I'm a fan of having an alternative method of expansion on the map, but I think it should be expanded beyond the factory and to include the codex as well. Sure, fancy ships and new toys are great and all - but churning out new military bases (and such) to flesh out a hex rather than it be some coloured space on the map? Me like.
