Arcana Veritas: Institute of Free Inquiry
Knowledge Is Power

OUT OF CHARACTER INFORMATION

SETTING INFORMATION
  • Structure Name: Arcana Veritas: Institute of Free Inquiry
  • Classification: Academy, Library, Research Institute, Force Training Facility
  • Location: The Archipela of Light, former Temple District of Jutrand
  • Affiliation: Avarice, Institute faculty, students, and invited guests
  • Accessibility: Highly restricted and concealed. Arcana Veritas occupies the former Jedi Academy at the center of the Archipela of Light. Force wards, illusions, altered records, and technological countermeasures conceal its restoration and continued activity.

To unauthorized visitors, the complex appears sealed, abandoned, and largely inactive. Faculty, students, and invited guests are issued attuned credentials allowing them to locate its active entrances and pass safely through the Institute's concealment systems.
  • Description: Arcana Veritas is a private institute devoted to free inquiry, knowledge, Force study, personal advancement, and the preservation of rare information.

The restored complex retains the monumental architecture, terraces, gardens, residential levels, training facilities, and upper hangar of the old Jutrand Jedi Academy.

The surrounding Archipela sits within Jutrand's dense metropolitan cityscape, surrounded by elevated roads, air traffic, towers, businesses, and urban development.

Arcana Veritas maintains political and religious neutrality within its halls. Scholars from different traditions may study by invitation, while selected students may pursue Sith philosophy and the occult disciplines taught within the Conservatory.

THE LAWS OF ARCANA VERITAS

THE NINE LAWS
Knowledge Is Power

THE FIRST LAW

None shall impede the journey toward power and knowledge of another being within Arcana Veritas.

Those who study and pursue knowledge within the Institute are responsible for protecting their own works, research, discoveries, and possessions.

Knowledge may be guarded, withheld, discovered, traded, copied, or acquired. The Institute will not protect a scholar from the consequences of failing to secure what they wished to keep secret.

Conflicts that cannot be resolved beneath these Laws shall be brought before the Wardens or Faculty Council.

Where the Laws conflict, the First Law takes precedence.

THE SECOND LAW

All who come to Arcana Veritas with respect, seeking to attain or spread knowledge and power, are welcome beneath its protection.

Those suspected of abusing the Institute's hospitality or threatening its political or religious neutrality shall be reviewed by the Faculty Council.

THE THIRD LAW

None shall harm another being or the property of Arcana Veritas within its grounds except in self-defense, defense of another, or defense of the Institute.

Sanctioned combat within the Grand Arena, training halls, or approved examinations is exempt from this Law.

THE FOURTH LAW

Those who enter Arcana Veritas with hostile intent toward the Institute or its residents forfeit the protections of its Laws.

Sabotage, violence, destructive espionage, deliberate destruction of knowledge, and attempts to expose or compromise the Institute are subject to investigation and judgment.

The pursuit or covert acquisition of guarded knowledge alone is governed by the First Law.

THE FIFTH LAW

Holding a sentient captive, prisoner, servant, or research subject within Arcana Veritas requires approval from the Faculty Council.

The individual responsible for bringing them into the Institute remains accountable for their treatment, conduct, and security.

THE SIXTH LAW

Sentient servants, captives, dependents, and recognized residents within Arcana Veritas receive the protections of these Laws and remain bound by their responsibilities.

THE SEVENTH LAW

The Institute Wardens possess the authority to enforce these Laws.

Lawful instructions issued by a Warden shall be obeyed. Complaints concerning a Warden's conduct may be brought before their commanding officer or the Faculty Council.

THE EIGHTH LAW

Students, instructors, researchers, Wardens, and officials may be held to additional standards according to their position and field of study.

Officials who abuse their authority, neglect their Duty, or misrepresent the interests of Arcana Veritas may be reviewed by the Faculty Council.

THE NINTH LAW

Violation of these Laws may result in restriction, loss of privileges, confiscation of materials, suspension, expulsion, imprisonment, or other Correction deemed appropriate by the Faculty Council.

