Recent Surveillance reports have been brought to my attention indicating what seemed to be common dissident talk has been growing in structure and foundation among several worlds, notably those with general alignment resistance. Your Majesty will forgive me if these are nothing more than rumors seeded by our enemies however, I've come to learn the hard way the importance of preemptive action.
While the Empire has recently made great strides in curbing more resistant elements within The State, there still may be cinders beneath the ash that we need to be very wary of. I myself have witnessed how the muffled ramblings of the few had become wide-scale rebellions that have dismantled the foundations of security and wrought untamed chaos. If these mere, disconnected grumblings should become organized and allowed a foundation through which to fester, it may sabotage our war efforts at best. At worst, it could lead to our downfall.
As much as the Empire has recovered from the Total War and resourcefully expanded and outfitted our Armed Forces, the ever-growing expanse of the State will further stretch these resources enough to risk its capability to sustainably steward worlds against the unconventional methods and tactics rebellions usually conduct.
Therefore, I present the following recommendations for your consideration:

Therefore, I present the following recommendations for your consideration:
- The formation of joint task forces specializing in counter-insurgency operations with ISB officers commissioned into the Navy's structure or Naval officers with sufficient state security qualifications as commanding officers of said task forces.
- These task forces are to be smaller in size but highly qualified and resourceful as to be able to deal with rebellious threats while they are still manageable and without taking up too much resource from the war against the cultists.
- Absolving these task forces from adhering to internal border movement processes. This will bypass any delays due to political and bureaucratic obstruction usually caused by stewards of said sectors - Moffs and 'Warlords', alike.
- Mandate that Internal Affairs is to be stationed aboard each Imperial Star Destroyer to investigate and root out potential sedition. One officer per ship will suffice.
- Vastly expand Surveillance of the Imperial Security Bureau to match the ever-growing population of the State. Monitoring the means of communication will provide us an edge to react quicker.
- The average citizen deals in symbols, not rational analysis, and rebellions are built on symbols. These symbols must be tainted. Thus, I propose the formation of armed rebel cells and structures against the Empire under the supervision and management of COMPNOR that will conduct heinous acts in the name of the original rebellious cause to smear its 'credibility'. Utilizing captured Sith-Imperial officers to operationally spearhead these structures is suggested.
I am ready to begin work to implement these recommendations at your command.
