Kay was wary of him yes, but not exactly afraid. And she had no reason to have anyone arrested. She only represented Commenor, she didn't rule it. The most that she could do as far as the planet was concerned was to set up trade deals with other worlds. That is what she should be focusing mostly on. But instead, she turned most of her attention towards fighting the Cartel. It wasn't as though anyone else was doing it.