The Faculty Council holds authority over the governance of Arcana Veritas. Its decisions may be appealed to the Headmaster.

The Headmaster's word is final.

POINTS OF INTEREST
  • The Great Library: The intellectual heart of Arcana Veritas and a growing repository of Sith, Jedi, historical, scientific, political, military, cultural, and Force-related knowledge. Its custodians seek to build a collection capable of standing beside the great libraries of Ossus in breadth and importance.
  • Restricted Archives: Secured portions of the Great Library containing rare holocrons, artifacts, ritual texts, sensitive records, and dangerous research. Access depends upon clearance, faculty approval, or demonstrated competence.
  • The Conservatory: Private halls reserved for advanced Sith philosophy, occult studies, sorcery, alchemy, artifact study, Force imbuement, and selected students.
  • The Grand Arena: A configurable combat arena used for duels, martial training, Force exercises, tactical instruction, and practical examinations. Holographic systems and adjustable terrain allow the Arena to support varied trials.
  • Training Halls: Classrooms and practice spaces used for lightsaber instruction, martial arts, meditation, Force disciplines, and individual study.
  • Laboratories: Research facilities supporting medicine, engineering, chemistry, archaeology, Sith alchemy, sorcery, artifact study, and Force imbuement.
  • The Oubliette: Deep beneath Arcana Veritas lies a fortified detention wing reserved for prisoners considered too dangerous for ordinary confinement, particularly powerful Force-users.

The level is separated from the Institute above by restricted turbolifts, multiple checkpoints, reinforced blast doors, ray shields, redundant mechanical locks, and continuous surveillance. Individual cells are deliberately sparse, with few loose fixtures or materials that might be turned against their captors.

The deepest chambers contain sealed oubliette-style stasis caskets. Based upon ancient Sith containment technology, these units place particularly dangerous prisoners into suspended animation until they may safely be revived, questioned, transferred, or released.

The Oubliette does not sever a prisoner's connection to the Force. Its security relies upon isolation, hardened construction, layered containment, and prolonged stasis where conventional confinement is considered insufficient.
  • The Hall of Laws: A formal chamber displaying the Nine Laws of Arcana Veritas. Hearings, disputes, disciplinary proceedings, and appeals may be held here.
  • Residential Halls: Student quarters, faculty residences, dining facilities, lounges, and private study areas.
  • The Hangar: The restored upper-level hangar serves Institute transports, training craft, and approved visitors.

SECURITY

Security Rating
: Maximum

Arcana Veritas is protected through overlapping Force, technological, physical, electronic, and personnel-based defenses. No single system constitutes the Institute's security. Each layer is intended to identify, delay, redirect, isolate, contain, or record an intrusion while additional systems remain active.

FORCE CONCEALMENT & WARD NETWORK

  • Veil Wards: Workings derived from Force Illusion and Force Cloak obscure active structures, entrances, sounds, movement, and other signs of occupation beneath the appearance of the abandoned Jedi Academy.
  • Concealment Wards: Force Stealth and Spells of Concealment obscure Force signatures, rituals, restricted chambers, and occupants from casual Force detection and remote probing.
  • Mental Wards: Sensitive offices, archives, council chambers, laboratories, and private instructional spaces contain protections based upon Thought Shield, strengthening resistance to telepathy, emotional intrusion, and Force probes.
  • Threshold Runes: Sith Runes are incorporated into restricted doors, vaults, archive chambers, laboratories, and warded passages.
  • Ward Anchors: Sith Alchemy and Imbue Item are used to prepare stones, metals, crystals, doors, statues, and architectural features to carry and sustain individual elements of the ward network.
IDENTITY, ACCESS & SCREENING
  • Biometric Verification: Biometric scanners use combinations of retinal, palm, voiceprint, and biosignature confirmation at staff entrances, command rooms, archives, laboratories, hangars, vaults, and restricted teaching areas.
  • Identification Arches: Walkthrough identification scanners verify authorized personnel and identify suspicious persons, droids, equipment, or credentials entering controlled sections.
  • Weapon Detection: Weapon detectors monitor major entrances, administrative areas, residential levels, laboratories, archives, and other controlled spaces.
  • Layered Credentials: Coded Institute credentials, biometric confirmation, security clearance, and attuned tokens are used in combination. Highly restricted areas require more than one form of authorization.
  • Two-Person Authorization: Access to particularly dangerous artifacts, sealed archives, high-risk laboratories, and major security controls requires multiple authorized persons or direct Headmaster-level clearance.
  • Biometric Drift Alerts: Near-matching or inconsistent biometric readings are automatically flagged for review to identify crude disguises, cloned credentials, partial biometric spoofing, or altered records.
  • Droid Scrutiny: Visiting droids may be scanned for concealed modifications, unauthorized transmitters, unusual memory alterations, false ownership records, or suspicious hardware.
  • Visitor Movement Profiles: Security systems record which corridors, doors, terminals, elevators, and restricted boundaries a visitor approaches during their stay, allowing suspicious route probing to be identified.

