this fleet has been terrorizing the systems it reigns over for almost forty years. terrorizing and keeping the inhabitants of the planets subjugated by destroying any and all space-capable vessels. trapping them on the planet. they rule through fear and aggression. making sure to keep the local populace cut off from the rest of the Galaxy or that's what they tell the few settlements they have cut off from from the rest of there worlds
