  • Doctor Afic Otker is a Deputy Senior Science Officer for the Galactic Empire's Office of Imperial Sciences (OIS). In his position, he is the second-in-command for the Department of Advanced Weapons Research, which is at the forefront of research & development for Imperial military technology. Doctor Otker also acts as a scientist and engineer skilled in starship and starfighter design, weapons systems, small-arms development, military ground vehicles and much more. Doctor Otker is also educated in the study of logistics, industry, strategy and military doctrine.

    A continuous collector of titles and positions, Doctor Otker also holds many offices and job titles in COMLIT, COMFEAR, Imperial military commands, multiple committees, and various Imperial Economic Trusts. He uses his influence, power and connections to quietly secure funding and resources for his R&D department and its pet projects as well as shield them from political interference and the meddling of ideologues.

    A believer in the Empire and its mission of bringing peace and order by force to the galaxy, Doctor Otker believes Imperial might is not in the doctrine of unwieldy superweapons but rather in the science of disciplined and iterative military engineering. Okter advocates for accumulating tactical force multipliers to achieve strategic victory through developing more accurate blasters, tougher armour, better shielding, agile starfighters, powerful ground vehicles, integrated sensors and efficient logistics. Where the Tarkin Doctrine once aimed to inspire fear and complacency in its subjects, Otker seeks to manufacture certainty in victory: modernised stormtroopers and starships, supported by powerful combined arms, strategic creativity and efficient supply, will win the day.



  • HISTORY

    Afic Otker was born on Arkania, a world defined by sterile brilliance and calculated amorality, where intellect was the currency of status. His family belonged to the mid-tier technocratic class who served as scientists and technicians under Arkania's corporate research cartels, producing innovations in medicine, cybernetics, and military technology for the wider galaxy. In a culture where innovation was often inseparable from exploitation, Afic thrived.

    Otker's academic record was immaculate, and his ambitions uncompromising. As such, he was uncharacteristically offered a scholarship at the University of Adascopolis, where he received double degrees in science and engineering, and specialised in applied energy and biotechnical engineering, respectively. Afic Okter earned a doctorate after publishing his dissertation, Systems Integration of Variable Output Reactor Networks in Military Platforms, which circulated through various think tanks and was received as an innovative and interesting work on adaptive energy regulation for capital ship design. Despite his qualifications, Doctor Afic Okter found few opportunities in Arkania after he graduated, so he accepted an offer to learn at the Raithal Academy of Structural Doctrine on Kuat, which at the time was still operating under the Galactic Alliance.

    However, the academy had been secretly compromised by worshippers of Darth Solipsis. Interested in his studies and qualifications on capital ship design and other fields of science, the secret cult members would subtly steer Okter to approach science from an amoral perspective and absorb the beliefs that hierarchical power and order were necessary in the chaotic galaxy. Okter, who grew up on a planet with a segregationist caste system and a culture that prioritised advancement over ethics, was receptive to these ideas. At the same time, he watched the galaxy devolve into constant wars.

    Following his graduation, Otker was immediately hired into a Galactic Alliance-aligned research firm that contributed to the military industrial complex. There, he oversaw experimental algorithms and trials of modular starship components. Though his work drew praise for efficiency, it was equally criticised for his open disdain toward ethical oversight and environmental compliance. He saw both as "humanist distractions" that slowed innovation.

    During this period, Okter slowly grew an ideological cynicism toward the Galactic Alliance. He considered it a 'bureaucracy of sentimentality', incapable of understanding the machinery it commanded. His defection came not through ideology but through opportunity. Following the Empire's seizure of Balmorra, the Imperial shadow began poaching the most capable and receptive researchers it could find. An undercover ISB agent approached Otker with a simple proposition: triple pay, unrestricted access to military research, no ethical oversight, and a position with increased authority in his department. Otker accepted within the hour.

    He was extracted from Galactic Alliance territory under the guise of an industrial transfer and quietly inserted into the Dark Empire's Department of Advanced Weapons Research, then headquartered in the secure Balmorran system. His first Imperial project involved standardising the variable reactor technology he had once prototyped for the Alliance, now repurposed for Imperial starships. The irony did not escape him; in his mind, science owed no loyalty to governments, only to perfection and order.

    Within the Dark Empire (Which later ascended into the Galactic Empire), Otker rose swiftly as he not only made advancements in science but also learned how to play the political game. His cold efficiency and administrative dexterity earned him favour among the various commands and organisations he worked with while he learned to barter for more resources with his newfound leverage. Over time, the Doctor accumulated more power through promotions and new positions, which he used to gain connections and produce more results in his research department. Doctor Otker would also attend more schools and academies of both a scientific and military nature, which allowed to further understand and incorporate both fields of study into each other. These academies helped indoctrinate Otker into Imperial views, helping him slowly become a true believer of Darth Solipsis and the goals of his empire as he witnessed the Empire's consistent victories and how it brought about order, earning him more trust and clearances from fellow Imperials as he rose through the ranks. Unlike engineers who believed in mass-producing soldiers and arms to overwhelm the enemy or grandiose scientists working on unwieldy superweapons, Otker preached a doctrine of incremental supremacy and creative solutions, meaning that true Imperial dominance would come from thousands of small refinements of both technology and doctrine that would collectively turn mediocrity into inevitability.

