Private A time and place - start of the United Galactic Federation

High Commander of the Lilaste Order
Location: Muunilinst
Objective: Come to terms to form an alliance

Amidst the vast expanse of space, the colossal dreadnought, known as the Defender, floated like a sentinel, its immense metallic hull glistening with the distant twinkle of stars. The Defender served as the neutral ground for a momentous meeting that was about to take place Between the Lilaste order led by Laphisto Laphisto , the New Star League Remenants led by Arla Rodarch Arla Rodarch , and the Draconian Peoples led by Damion Dorian Tarkin Damion Dorian Tarkin .

The location was set in neutral space far from each of the faction's home territories to force a sort of common ground between them. The first to arrive at the meeting was the Lilaste order, showing up with only one ship. a Star destroyer called the Edaar. The ship was barely one-third the size of the Defender and yet armed to the teeth. On initial scans, the weapon systems would appear offline, with only idle power being deployed. The Ventral Hanger on the side of the ship opened, and a single LAET/I gunship departed and made its way to the Defenders awaiting hanger.

As the Gunship landed, the side doors slid open, revealing a Dragon-like Humanoid, their eyes blinking softly before a flash of blue encompassed their iris's. Stepping forward, five Lilaste soldiers accompanied him, each adorned in LO-56A armor, the standard for the Lilaste order. the only one that looked our of place was Laphisto, who - besides his dragon-like appendages - stood upwards to seven foot eight, wearing a custom set of Beskar'gam, and having what looked to be a broken Sword on his left hip. looking around for a moment he awaits his escort to the ships meeting hall.

A fleet lieutenant met the Lilaste Order's representative as he debarked from his gunship. He saluted.

Please follow me, I will take you to the meeting.

The lieutenant had no orders to refuse the representative's escort, so he said no more about the extra soldiers. The Commander had been as explicit as she had been abrupt. 'Meet the representative's party at the hangar and escort them to the main command suite.' He led the Dragon-like man with his soldiers to the meeting place, where the Commander awaited them. Opening the doors, he saluted, moving aside so that they might enter.

The meeting room was large and well lit, with holodisplays and other computers still active, most showing external views of Muunilinst or basic scans of the planet and local space. There were no naval personnel in the room, nor ship's officers or security. Three representatives from the NSLR were in attendance, four people in total. Arla herself as Commander, Aria Talen as Captain of the Moonguard, Boss Kalinka for the traders and merchants, as well as the Mandalorian Tal Woves, who augmented security along with Aria Talen. There was a long table with caf and basic pastries as well as water and other refreshments.

Arla had brought the NSLR to Muunilinst to conduct trade deals with the Muuns, and secure new sources of funding from the Banking Clan and others. They were avaricious businessbeings, but they were interested in profit, so she spoke to them on those terms, and successfully concluded her deals. She'd brought her flagship Defender to speak to the Muuns on another level, showing her own wealth and power, showing them she was worth dealing with, worth their time.

The business mission also provided excellent cover for a far more important and far reaching deal, to be discussed and concluded aboard her ship. She'd organized security personally, keeping the need to know to a minimum of senior officers and security personnel, and even then, they did not know any substance of the meeting. Hiding in plain sight, a few more arrivals to the ship would not be noticed, either by the outside, or the regular NSLR crew. Arla herself attended in her white Commander's uniform, having cleared the main command suite behind the main bridge for the meeting.

Today was about settling differences, building a coalition and alliance, and creating a unified platform to move forward. In her travels and explorations Arla had come into contact with both the Lilaste Order and the Draconians, and had seen an opportunity for mutual benefit. Each group was self-sufficient and militarized appropriately for this hostile galaxy. Each had special talents and special infrastructure that, if combined, could produce something of mutual gain. She wanted to bring these two powers, and her own Remnants, into a new group. It was a monumental task to take on, but she thought it a worthy one.

Having secured the attendance of the leaders of both groups, Arla would now host what she hoped would be the inauguration of a new interstellar power. Tal Woves, Boss Kalinka and Aria Talen stood off to one side, two Echani and a Mandalorian, while the white-clad Commander held court at the centre table, with spaces marked for her esteemed and distiguished guests. Arla turned to greet the Lilaste Order's representative as he arrived.

Welcome, Laphisto and soldiers of the Lilaste Order. Please, make yourselves comfortable while we await the arrival of Draconia.

