STRENGTHS
  • Sector Defender - Designed to secure entire Sectors rather than singular systems, the vessel is capable of ferrying thousands of troops alongside a dozen modular garrisons. Additionally, the hangar capacity of the vessel allows for it to carry twenty-nine Starfighter Wings, each organized into three squadrons per wing; there is also room for over a dozen Support Craft Squadrons that are often utilized to carry troops, evacuate civilians, or provide additional assistance as required.
  • Modularity - The Viscount-class carries many of the hallmarks and aesthetics of those vessels designed by the Mon Cala, and one such hallmark is the highly modular interior that many Mon Cala-designed vessels share. This is accomplished due to the addition of the various bulbous, organic-like pods that dot the hull of the vessel. Utilizing this system allows the vessel to be easily modified depending on the role required of the vessel at that time.
  • DSS-02 Shield Generator - Originally developed as a Planetary Shield Generator and known to be capable of withstanding heavy bombardment, it was installed in the vessel to provide increased defensive shielding above and beyond the standard, and redundant generators that were also installed on the vessel.
  • Pulse Mass Mines - These weapons were first developed by the Hapes Consortium and when deployed produce a similar mass shadow effect to that which is produced by a standard Gravity Well Projector. This allows the vessel to act as an Interdictor vessel without losing the additional room that a Gravity Well Projector would require.
  • Hospital Ship - Supporting the injured and wounded is a priority for the Galactic Alliance and the vessel was thus designed to include the means to oversee the care and treatment of thousands of individuals. The vessel is equipped with hundreds of self-replenishing bacta tanks and kolto tanks; it is also equipped with multiple intensive care units, operating theaters, and recovery wards which also include specialized ammonia chambers and atmospheric controls for those species that cannot survive in oxygen or nitrogen-rich atmosphere.
WEAKNESSES
  • CL-3 Anti-Starfighter Cluster Bombs - These defensive weapons lack any means to differentiate between friend or foe and once deployed create a zone that is just as dangerous to allied vessels as they are to enemy Starfighters or Small Craft.
  • Ungainly - The Viscount-class was not designed for maneuverability and it lacks the means to easily execute a maneuver in rapid succession. Any such tactical maneuver or just moving the vessel in general often requires time and distance to fully initiate and complete.
  • DSS-02 Shield Generator - The generator that is installed on the vessel is a heavily modified variant and as such is incapable of projecting its field beyond the hull of the vessel, preventing other vessels from taking advantage of the shield. Additionally, the power required to bring the shield up and keep it operational often drains additional systems, which prevents up to half of its armament from being utilized when the shield is active.
  • Automation - Due to the size of the vessel much of the secondary and tertiary systems were automated to free up the crew for other tasks which also allows for a smaller crew to efficiently operate the vessel. However, these automated systems remain highly vulnerable to Ion-based weaponry; the vessel could potentially experience a drop in efficiency or, in the worst-case scenario, be rendered inoperable if these systems were disabled or damaged.
  • Sluggish - Just as the vessel was not designed to be nimble, nor was it designed to be agile. It is highly unlikely that the Viscount-class could easily outrun an enemy vessel let alone run down a vessel attempting to escape.
DESCRIPTION
The Viscount-class Sector Defender represents the single largest investment of the Galactic Alliance into its Defense Force and was designed to replace the aged Morai-class Star Defender that was recently decommissioned. The design of the vessel follows the standard aesthetic of many Mon Cala-designed warships which can be seen in the inclusion of various bulbous, organic-like pods that dot the hull of the vessel. These pods contain one of the greatest strengths of the vessel which allows for the Viscount-class to be easily modified in regards to its interior; ensuring that it can fulfill multiple roles as required for a specific mission or event that the vessel is being deployed in response.

The Sector Defender designation was created specifically for the new line of Starships being produced by the Galactic Alliance to further distance themselves from the more problematic moniker of 'Star Destroyer' or 'Super Star Destroyer' and represents a continued desire to maintain peace and diplomacy rather than war. However, to accomplish its role as a defender, the vessel was designed with an equally impressive array of weaponry as it was defensive measures and capabilities. As such, its primary strength is the inclusion of a DSS-02 Planetary Shield Generator to further supplement its standard array of shield generators and redundant generators. It should be noted, however, that the DSS-02 installed on the Viscount-class is a modified variant and is incapable of projecting its shield beyond the hull of the vessel; additionally, the power required to operate the shield generator often results in power being siphoned from other systems. This means that when the DSS-02 is active, up to half of the vessel's weapon systems become inoperable as the power normally utilized to power and fire these systems is redirected to the shield generator.

