The Culture of the Elysium Empire is an interesting one. It cannot really be compared to any other faction of the galaxy. Thus, there is to be an official constitution recognizing the populace of The Empire.


On Freedom and Order-

Given that the base of the Empire's population is made of Imperial descendants, the first notably trait of the culture is a yearning for order. However...they are not completely authoritarian. Most of the population knows that being too strict causes rebellion, but being too soft causes corruption and separatism. They wish to strike a balance between the two options. The King himself also acknowledges that, if his crusade is successful, his kingdom will become diverse. There will be many different cultures that will become the Elysium culture. Thus he believes in giving planets much autonomy. Low taxes, no official religion, etc.

On the Force-

Heath knows very well that this galaxy has hundreds of jedi, sith, and other force users. The base of his population is against jedi, and the force. However, he has planned ahead. There will be many different opinions in his kingdom once it expands. Thus, the official stance on the force and force users is that it is allowed to be used privately. Public use of the force requires a permit issued by the government. Cults and followings, such as The Jedi Order are allowed, but they must have a representative that meets with the King monthly, as well as one non-member appointed by the Senate to watch the cult/following, ensuring there is no foul play or scheming,

On aliens, citizenship, and Slavery-

All aliens are to be treated as equals as long as they have basic intelligence. Racism is absolutely outlawed. Slavery is outlawed. Citizenship is unique. Planets may have their own citizenship laws, but any intelligent being in Elysium Empire space is assumed to be a citizen of the Elysium Empire. The only exception is if said being is a member of another faction.

On Diplomacy-

The Elysium Empire is to be an Empire for all. Other factions are seen as a threat to unity. Therefore, they are not recognized as true governments. Minor factions may approach the Elysium Empire to be recognized, but ONLY if they disarm, reducing their military to a militia.

On Militias-

The Elysium Empire believes that any planet is entitled to its' own militia. The King recognizes that his military cannot protect everyone at once, and respects their right to defend themselves. Militias are proportionate. The Militia cannot exceed 15% of the planet's population, and cannot leave the planet's space. All forms of weaponry are allowed unless otherwise banned by the Elysium Empire.

On Justice-

The Elysium Empire permits individual planets to have their own system of justice. The only government intervention is that one agent of the government must be part of said system to ensure fairness and check that no laws have been violated.

On Trade-

The King allows trade without government interference, however the government may intervene if:

a) The Trade Route is under direct threat by any force.
b) The Trade Route is dominated by a company, giving small companies no chance to prosper.

On Military Service-

The King recognizes a beings' individual freedoms. Therefore, the military is volunteer-only unless the capital is threatened. If the capital is threatened, all civilians are to take up arms and defend it. Otherwise, there is to be absolutely no forced service.



On The Bryn'Adûl-


Added later in the constitution to address the Bryn'Adûl and their relentless conquest, the following is the official stance on the Bryn'Adûl:

1)The Bryn'Adûl, having shown no sign of slowing down or engaging in diplomacy, are to be enemies of the state, and a threat to unity.

2) Any Bryn in Elysium space is to be killed, or detained immediately.

3) Any skirmishes, wars, or other quarrels are to be abandoned and forgotten if the Bryn'Adûl reach a neighboring system, or Elysium space. Any official treaties of war are to be declared null and void until the Bryn are repelled from Elysium space. If the Bryn'Adûl reach Elysium Space, all militias in the adjacent systems are to be raised and grouped to defend against the threat.

4) Amending the section on Military Service: If the Bryn are a direct threat (Being in Elysium Space), a mass conscription is to take place. 5% of a planets' workforce may be conscripted, armed, and trained to meet the Bryn threat.

5) There are absolutely no exceptions to the above.

On Amendments-

The king may not directly amend the constitution. Only the senate can, with a majority vote. However, the king may create a proposed amendment. and order the senate to vote on an amendment.