SURVEILLANCE NETWORK
  • Holocam Grid: 57C-style holocams, motion sensors, thermal readers, low-light optics, audio pickups, tamper alarms, and other passive sensors monitor public areas, exterior approaches, rooftops, service spaces, elevators, laboratories, archives, hangars, and restricted corridors.
  • Audit-Motes: Audit-Mote Surveillance Droids operate as small mobile holocams equipped with audio pickups, low-light lenses, movement sensors, transmitters, evidence timestamps, signal repeaters, and optional tagging systems.
  • Spy Droid Coverage: Spy droids supplement fixed surveillance throughout blind corners, roofs, gardens, service corridors, ventilation spaces, and exterior approaches.
  • Seeker Droid Patrols: Seeker droids, including ID9-style units, perform route checks, reconnaissance, and quiet pursuit of suspicious individuals.
  • Dark Eye Recon Remotes: DRK-1-style probe remotes are deployed around particularly dangerous archives, laboratories, service routes, and defensive approaches.
  • Prowler Droids: Prowler 1000-style seeker droids provide roaming patrol coverage between fixed cameras and larger security droids.
  • Microdroid Listeners: Microdroid listeners may be placed within meeting areas, service corridors, public study rooms, maintenance spaces, and other locations where overt surveillance would be undesirable.
  • Mini-Holocams: Spysprite mini-holocams are concealed inside architectural fixtures, light housings, statues, shelving, elevator housings, and other ordinary features.
  • Sensor Beacon Mesh: Sensor beacons cover exterior walkways, rooftops, gardens, hangar approaches, service tunnels, maintenance corridors, and other routes that might otherwise provide blind approaches.
TRACKING & CHAIN OF CUSTODY
  • Homing Beacons: Surveillance Markers may be attached to sensitive artifacts, equipment, containers, compromised credentials, vehicles, droids, or suspected intruders.
  • Surveillance Taggers: Small tracking devices based upon surveillance taggers allow security to discreetly follow suspicious persons or property.
  • MicroTaggers: Tagger and MicroTagger transmitters may be planted or fired onto fleeing intruders, stolen material, vehicles, or droids.
  • Fob-Linked Tracking: High-value artifacts and selected security cases may be paired with tracking-fob-style receivers for rapid recovery after a breach.
  • Artifact Chain of Custody: Restricted books, holocrons, relics, weapons, archaeological finds, laboratory specimens, and other sensitive materials carry internal identification and location records. Unauthorized movement immediately generates security alerts.
PHYSICAL HARDENING
  • Heavy Blast Doors: Reinforced blast doors, armored shutters, and automated gates divide the Institute into individually securable sectors.
  • Mechanical Locking Bolts: Critical doors retain physical locking bolts beneath their electronic systems. Successful slicing of a control panel does not necessarily disengage the physical barrier.
  • Compartmentalized Architecture: Archive wings, laboratories, residential halls, hangars, training facilities, and restricted levels may be divided into smaller sealed sections during an intrusion.
  • False Service Routes: Selected maintenance corridors, access panels, and service elevators deliberately terminate in monitored dead ends, sealed inspection chambers, or controlled security pockets.
  • Dead Lift Rooms: False elevator exits and apparent maintenance routes may deliver unauthorized users directly into monitored containment rooms.
  • Armored Lift Control: Turbolifts can be stopped between levels, rerouted toward security checkpoints, locked behind blast doors, or disabled completely.
  • Deployable Barricades: Recessed barriers allow open halls and passages to be converted rapidly into segmented defensive zones.
  • Maintenance Authentication: Service panels and infrastructure controls require valid technical credentials, recognized equipment, and authorized maintenance windows.