Just like the smaller Starbird-class Star Defenders; the Viscount-class contains a collective design and aesthetics of the Core of the Galactic Alliance, the Chiss Ascendancy, and the Hapes Consortium, showing a continued partnership between the three largest cultural influences of the overall Alliance. This has resulted in the inclusion of both Chiss-designed and Hapan-designed weaponry, such as the Chiss Megamaser and the Hapan Pulse Mass Mines. The overall design of the vessel also featured an increased hangar capacity, allowing the vessel to carry multiple Starfighter Wings as well as multiple wings of Support Craft; this, coupled with its ability to ferry a dozen modular garrisons and thousands of troops has only solidified its designation as a Sector Defender. The Viscount-class was also designed to carry hundreds of self-replenishing bacta tanks and kolto tanks to provide for medical emergencies or care for wounded or sick individuals. These tanks push the Bacta or Kolto through a series of filters that are designed to decontaminate and reclaim as much as the substance as possible. This reclaimed and filtered bacta or kolto is pumped back into the tank and then further supplemented by drawing from an internal reservoir until the tank is full. In many cases, the vessel is more than capable of acting in the role of a Hospital Ship and providing medical or relief operations during or after a catastrophic event such as a natural disaster.

Due to the overall size of the vessel and to allow for a smaller crew to maintain operational efficiency, many of the secondary and tertiary systems of the Viscount-class are highly automated; the addition of thousands of support droids also assists in freeing up much-needed crew to accomplish additional tasks to keep the vessel running. However, these systems and support droids remain vulnerable to Ion-based weaponry; with these systems disabled or damaged, there is the potential for the vessel to be rendered inoperable.

With the collapse of the Rimward Trade League seeming imminent and the Sith Order continuing to grow in power, the Galactic Alliance must stand firmly and hold fast to weather the storm of Conflicts that brew upon the horizon. The Viscount-class Sector Defender is their best option to weather that storm as it leads the fleet headlong into the abyss to face the foes of the Galactic Alliance. Its capability to have its interior easily modified to fulfill a myriad of roles as well as its impressive array of armaments and defensive capabilities; and its ability to deploy hundreds of Starfighters and Support Craft ensure that the Galactic Alliance is more than ready to project power and secure its Sectors. It can do just that.

A well-put-together submission. However, there are a few issues which I'd like to clarify with you:

1) Manufacturer

Per the factory rules, table included below, a vessel of the dreadnought or super star destroyer designation can only be built and fielded by a Major Faction. While this submission is affiliated with the Galactic Alliance, it also needs to be produced by them. Please adjust the manufacturer to match.

2) Ratings

The ship is actually overpowered by one rating point, I have included my working below, the number in brackets is a running balance of the ratings.

3) Strengths

There are a few points regarding the strength of the submission that I would like clarified as we move through it.

Modularity

You mention that the ship design is modular as a strength, but make no mention of that elsewhere in the specifications of the submission. What exactly does this modularity entail? Will it affect the ship's performance or is it more of a role-play feature?

Self-replenishing bacta tanks

What exactly do you mean by self-replenishing bacta tanks? Bacta gets used up and requires replacement, do you mean the tank comes equipped with the ability to grow and prepare its own bacta? Or does it refill itself from an external store of bacta?

4) Weaknesses

Shield


You mention that this is a modified planetary shield, and that it's so powerful that the power draw will disable half the weapons on the ship. What effect does this have on roleplay? Could you please include a note to that effect by the rarmaments rating.

I'm also concerned about the shield's strength. Planetary shields tended to be among the most powerful in existence. Exactly how powerful is this shield? How do you envisage it's capabilities in RP?

A unique SSD is permitted one extra point when balancing.

I was working off the understanding of the above stated in the Factory Rules in regards to the balancing of the Unique SSDs. If this is wrong, or I have misinterpreted this, I'll change it as needed.


Strengths

The addition of modularity as a strength was done more as a role-play feature so that the vessel could be utilized as a set piece in future threads rather than just a big ship with lots of guns that was only pulled out during Invasion season for fleeting.

The self-replenishing bacta tanks were mentioned in the Viscount-class wiki article. I was, however, unable to locate anything that describes how they work and have added the following to the description section.

Weaknesses

I've noted in the armaments section that when the shield is active, its rating would drop from Extreme to High to account for the disabling of half of its overall armament.

In regards to how the shield would be used, I envisoned it as more of a set piece, much like the modularity. That the shield would be utilized more in a role-play fashion. I.e. The Galactic Alliance fleet is overwhelmed and needs to retreat, thus the Viscount-class activates the DSS-02 and places itself between the enemy and the fleeing fleet.

Weaknesses

The armaments section is great. The shield I'm a little nervous about since it's ripe for abuse and shrugging off all attacks due to it's power.

I'm going to trust in the writers at the moment and let you have a set piece item like this since you would call damage regardless, however if it is abused we can come back to look at it.
