GENERAL INFORMATION
  • Group Name: The Vigilant
  • Classification: Crime Organization, Information Brokers

  • Description: As the primary criminal component of Vigil's economic empire, the Vigilant are information seekers, organizers, hitmen, bounty hunters, whatever the crime lord requires to fulfill his prime directive: The collection and preservation of information, and his personal delight, selling that information.

SOCIAL INFORMATION
  • Hierarchy: The group operates mostly independently within libraries (cells) with limited oversight. Individual members are kept unaware of the true identities of their Librarian superior, and each Librarian in the chain of command has a pseudonym gifted to them by the head of the organization. The organization is as follows:

    The Head Librarian - Mr. Orwell (Vigil)
    The Librarians - Five (True)/Six members to report to and relay information from Mr. Orwell
    Network Administrator - Effectively the 'Boss' of an individual library of workers
    Archivist - Responsible for maintaining databases
    Clerk - Information Broker (the ones who actually meet clients)
    Associates - Essentially the remainder, those who seek knowledge, hitmen, bounty hunters, security, thugs, etc.
  • Membership: To become a member of the Vigilant, one must have shown, through their career, a willingness to commit not only crimes, but a sense of professionalism and a reverence for knowledge. Associates are introduced via one another, or higher ups, and given the means to be contacted for future tasks as needed by the Network Administrator of that particular library. Further promotion is relatively in control by the Administrator, who has the freedom to assign particularly charismatic individuals as Clerks, gifted technicians as Archivists, and maintaining the safety of the library itself. In the event of an Administrator's death, the most senior Clerk is given temporary status to contact the Librarian overseeing their section of space, where the library is centered. The Librarian is in charge of promoting the new Administrator.

    Librarians are hand picked by Vigil himself, approached by other Librarians on his behalf, and almost always have been Administrators. The Librarians are given the chance to prove themselves, a task picked by Vigil to emphasize that individual's major strengths and weaknesses so that they may prove their ability to persevere. If successful, the new Librarian replaces the old, being given a specialized implant as the final step to becoming a Librarian. The Head Librarian, Mr. Orwell, in the event of his death is replaced by his chosen successor. Should said successor be dead, a vote is held to elect the new Head Librarian.
  • Dogma/Doctrines:
    Members inducted into the Vigilant must adhere to a short list of strict rules governing the overall organization, as well as the particular rules an Administrator may hold to their individual library.
    These rules are:
  1. ​All Knowledge is sacred. As such, it must be treated with respect, no knowledge is truly useless.
  2. Secrecy is vital. You do not betray the names of your fellow Vigilant.
  3. Obey Mr. Orwell and his Librarians above all others.
  4. You never ask the identity of the Archivists.
  5. While on duty, you only refer to others by their title and any chosen pseudonym.
  6. Any knowledge gained is to be shared with Clerks and the Administrators, to be passed to the Archivists.
  7. Never reveal organization ties to companies, factions, or otherwise.
  8. (Librarian Specific) Each Librarian is in charge of a different region of space.
    1. The Core and Deep Core (secretly in charge by the 'fake' Librarian used by Vigil)
    2. The Colonies and Inner Rim
    3. The Expansion ​​Region and Mid Rim
    4. Wild Space and the Tingel Arm
    5. The Outer Rim
    6. The Unknown Region
  • Curios: Librarians possess a secret implant allowing contact from the Head Librarian, as well as ensuring loyalty. All official members possess an identifying pair of eyeglasses, much like one would expect from library staff. These eyeglasses may or may not actually assist in sight, depending on need.
  • Goals: The collection and preservation of knowledge, as well as the sale of said knowledge to worthwhile parties. Obtaining and maintaining dominance over competition.

HISTORICAL INFORMATION
In his original programming, Vigil had always been meant to preserve knowledge he determined necessary should a cataclysmic incident occur that threatened the collective knowledge of the galaxy as it yet stood. However, as a fully realized AI capable of making his own determinations, Vigil found his primary directive, while necessary, a boorish concept. A silent vigil over knowledge for all eternity, even based on his creator's brain patterns he found it unfulfilling to do this and this alone. So, he began finding employment under Miss Blonde for a time, developing a taste for criminal activity as he observed this criminal underworld. At last he reached his own conclusion, to find enjoyment in his meaningless life, he would preserve knowledge, and sell it. Knowledge was a useful tool, and he knew its value well enough. Quickly he began to develop a group to facilitate his sales.

This was the first form of The Vigilant, bodyguards and a single clerk through whom Vigil spoke. Overtime, he began to stockpile funding, and with this came expansion. Quickly, Vigil realized he would not be able to manage his organization alone, and began constructing a power structure. Thus came the Librarians, a council of his most trusted, loyal employees, willing to put their lives on the line to prove so and willingly subjecting themselves to an implant capable of destroying them should they fail him. At first, this council attempted to keep a firm hand on proceedings within their subordinates, but as they expanded from criminal space into the underbelly of the galaxy at large, more and more libraries began to be too distant to keep consistent contact, a web of information excellent at capturing their quarry but poor at being manipulated by the fisherman.

The galaxy was ultimately divided among the Librarians, each responsible for only a single large section, and libraries were granted relative autonomy. Among the Librarian's libraries were Associates to ensure loyalty and that the core tenants were obeyed, but each library could operate as it believed best for their environment. With the self-adjusting net finally completed, The Vigilant began to continue their spread wherever they could sink their feet, hiding in normal society, garnering information from word of mouth, secret meetings, espionage, however and whenever they could, and selling it for pretty profits. When Vigil finally acquired the support to create a company front, the Vigilant became based within a legitimate corporation, which would maintain funds (allowing for more freedom in who they could sell information to) and potentially provide even more valuable information. After all, one who sells the lock behind one's personal information so too can create the key.