She smiled her best diplomatic smile.

Dorian was still in hyperspace with the Order had arrived before him. He would have arrived much sooner if he had not felt the need to be the biggest dog in the so called Kennel. One of the many Ideas that the draconian People had, was this, bringing the biggest ship, or overall just making a spectacle upon arrival

Standing at the bridge of the 'Apollyon' (Under reveiw at current) was Dorian watching the blue lines of hyperspace fly by the ship. It was always pretty to stare at, and sometimes get lost in.

Dorian was not a Draconian by blood, but had gained the right rather early in his relations with them, and was currently their acting diplomat and representative. His status was one of the highest within the ranks of Draconian High command in both the political and military aspect, though most of the time he did not get into the policing of the system much.

"Captain was are approaching the system, Five moments"
"Perfect...I want a briefing on the planet...It's people, politics, and any traditions, as well as the two others I am to speak with today"
"Of course sir, We can file and send the data to your droid when ready"
"Good, Bring up the planet on the holodeck"

Dorian and a few others moved to the holotable located in the center of the bridge. The temperate, mineral-rich planet of Muunilinst was created by the table, as well as an ungodly abundance of information about the planet. Dorian's Droid 'C.O.L.E' Was plugged into the holotable to download the information needed

"Captain We are approaching, exiting hyperspace in 3...2...1'

The Battlecruiser in all its glory arrived in the sector, escorted by a few smaller, newer ships belonging to the navy. Oddly enough there was also a medical frigate escorted with the fleet

"Call up the planet, and prepare my shuttle, No guards will be needed"

Dorian Exits the bridge to make his way to his shuttle that would take him to the equally impressively large capital ship that might rival his own, His shuttle was nothing special. An DU-12 Transport was dispatched, as the draconians have yet to create their own single transport for one or very few users

laphisto followed the representative intently, his arms crossed over his chest as he walked, his eyes dancing over the hallway as they walked, eyes flashing a solid teal blue as he went, peering into everyone he walked past, seeing them through the force though primarily using it to help guide him through the ship, following the force signature of the representative. The ship its self was an impressive piece of machinery, least from what he had overheard on the way over.

Once they entered the meeting room, he squinted at the bright light, rumbling gently as he looked around. his eyes dancing over the people in the room, his heterochromatic eyes flicking into that teal blue, peering directly into each of them, testing and identifying their alignment with the force. Though when he spied the Mandalorian, he raised a brow, his left hand absentmindedly rubbing along the emblem of Clan ordo on his left shoulder. Looking at the refreshments he gave a nod to his soldiers, who all took their helmets off, each being a different species, from weequay, pantoran, human, Mirulaken, and even a zabrak

Taking a seat in the center chair crossed from Arla, he leaned back softly, his eyes fading back to their standard colors, before he gave a slight wince grasping at the bridge of his nose with a light grunt before shaking his head and looking over. at the delegation that was assembled. and thus he waited. he didn't partake in the food and beverages as they were served, but the majority of his soldiers seemed to help themselves, more particular the weequay and the zabrak who didn't waist any time before stuffing their faces with the food.

An officer met Damion's shuttle as it arrived aboard the NSLR's flag ship, The Defender. The man had only been told to meet the representative, and show him the way through the vessel to the meeting location in the command suite.

This way, please.

The Draconian party would be brought efficiently and capably to the meeting. The officer would move aside to allow Damion and his escort to enter the room where Arla and Laphisto were. The other beings in the room, the NSLR and Lilaste parties were enjoying the refreshments, while the NSLR and Lilaste Order leaders waited at the central meeting table for Damion to join them.

Arla, still standing in greeting, turned to regard the Draconians who arrived just as Laphisto took his seat at the meeting table where she stood. She hardly had time to glance at the companions, and almost missed noticing the Ordo sigil on Laphisto's large armoured form.

Welcome to the representatives of Draconia. She said in a warm tone.

Now, the business of building a new government could begin. Despite the seriousness of the high-level negotiations, which might well affect the fate of billions, Arla felt excitement. She'd never made history before, and it was making her feel almost giddy. Using her experience as a Commander, she kept her demeanour reserved, correct, and friendly. She was hosting two very senior individuals, very powerful beings who led their own groups which were far larger and more influential than the NSLR, making her somewhat the junior member of the conclave.