ENERGY BARRIERS & CONTAINMENT
  • Laser Gates: Laser gates secure major corridors, archives, laboratories, detention areas, and emergency containment routes.
  • Energy Fences: Energy fences provide visible containment around dangerous research, restricted collections, secured chambers, and hazardous materials.
  • Ray Shields: Ray-shielded fields protect high-value vaults, security stations, restricted archives, laboratories, hangar spaces, and fortified choke points.
  • Sequential Field Locking: Important passages contain multiple independent barriers capable of trapping intruders between blast doors, laser gates, and ray-shielded thresholds.
  • Failure Cascades: Major fields possess secondary shutters, backup emitters, or additional barriers. Failure of one system triggers another rather than opening unrestricted passage.
  • Timed Access Windows: Selected high-security barriers open only during narrowly authorized periods and automatically reseal afterward.
DETENTION & FORCE-USER CONTAINMENT
  • Subterranean Detention: The Institute's primary high-risk detention facility is buried deep beneath the occupied Academy levels and reached only through controlled turbolifts and secured checkpoints.
  • Hardened Cells: Cells use reinforced construction, sparse furnishings, remotely operated doors, continuous surveillance, and minimal loose material that could readily be manipulated as a weapon.
  • Layered Entry: Multiple blast doors, mechanical locks, ray shields, identification checkpoints, and independently controlled corridors separate detainees from the Institute above.
  • Remote Operation: Doors, lighting, environmental systems, surveillance, and many containment functions may be controlled without requiring personnel to physically approach a dangerous prisoner.
  • Oubliette Stasis: Oubliette-style stasis caskets are maintained for prisoners considered too dangerous to remain conscious during confinement.
  • Force-User Containment: The cells do not nullify or remove a prisoner's connection to the Force. Instead, their design emphasizes distance, isolation, redundant barriers, limited opportunities for manipulation, and rapid lockdown.
  • Independent Lockdown: The Oubliette can be sealed from the rest of Arcana Veritas without requiring a facility-wide lockdown.
HANGAR & LAUNCH DENIAL
  • D.O.C.K. Systems: Elements of the D.O.C.K. Retrofit Package are integrated into the Institute's hangar, including magnetic landing-pad clamps, reverse-repulsorlift anchoring, hardened access nodes, surveillance, reinforced blast doors, and defensive emplacements.
  • Docking Clamps: Starships may be physically secured using heavy docking clamps tied directly to hangar authorization.
  • Tractor Systems: Short-range tractor projectors can hold small craft or redirect unauthorized launches.
  • B.O.O.T. Immobilizers: B.O.O.T. systems may be used against fleeing small craft, combining gravitic immobilization, repulsorlift disruption, magnetic attachment, and encrypted tracking telemetry.
  • Repulsorlift Suppression: Localized hangar systems interfere with unauthorized repulsorlift ascent and rapid vehicle departure.
  • Ion Suppression: Ion-based disabling systems may shut down compromised droids, vehicles, cargo machinery, or small craft without destroying the surrounding facility.
  • Transponder Verification: Visiting vessels must provide approved transponder identification before hangar approach and departure authorization.
  • Launch Interlocks: Docking clamps, hangar shields, blast doors, elevators, and departure corridors release in stages. Clearing one system does not automatically clear the next.
PERSONNEL, DROIDS & DETENTION
  • Institute Wardens: Dedicated Wardens patrol the Institute, enforce its Laws, investigate breaches, and coordinate emergency security response.
  • Security Droids: Armed security droids supplement living Wardens throughout entrances, archives, laboratories, hangars, residential sectors, and restricted areas.
  • Escort Droids: Heavier security units may escort dangerous artifacts, detained intruders, hazardous research material, or other high-risk transfers.