    The Imperial Ruling Council saw in him an administrator who could rationalise the chaos of wartime industry into cold arithmetic. The Stormtrooper Corps saw an engineer who could give them stronger armour, tighter weapons calibration, and standardised field repairs. The Navy Command saw a man who could cut their logistical waste in half. And every one of them believed he worked for them, which suited Otker perfectly.

    Now, as Deputy Senior Science Officer and de facto overseer of Advanced Weapons Research, Doctor Afic Otker manages an empire within the Empire: a network of laboratories, trust portfolios, and advisory commissions that operate quietly beneath the grandiose public projects of his superiors. To his subordinates, he is a meticulous mentor; to his rivals, a calculating saboteur and visionary.

    He rarely speaks of his past studies on Arkania, nor of his years under the Alliance. Yet his office still holds an old schematic of a Raithal reactor, etched into transparent durasteel, a private reminder that every empire, no matter how vast, is only as strong as the scientist who maintains the systems that keep its lights on.



  • PERSONALITY

    • The Rational Machinist
    Doctor Afic Otker is an intellect weaponised into bureaucracy. He operates with the detachment of a surgeon and the foresight of an engineer, believing that emotion is one of the greatest inefficiencies in the universe. Where others see ideals or morality, Otker sees only systems, whether biological, industrial, or political, that can be optimised, modified, or replaced. He views the Galactic Empire as a living organism whose survival depends upon the health of its machinery and the discipline of those who maintain it.

    • Amoral Visionary
    Doctor Afic Otker does not consider himself evil, merely pragmatic. Ethics, to Otker, are variables that must justify their cost. If a hundred must perish so that a thousand may endure, the calculation is simple. This logic allows him to pursue weapons research and human experimentation without remorse, so long as the data produced serves order. Yet beneath this amorality lies a quiet reverence for perfection. He sees scientific progress as a form of worship, an act of service to the eternal engine of civilisation and order that only the Empire can bring to the galaxy.

    • Politely Ruthless
    Otker is cold but never cruel, polite but never kind. His civility masks a ruthless instinct for survival within the Empire's labyrinthine politics. He trades favours with the same precision he allocates resources, and regards conversation as a kind of engineering where he adjusts tone and language until results appear. When provoked, his revenge is not loud but systemic; reputations vanish, funding disappears, and colleagues are reassigned to remote sectors. He prefers quiet elimination to open conflict.

    • Methodical and Detached
    Doctor Otker rarely raises his voice and rarely sleeps properly. Each day is a schedule of research, audits, and silent reflection; each decision is weighed by long-term output efficiency. He carries a faint air of irony as he is a man amused by the futility of others who mistake passion for purpose. Doctor Otker is not one to wear his heart on his sleeve. His humour, when it surfaces, is dry enough to dehydrate a room.

    • Faith in Systems, Not in Men
    Having watched democracies collapse under sentiment and corruption, Otker places his faith almost entirely in structure. The Galactic Empire endures not because of virtue, but because its hierarchy suppresses human error. His loyalty is thus both personally and procedurally to the system that enables his work and rewards precision. He believes that when all chaos is finally engineered out of existence, peace will not need to be imposed; it will simply be the by-product of perfect order.


    STRENGTHS & WEAKNESSES

    Analytical Mastermind
    Doctor Otker possesses an extraordinary capacity for learning and analysis, especially when it comes to predictive modelling or optimising systems. As such, he can dissect and reassemble a logistical chain, political network or starship reactor with great precision.

    Cold Administrator
    The good doctor is unflappable under pressure, capable of maintaining composure even amidst disasters or executions. His calm inspires both dread and grudging respect among subordinates.

    Politically Fluent Technocrat
    Years of working for the Empire have taught Doctor Otker how to navigate through its systems and institutions with success to get what he wants, converting bureaucratic favours into scientific freedom and funds.

    Critically Constructive
    Unlike most Imperials who tend to suppress any flaws or mistakes with arrogance and blame-shifting, Doctor Otker is eager to receive feedback and criticism. This is especially true for his technological projects, so that he can continue to perfect any mistakes he finds. He is the military scientist who starts designing from battlefield failure reports rather than the whiteboard.

    Mentor of Results
    Doctor Otker is largely a pragmatic man who values competence above blind obedience or dogma; as such, he will reward subordinates who think creatively and can deliver outcomes, regardless of moral restraint.

    Amoral Detachment
    His lack of empathy alienates peers and fuels suspicion among zealots who equate empirical analysis with heresy. As such, the austere scientist largely inspires professional respect but not human warmth in others.

    Political Isolation
    Although Doctor Otker is indispensable to the Imperial machine, his manipulation of committees and systems breeds quiet resentment and distrust in others. Many Imperials await his first serious misstep.

    Cognitive Arrogance
    When it comes to variables in human systems, Doctor Otker often underestimates emotions and other irrational concepts.

    Moral Blind Spot
    Doctor Otker does not subscribe to any real moral system other than what benefits the Galactic Empire and himself. He is one to view atrocities as logistics errors or necessary calibration; he struggles to comprehend moral outrage except as anything but wasted energy. Some fear where his ethical boundaries actually lie.