Giving a respectful bow to the officer as the officer took them to the destination. His droid would only follow him at a perfect 3 feet behind. Dorian was dressed in his diplomat outfit, a dark and purple colored and well tailored outfit. Clearly there was a resemblance of nobility.

Dorian did turn to the women that greeted him and his droid. "Thank you for the warm welcome, I thank your humble hospitality Lady Arla" He nodded his head at her and smiled warmly. His voice was sweet like sugar, but also very firm and deep. Something that could almost fully entrance the weak willed, He had more to say but it could wait till everything was started. He droid was already at the table, as it did not stop moving like Dorian did to great the women.

Dorian moved to the table and looked around waiting for Both other party to be ready. He took his seat to the side of the table, an equal distance between the both of them.

"Before we began all this I would like to present you both with gifts, C.O.L.E...?" The droid placed down two small holoprojectors. Dorian would turn on the first on

"To you lady Arla, I present the ship I have brought with me, a fine ship called the 'Noble Star' Brand new and state of the art." The first Holoprojector would indeed show the ship in fast detail, allowing the separate rooms, and separate parts to be shown

"...And to Lord Div'atori, I was unable to provide to with as great a gift, but I had heard about your warrior culture, and to that..." Dorian turned on the second holoprojector, from it were many imagines being shown for a short time each before moving on to the next "...I provide you with 100 shipments of factory new Draconian Weapons, as well..." The final image was final shown. It was a combat droid, again with the detail provided much like the ship offered to Susni. "...100.000 Units ready of Droids modeld as the 'D-8'...For your use and deployment only" Dorian liked making a strong inpression, and something as big as this would need a far bigger impression.

laphisto raised a brow at the title he was given, his eyes dancing to the soldiers in his rank who seemed to look back and force between the two. with a light chuckle rolling from his throat, he shook his head, pushing himself forward. Elbows were placed on the table and fingers interlocking as he shook his head " i am no lord, though i thank you for your honor and respect, i am a simple man who has found myself at the head of a group of people who have the same goal as myself is all. Laphisto or High commander will do the job just as much as anything else."

with the holo projector on display, laphisto raised a brow examining the gifts given and squinting rather feverously before eventually giving a small grumble and handing it off to the Human soldier in his rank, who took the projector and began to look at the details. looking over at Damion his eyes flicked a teal blue as he peered into the man through the force, searching and gathering information on their attunement to the force. as well as to get a better look at them.

after he finished he gave a light wince grasping at the corner of his eyes and the bridge of his nose with a light rumble. using his Force Sight always gave a small tinge of pain to his eyes afterward, a side-effect from being frozen in carbonite for thousands of years. with a light rumble pushing from his throat he shook his head eyes dancing over to the delegation before him before starting up.

"Well now that we are all here, shall we begin?," he waved a hand over towards Arla with a raised brow " why have you gathered us all here today? And of all places way out here" he spoke matter of factly, no beating around the bush or even trying to sweeten his tone to be more appealing, his voice cold and direct

She looks indeed a noble vessel, I thank you for your kindness.

Arla Susni nodded her thanks at the generous gift from Draconia. She was impressed with the largesse shown by their new friends. She resisted the urge to fawn over the new ship, and she was excited to get to know the vessel; but business had to come first. Laphisto's words were to the point, and it was meet that she bring this informal but high level negotiation to order.

Gentlemen, it is my firm hope and intent that we three here today can agree on a formal accord of alliance and merger of mutual benefit into a supranational organization which will encompass our shared goals, and shared resources to a greater cause.

Damion's gifts had spurred the Commander to mind to make her own gifts to the other groups who had agreed to meet here today. She had the leeway to make strategic decisions, and to deploy NSLR resources in this way, and she thought it prudent to make a tactical diplomatic effort.

I would also, in light of Draconia's generosity, to make a gift to each of you of a full legion of the new B-12 battle automata. A thousand of these powerful creations can be a significant impact on a battlefield.

As she spoke, several of the tac displays took up a full show of the B-12's schematics, and its loadout of weapons. It was only fair to show her guests what they would recieve.

As for the choice of location, it is my feeling that this general area of the galaxy is ripe for centralized control, and Muunilinst, being an economic powerhouse of the region, seemed appropriate for a business meeting. Should we come to an agreement today, I would encourage its inclusion in our sphere of influence.

