Using Pirates: Privateers and Letters of Marque

OOCily, this could be fun, because I like using mercs as proxies. However, ICily, I see this as a bad idea until we get our act together. I don't think the Republic is equipped to deal with reprisals by other offended factions at the moment. Then our image is in the dumps right now because of recent events. A privateer gets caught, then the offended faction can claim every other criminal and raider pillaging their territories is our doing. Another embarrassment.

On the topic of Mandalorians, I do think it's a good idea to put aside our differences and get to working with each other on dealing with mutual threats.

From an in character standpoint, it is hard to consider granting naval permissions to privateers after the last mixture of military and private interests resulted in a clone rebellion, a failed coup, a large amount of Chazwa blown to bits, and a general lack of trust in military affairs. For this to function meaningfully, the policy for letters of Marquee must include some means of enforcing at least some code of conduct or discipline among said privateers.


Out of character, the idea has some potential. I think allowing a portion of the oversight to include actual Republic Naval Command/Officers would allow for some story creation and design. However, we need to keep a close eye on any pirate types we are inclined to hire, as other major factions won't separate blame from us for their actions. So, if we can be assured that we're giving said letters to people we can trust to not end up a war crimes tribunal shortly after the fact, it'd be a net gain.

I'm fine with providing official oversight, provided someone wants the job. [member="Nick Sept"], since you brought it up, do you want to handle it? If no one wants to step up, I'm going to go with the assumption that we can proceed without it, because I don't want anyone's idea, not even mine, to stagnate due to inactivity. That means yours too, Senate-at-large, so get to writing those bills!

Nay. unless you want Mon Calamari hunting them down. We are very very anti-pirate. We just had a privateer leave us hanging at Roche because we were out bid. Sure hire them but IF I see them I will consider them as enemies.

The last time that we used Privateers, they were promised ships without the approval of the actual Military of the republic and might i say was stupid in the first place... ( I was one of those Privateers back then). With that said, i simply say that this does not make sense in terms of the republic. We are suppose to be a pinnacle of law and order, and using criminals of any kind tends to lower the standards of who/what we are. I wont say it hasn't been done before, hell, in canon the blockade by the mandalorians was stopped by smugglers... but i always found that to still be strange.

Maybe im wrong, but last i check we were not the black suns, or otherwise. The Republic should rely on itself if its to survive.

They operate against our enemies under letters of marque supplied by the Republic and we keep track of them. They attack our enemies. If they attack us or one of our allies they are not operating by the terms of the letter of marque and we deal with them. These are not armies, they're single ships with independent crews.
 
Privateers are basically just pirates for hire as I already said. Mercenaries. You have soldiers that get paid to do the work you are contracting out to less than savory individuals. ICly, how can you justify such an action? You don't have infinite funds and you have a navy already.
 
So, basically you are asking people to do something they already do? In historical context, the giver of the Marque typically got a percentage. I see no IC reason to get the Republics name stuck to privateers doing what they already do, especially since the Republic gets nothing out of it.