  • Restraining Bolts: Restraining bolts may be used on captured or compromised droids.
  • Binders: Durasteel binders and other restraint systems are maintained for detainees and dangerous trespassers.
  • Holding Cells: A secured brig provides temporary detention for violent intruders, prisoners awaiting transfer, or those accused of serious violations of Institute Law.
  • Rotating Assignments: Security personnel are periodically reassigned to reduce opportunities for routine-based exploitation, coercion, or long-term compromise.
  • Silent Alarm Protocols: Faculty and staff may quietly trigger heightened surveillance, seal nearby doors, redirect elevators, or summon security without openly alerting a suspicious visitor.
SLICER & NETWORK DEFENSE
  • Hardened Security Network: Critical systems employ rotating encryption, hardened physical lines, isolated command loops, and dedicated security processors.
  • Air-Gapped Controls: Vault doors, ward-control architecture, artifact containment, critical laboratories, and major security systems are isolated from ordinary Institute networks.
  • Decoy Terminals: False control terminals imitate legitimate security interfaces while feeding unauthorized users useless information or directing them toward monitored routes.
  • False-Success Responses: Certain failed slicing attempts generate convincing confirmation messages while leaving the requested system unchanged.
  • Local Manual Overrides: Critical doors and containment systems require physical confirmation or on-site mechanical action in addition to electronic authorization.
  • Quiet Intrusion Alarms: Suspicious access attempts may silently increase security, flag credentials, alter elevator routes, increase surveillance, or activate additional barriers.
  • Credential Burn Protocols: Compromised credentials may remain apparently functional long enough for security to trace the intrusion before being disabled.
  • Redundant Records: Important research indexes, security logs, access records, holocam footage, artifact inventories, and administrative data are stored in multiple isolated locations. Destroying a local terminal does not erase the master record.
ENVIRONMENTAL CONTROL
  • Atmospheric Sectioning: Independent environmental systems can seal smoke, fire, hazardous experiments, toxins, decompression, or laboratory accidents within individual sections.
  • Emergency Suppression: Selected areas contain automated fire suppressant foam, coolant mist, or controlled oxygen-reduction systems appropriate to the emergency.
  • Nonlethal Denial: Security may deploy warning strobes, sonic alarms, smoke curtains, adhesive foam, floor locks, sealed shutters, and droid cordons before escalating to lethal force.
  • Controlled Evacuation: Emergency lighting and directional systems route civilians and students toward protected exits while movement toward restricted areas is flagged.
  • Pressure-Rated Isolation: Laboratories, hangars, archives, and hazardous research wings possess pressure-rated doors capable of isolating a damaged sector.
HEAVY RESPONSE
  • Autoturrets: Automated defensive turrets cover selected entrances, hangar approaches, security doors, restricted corridors, and fortified choke points.
  • Stun & Ion Priority: Automated defenses default to stun, ion, disabling fire, or containment where practical.
  • Restricted Heavy Emplacements: High-risk vault approaches, the deepest restricted archives, and hardened breach corridors may contain heavier defensive weaponry comparable to the systems used within Aurek-Seven.
  • Disruptor Defenses: Disruptor cannon or disruptor-grade defensive systems are limited to sealed breach lanes and extreme-threat scenarios and require elevated authorization.
  • Armored Response Positions: Selected corridors contain recessed defensive stations allowing Wardens or security droids to fight from reinforced cover while doors and energy fields narrow the approach.
  • Archive Denial Protocol: Attempts to destroy restricted collections, security records, or containment systems may cause the affected wing to seal more aggressively rather than automatically disengage.