Arla paused, to allow others to speak out on their own views. She was host, but did not seek to direct or control proceedings. A meeting of equals should see each side given equal voice, in her opinion. She looked from Damion to Laphisto for a clue as to their own purpose.

Dorian could sense the happiness from Arla, from his gift, It was not a last minute gift and he was pleased that she loved it, even if she did not show it in person. While the gift to the other party was closer to a last minute gift with the constrictions of time given to him before this meeting, it was nonetheless still thought about.
looking over at Damion his eyes flicked a teal blue as he peered into the man through the force, searching and gathering information on their attunement to the force. as well as to get a better look at them.
Looking over at Dorian would spot a great amount of passive information. While he did lightly follow the dark, his morals and code of ethics was good, or at the least very well hidden deeper then the male could peer into. Just before the visions returned to normal a dark shadow with purple eyes would peer right back into Laphisto's eyes. A quiet voice could be heard in his own head but the words could not be understood. The voices and vision would end at the same moment of the visions.

Dorian for a slight moment seemed to glair back, knowing what the winged male did.

Dorian was slient, at least until both others partys could speak their terms and peace, Dorians loved to have all the information he could have before he ever spoke a word. Even at the offer of the droids he still remind silent, but he did look over at the plans. Despite his slience he did listen intently to the two speake, mostly to Arla...Who seemed to have gained his liking and his intently gazing eyes. Although this was likely because she was speaking.

With a light grunt, he shook his head, leaning back in his chair while looking over at Arla and listening to her words. At the gift of more droids, he frowned lightly. He was sure they were effective in battle, but he didn't have a good repetuar with droids. However, that could mostly be a bias because he couldn't see them, and thus, they were a problem opponent for him.

Glancing over at Damion, he didn't react much to the strange vision that interrupted his gaze; it surprisingly wasn't the first time something of that accord had happened. While it was peculiar, it wasn't his business to interject or question, at least not at the time. Now was more so diplomatic negotiations and trying to find a way for the three of them to unite.

Hearing her words, he gave a slight nod, so they brought them here to join an alliance of sorts. That was a good start, though, with the lilaste order currently busy in the middle of a war against some pirates whom an old adversary was funding, it would take quite a bit to pull them into a position worthy of helping create this alliance.

"We thank you for your gifts. Unfortunately, I regret to inform you that we haven't brought anything in return. You speak of wishing to start an alliance? one of shared goals and one to benefit us all. May I ask, what do the NSLR and the Draconians people offer to benefit the Lilaste order, and what do we offer to benefit you two?" he spoke with purpose in his voice but also curiosity. It was no secret the Lilaste order barely had the funds to operate as is, and their production relied on materials expensive to come crossed let alone refine into use for their war effort.

Arla had refrained from using the Force to probe either Damion or Laphisto, figuring it might be construed as bad manners. She'd restricted herself to simply sensing the truth of their words, keenly aware for any attempt at misdirection or misrepresentation. So far she'd sensed no deceptive approach from either of her guests.

Well put. She said in regard to the question of what the Remnants brought to the table. Now was the time for her to allow them to consider the proposal, and to present exactly what her Remnants were prepared to commit. In short, that was everything they had.

In terms of practical resources, we bring skilled personnel, especially in the military and medical fields. We bring a significant amount of legitimate credits, in that they are clean and untied to any illegal or immoral activities and thus can be freely spent in the service of the cause with a clear conscience and no hint of political compromise.

We bring the allies we have made, among our friends in the Atrisian Commonwealth, and our recent friends in the Qena System. This gives our group access to advanced technology and significant industrial capacity.

I understand both the Lilaste Order and Draconia can boast similar or better levels of military and civilian infrastructure. Each of our groups is self sufficient. The NSLR perhaps outstrips either of your groups in terms of medical expertise, but for now, numbers and scale we cannot match.

This was an important point to make and agree upon, though the NSLR's numbers did not match with the Draconians or the Lilaste, their commitment to the shared cause would not waver. Arla was all-in to ensure this cause became something. She would not ask any less of her allies than she was prepared for herself and her own cause.

The Commander of the Remnants looked to Damion to speak next, and she assumed, the Lilaste would then outline their own commitment.

