU Voices. NFU can also serve on the War Council, Privy Council, and exclusively in the Will.

2) Anyone have name suggestions for the Privy Council?

That seems a little bit strange to me. Mostly because in SW canon and the whole existence of the Sith, leaders of Sith Orders have been called Dark Lords of the Sith. In this case, I think the leader of One Sith should be called Emperor by non-force users, while Sith call him the Dark Lord.

That's just my opinion, though. Other than that, your proposal seems pretty nice. :)

I agree that the Dark Lord should stay the Dark Lord (whether or not outsiders call him something else). Personally, I feel like calling him that is so ingrained in our faction, it might get confusing to change it.

I also love the abridged version of the write-up. Nice and simple, but still descriptive enough to grasp what everyone's role is.
