Nick Sept said:From an in character standpoint, it is hard to consider granting naval permissions to privateers after the last mixture of military and private interests resulted in a clone rebellion, a failed coup, a large amount of Chazwa blown to bits, and a general lack of trust in military affairs. For this to function meaningfully, the policy for letters of Marquee must include some means of enforcing at least some code of conduct or discipline among said privateers.
Out of character, the idea has some potential. I think allowing a portion of the oversight to include actual Republic Naval Command/Officers would allow for some story creation and design. However, we need to keep a close eye on any pirate types we are inclined to hire, as other major factions won't separate blame from us for their actions. So, if we can be assured that we're giving said letters to people we can trust to not end up a war crimes tribunal shortly after the fact, it'd be a net gain.
