OPERATION TENTATIVE FAILURE
Your Majesty, Vice Admiral, Colonel:
Operation New Millenium has revealed the deep flaws within the current system of Imperial operational procedures. It has shown clearly the eroding integrity of the Imperial structure and the need for reevaluation. An operation that was issued to me to command has seen my authority avoided and ignored by COMPNOR elements which actions could only be classified as 'rogue'. Furthermore, this issue was exacerbated with the Admiral Regent's orders of deploying the 53rd Sturmpioneer Brigade, evidently using the chain of command to tie my hands.
In this age where a barbaric horde threatens our Northern borders and galactic civilization itself, it is paramount that the Empire maintains control of its constituents, proactively deal with sedition and insurgency to maintain the needed resources to fend of the Brotherhood of the Maw. Without re-evaluating our current state and penalizing those who infringe upon the ordained system of the Empire - especially within our own ranks - there will be more fires and less water to dowse them with if you would excuse my crude use of language.
Therefore, as the first of more suggested solutions, I present the following recommendations for your consideration:

- Elimination and rewriting of the current crude laws regarding border lines within the Empire
- Zoning the Empire into large sectors governed by Moffs for more efficient counter-insurgency efforts
- Centralizing further the current political, military, and intelligence structures to avoid further repeats of Centares
- Doubling down on previous recommendations