COMMAND, LOCKDOWN & REDUNDANCY
  • Central Lockdown: Authorized personnel may seal gates, freeze elevators, isolate hangars, activate shields, deploy droids, mark suspects, and divide the Institute into independent security sectors.
  • Distributed Command Rooms: Security authority is spread across multiple hardened control stations. Compromising a single room does not provide complete control of the Institute.
  • Independent Power: Critical blast doors, field emitters, ward-support systems, archives, command rooms, and lockdown barriers possess independent emergency power reserves.
  • Priority Reversion: If central systems are compromised, local systems default toward sealing restricted areas, protecting records, trapping elevators, and denying unauthorized movement.
  • Off-Site Mirrors: Selected security logs, research indexes, access records, and breach reports are backed up beyond the primary complex.
  • Dead-Credential Safeties: Credentials used under suspicious circumstances may be suspended automatically pending secondary confirmation.
  • Post-Breach Analysis: Intrusions are treated as intelligence. Routes, attempted access points, slicing methods, targeted archives, damaged ward anchors, and compromised credentials are reviewed afterward so the Institute can alter its defenses.

LIMITATIONS

Arcana Veritas is exceptionally difficult to infiltrate but remains penetrable. Skilled slicing, stolen credentials, inside assistance, specialized technology, sabotage, counter-sorcery, powerful Force-users, damaged ward anchors, compromised personnel, or careful preparation may defeat individual systems.

Its defenses are deliberately redundant. Destroying a camera does not defeat the sensor mesh; slicing a door does not necessarily release its mechanical locks; bypassing a ward does not disable the ray shield beyond it; reaching the hangar does not automatically permit departure.

The Institute's greatest protection is therefore not any single device, but the requirement that an intruder overcome many different systems in succession.

HISTORICAL INFORMATION

The site that became the Archipela of Light began as an ordinary district of Jutrand. During an earlier period of Sith influence within the Grumani Sector, Jedi and local resistance forces used a facility there as a discreet base of operations.

Jedi Watchman Ven Kel Dunrar and Senator Ambrose Pike later secured the district for a permanent Jedi presence. The district became known as the Archipela of Light, with the Jutrand Jedi Academy established at its center.

The Academy developed into an active center of Jedi education, residence, and operations. Its members served throughout Jutrand and the Grumani Sector, including during The Ambrose Deception.

The Academy remained active in later years. Resident and visiting Jedi continued to use its libraries, gardens, study halls, residential facilities, and other spaces, as documented during Jutrand Jedi Academy: Exploration and other activity surrounding the Temple District.

Later records describe the destruction of the Jedi presence upon Jutrand. The Academy eventually passed out of Jedi hands and fell into disuse.

Avarice later claimed the former Academy and began restoring the complex. Its classrooms, residences, laboratories, training facilities, hangars, and surviving archives were preserved and repurposed. New collections, occult laboratories, the Conservatory, extensive technological security, and a network of Force-imbued wards were added throughout the site.

In time, rumors of the dormant Academy drew the attention of a shadowed figure who quietly began making inquiries into the site, its surviving archives, and those who still remembered what had once stood within the Archipela. Through intermediaries, private arrangements, and careful acquisition, the old complex eventually passed into new hands and was restored as Arcana Veritas.

The Institute is not intended to function as a conventional public academy. Membership operates closer to a private scholarly society, with access granted through invitation, sponsorship, or successful petition. Approved members are issued a personal Institute credential comparable to a scholar's library card, identifying the bearer, recording their permissions, and determining which collections, halls, laboratories, and restricted areas they may access. Credentials may be expanded, limited, suspended, or revoked according to standing within the Institute.

Possession of a credential does not grant unrestricted access. The Great Library itself is divided by clearance, while the Conservatory, restricted archives, laboratories, and certain private collections require additional authorization.

The Institute now operates quietly within the former Archipela of Light, its active halls concealed behind the outward appearance of the abandoned Jedi complex.

Within Arcana Veritas, the pursuit of knowledge has begun again under new custodians.