"We thank you for your gifts. Unfortunately, I regret to inform you that we haven't brought anything in return.
Dorian spoke calm words at this statement. "We have both given gifts no matter how short term one might have had, and we did so as a form of goodwill and a form of promise of sacrifice to the others, am I to believe that you do not mean us good will, or that you and perhaps the very people you lead would not give your very blood, sweat, and tears to help us all?"

Dorian would of course lean into the table. Dorian did not mean to cause chaos with his words, but he knew it would at least show that one of the party's may not put in what the other two would in its creation. Might not sacrifice as much as Himself, or Arla. He wanted to make sure that ALL parties would fight and if needed, die for this new faction.

"I mean you and your people no disrespect, I just wish to know that you would not run at the first sign of real trouble"

Dorian would Allow the dragon-boy Laphisto answer and respond to his questions, and potential accusations before he would move of with the next question, Letting Arla speak before him

"Indeed The draconian People much like both parties are strong and brave, They offer a vast industry, large amounts of wealth, and quite a few trading connections with the wider galaxy." No deception was in play as he spoke the truth with his soft words. "Although, their current neighbors, my home is starting to feel some...disagreements with the pack I negotiated." this was true to an extent

He had shown one of the cards in his deck to make it seem that the draconian could suffer a bit of hardship soon, he did this only to show that he was willing to share a few secrets. In truth this was the opposite, the ongoing arguments might have been hidden from the public eye but anyone that would look below the surface would know this to be true. One card to be shown, so the rest may be kept away until needed with a stronger impact if this slight deception was not called out.

Laphistos's gaze flicked back over to the Draconian when they spoke, his brow furrowing and his eyes narrowing into a glair. Or was he squinting to try and get a better look at them? Shaking his head, a slight chuckle pushed from his lips, pulling from his relaxed stance and leaning forward to sit up straight. " When one gives gifts in hopes for a favor, is it truly a gift and not some silent bribe?" his eyes looked over to Arla, then back to Damion again.

"The lilaste order are no cowards. My people are warriors and fight for what they believe in tooth and nail, as they have for the last twenty cycles. " pushing himself into a standing position, he looked down at the others, standing well over seven foot eight, arms crossing over his chest with one hand grasping his chin in thought "I am no politician nor am I a diplomat. But I can see a chain of connection between us all, a purpose to make sure no one faulters or leaves when things get rough. The Draconians people, you are a manufacturing powerhouse haven been self-sufficient from the galaxy for millennia. Still, in the larger scheme of things, you would lack the military might and civic infrastructure to support yourselves as a galactic power." he looked over to Arla, waving a hand in her direction," And the Remenants, you have wealth, and the capacity for medicinal and civic goods, but lack military and production to make a more significant foothold." pulling a hand to his chest he looked between them both " and the lilaste order, we have the military might and the manpower, but we lack funding, and production capacity. each of us are self-sufficient as we stand, but lack what the others provide"

Pulling his hand back to his chin in thought, he paused momentarily before starting up a small chuckle rolling from his throat as he shook his head, directing a hand out towards Damion that slowly drifted towards Arla, then finally back to himself. "Dark. Light, Balance. The Lilaste order will make up the military might of this union, with our ships and technology at the forefront. In turn, we would rely on the Draconians to provide the Manufacturing of our military equipment. And the Remenants, we will rely on you for our civilian infrastructure, for food, medicine, and the metals needed to make our equipment. while the Draconians rely on the Lilaste order for our military strength and the Remenants' trade goods. The Remenants rely upon the Lilaste order for protection on their runs and the Draconians for production. "

he gave a soft, firm nod at his statement, as well as his proposal to him It made the most since working on each own weakness and filling it in with one of the others, though left a point that if one fell, the dominoes would come tumbling down, a bridge to cross if and when it got to that point.

The negotiations were proceeding well, Arla observed with some pride. Nodding at the words of the others, she let herself smile. Things were going well.

Each of the groups had outlined their purpose and commitments, and the discussion had been animated and productive. It was now to build on the good beginning, and lay out the framework for what was to come out of today's meeting. Arla was so focused on Damion and Laphisto that she hadn't once glanced across at her companions to see what they were up to. She spoke calmly and with purpose, looking both Laphisto and Damion in the eyes as she tried to outline her ideas.

A good beginning.

That we have agreed to this Federation is a correct start. I suggest rule by triumvirate, thus creating a separation of ultimate authority between the three leaders. In a rotation, each of us in turn would take the primary position, with the others maintaining advisory roles. The military and civilian authorities would all be subservient to this council of three.

Creating a system of rule was difficult. Most hierarchies functioned with a single absolute leader, and governments too. What she had proposed was similar to an imperial style, but with the caveat that the rule be shared and unified among the federating powers.

While each of us will commit to uniting, none of us would be quick to give up our individual identities. Rather than merging, we are entering into a permanent alliance, agreeing to recognize a common authority. Yes?

She looked around carefully for assent or dissent. This point was important, and could easily bog down the talks if there was chaos or infighting over power. Arla wanted to establish early on the tenets of cooperation and mutual benefit, of sharing and, eventually, building genuine trust between each of them. This was a major step in that direction.

Dorian spoke in a turn that seemed to be a pattern. Dorian seems to have the most to say, wanting to turn the favors his way. A little bit of deception, attempting to gain control of the meeting. While he did believe he would best lead, he did respect the three-party system suggested by Arla

"I disagree with this, Exactly what is stopping the one in power from creating emergencies to keep them in power, or to simply take all the assets of all three of us and conquer the other two, Long ago there was an Empire, that's chancellor forced power away from its senate by orchestrating a full war to gain its power. When the time came" Dorian would bring up two fingers snapped "As quickly as that, all rivals destroyed, all power gained, and everyone lost everything, yet they cheered. I will not have that happen under my watch, I suggest we all rule"

Dorian did think for a moment after his little story, but he did have his ideas

"Perhaps, each of us three control a third of the Federation, Like 3 kings, or two kings and one queen, each with their heirs, advisors, and chosen guards But under the dutiful watch of the other two."

Dorian did seem a bit pushing on this idea. While it may be far from perfect with its current level of refinement, and had the chance to be exploited, he thought it would be the best, seeing that Zakuul and Draconia worked on a system of two kings, but either needed to add one more or to get rid of one

"Whatever we chose, Draconia It's self is still very unsure about this little alliance and would need some time to think. Zakuul is fully fighting the idea, as they feel It would be an extra Ally for Draconia, should things come to blows between the two"

Dorian Himself was still unsure which he side with on the two planets, and if either of the other two force-sensitive people in the rule would look into his mind, a slight hesitation could be felt. His home or his newfound feelings, for the people he was assigned diplomat for.

Arla held out a hand, palm up, to interrupt before Laphisto could speak. It was out of turn, but she felt she needed to rebutt Damion's point and clarify her own.

I'm sorry, but I think that scenario highly unlikely, given the different situation. The Draconians would no more follow me in an attempted coup than the Lilaste would follow you, or the Remnants Laphisto should he make such a move. Though the reigns of federation leadership will move between us, the power resides in the three of us, not in whoever is holding the rotating chair of the council of three.

Just to be clear, none of us will be surrendering our sovereignty. This is an alliance, gentlemen. A Federation.

She held back from speaking more stringently to the point. Palpatine had possessed no rival blocs in a Senate divided among petty interests, and did not face being one third of the ruling power base when he made his play for an Imperial throne.

The President, or whatever the title was, of the UGF, could not take power in such a coup. Even with the UGF and the power of one of the three allies; he would still face equal or superior power in the uniting of the two potentially displaced powers.

Any potential attempt to seize power, even with 100% control of the UGF, would still face a united front of the two remaining powers. None of the three of us are so foolhardy as to attempt a power play under these circumstances. It is in the interest of each of us not to pursue imperial power over the others. Should any of us deal with internal issues, as mentioned with Zakuul, intervention would be at the behest and guidance of the local power, not the central government.

She fell silent, feeling she'd made the outline clear. They were forming a government, and it was important they get things right. Such discussion and debate was necessary to come to a conclusion which satisifed all parties and led to a lasting and successful alliance and formal federation process.

High Commander of the Lilaste Order
laphisto heard Damion out, though he didn't know anything of this Palpatine, more the empire that replaced the republic he knew the system of the republic was flawed. It was flawed seven thousand years ago and remained that way, and most definitely is flawed now in the Galactic alliance. He went to speak but stopped once Arla put a hand up to stop him, in which he graciously weaved a hand towards her as if to give her the floor, with a half bow of his head in understanding.

He heard Arla out and gave a slight nod before eventually speaking up," As Arla says, this is by no means a complete unification. But instead a joint effort, we will each hold our sovereignty. We could limit the rotation to a year in power, and create a means to ensure this power is not abused, as we may not be privy to abuse it, but what of those that come after us? We need to make sure a hundred or three hundred years later, those who will take up your seats will not attempt to abuse the power given to them. We could put in a clause that states there must always be three heads. one that controls one major aspect that the others would rely upon."

He thought for a moment, shaking his head with a gentle rumble. To him, it was as simple as behaving with what you had, but he knew others didn't share the same mindset, in A hundred years from now, he would be dealing with very different people in the heads of power from each of these two powers. He could keep the balance for a while, but what would happen in six, maybe eight hundred years after he was gone? All he could do was hope his people would hold up to the same standards, but if they didn't? then they needed to figure something out to make sure one faction didn't try and abuse or levy their power over another.

" while I agree with the idea of a rotating chair, I also agree with Damion, we need to find the proper checks and balances to make sure one faction doesn't try and levy their power over the others"

"Regardless, the draconians, myself included are still a bit reluctant about this alliance. The distance from the planet, and what would become the borders of the Federation, is not insignificant. Should they come under direct conflict it would take some time to reinforce them, or vice versa"

Dorian was correct about the massive distance between the two borders, being about half the galaxy away from the other.

"However We do have a plan. Cole" The droid would bring out its right hand, a projection of a hologram of a large station currently being created around Draconia's Ring. It was far from ready and quickly the hologram would cut away the pieces and place them into various separate pieces on the ring.

"We were creating a large colony ship that would take us into the void of space to reach other galaxies, however, that plan is farther away than we would care to admit, so we are moving this to be more of a mobile station that could carry half a planet worth of people in the case of a crisis."

The design of what ship this would be would be a long vertical ship. It was estimated to be taller than an Old Empire SSD is long.

"The plan is to use it use it as a bunker, mobile command center, or whatever is needed from it except direct naval combat, though it might take a long time to finish its production, and years longer to provide enough man-power to keep it maintained"

Dorian spoke about it in excitement, feeling the need to show the Draconians indeed were powerful, and could potentially hold the Federation on its back and carry it should it need to do so.

Both of the representatives spoke well. She recognized both were powerful groups in their own right, and felt that everyone present was negotiating in good faith. Draconia's presentation was particularly intriguing, showing that they were forward thinking, and ready for any eventuality. That made for a good and solid ally in Arla's personal estimation.

Checks and balances are important. I propose the creation of a Federation military, to stand apart from the military of each faction. This would serve as a neutral force, loyal to the unified alliance, not any one leader. We should with sensible legislation limit the power available to the chief executive.

She knew well the troubles that could arise under any political system. Intrigues and manipulation were basic nature to many people. Vigilance and a secure grounded constitution would do their best to limit the political chicanery possible under the Federation. They had to come to terms on the details later, but first an understanding was required.

There is not far from here the Qena system with its own resources, population, and infrastructure. They have expressed interest in joining this potential Federation, and would I think make for a suitable capital. They would also act as a further check on any bid for absolute power, being a neutral party to our alliance.

Qena had become a friend to the Remnants after Arla's people had assisted with curing a virulent plague outbreak before it could decimate the population. Their leaders were friendly and open to the idea of becoming part of a Federation with the Lilaste Order and Draconia. They would be a friend to all, and a welcoming host.

High Commander of the Lilaste Order
Laphisto gripped his chin in thought for a moment, his eyes darting around at the table before him before eventually giving a slight nod to the girl's words "A neutral system with no bias to either of us would make the best location to set up a base of operations. Each of us looks after our territories and collectively protects the Territory of this united Federation. "

his eyes darted over to the Draconian then back to Arla with a light nod. " the Lilaste order will lend our Military might in support of this cause, so long as we have the same goals here no? my people seek to end the violent pattern of the galaxy, light against dark sith versus jedi " he scoffed at the mention of the two titles giving a light near as he spoke " both fighting one another due to reasons they don't even understand. one seeks a false balance the other power."

pushing a hand out, he used the force to pull a fruit into his hand, before taking a bite swallowing and continuing " so long as we share the goal of ending this pointless fighting between the two factions, be it through diplomatic or... harsher means then this alliance will have the full support of the lilaste order"
