The Ruusan Accords OOC Business

I don't have a nice fancy eye catching banner here. Pretend that I do.

A few writers have been wanting to call for an IC meeting between the great powers to discuss the political climate, agree on what war crimes truly are and how to punish them, and stare angrily at one another from across the table in a wholly neutral environment.

Reps from all major factions have been invited to meet at the ruins of an old Jedi fortress on Ruusan to discuss the issues presented, as well as delve into any of their own concerns.

At best, we establish the galactic UN and bring about some great changes to the IC political landscape, as well as creating galactic wide repercussions for someone that decides to glass a planet. As stated, all factions are invited, none are expected to sign the final draft of the accords unless it is their desire.

ICly the draft was written up by Cedric Grayson and [member="Kei Raxis"] under the sponsorship of several private companies and charity organizations. The talks will be transmitted across the galaxy live if agreed upon by the attending parties. Not so much if it is denied. Each faction may send two representatives, and characters may visit if they are high enough in rank within their organization to know of the meeting. Extra characters may observe, but do not count to the posting order, nor are they permitted to chime in on the talks beyond speaking to other extras. Extras must be approved by the faction reps.

A very barebones copy of the first draft can be seen below. The final draft will be created through the IC talks.

Glossary
Just - Normally referred to as something that is deserved.
Genocide - The deliberate killing of a large group of people, especially those of a particular ethnic group.
Innocent - Normally a civilian, someone who’s not involved with the war

These accords apply during times of war within the galaxy. We’ve seen a number of war crimes from a number of different groups in a very short time since the end of the darkness that the Gulag Plague brought about. In that time, there have been no standards of war beyond the mandates set by individual nations. As such, terrible atrocities have been committed with nothing by way of repercussion. The council’s intention is to bring perpetrators of such vile deeds to account, provide proper treatment to prisoners of war, and to promote a generally safer galaxy for all.

Any breakages of the rules laid out in these accords will result in an emergency meeting of the representatives of the convention involved in the signing of these accords. During this meeting, the member group in question will be able to plead their case and a vote shall be held to decide on the punishment that will be brought down on the group that committed the infraction.

The punishments:
For a minor infraction - A small economic punishment is possible. The representatives at the meeting shall decide the amount that must be paid and over what period.
For a medium infraction - A large economic punishment is possible. The representatives at the meeting shall decide the amount that must be paid and over what period.
For a major infraction - Three things shall occur. The member group in question shall be branded as war criminals. Any support they receive from the convention will be frozen. The convection will then vote to occupy a territory belonging to the member group who committed the infraction for a set amount of time as punishment.

The accords below are broken into three sections. The minor infractions, the medium infractions and the major infractions.

Minor Infractions

  • Use of weaponry when the use is unjust.
  • The intentional killing of an innocent.
  • Participation in sexual misconduct against enemy personnel/civilians.
  • The taking of prisoners of war without a valid reason. IE: Taking non-combatants as prisoners.

Medium Infractions

  • The murder of government officials for the sake of murder.
  • Mistreatment of prisoners of war.
  • Denying a prisoner of war a chance to earn his freedom via a trial that is agreed upon by the accords’ presiding council.
  • Slavery

Major Infractions

  • Genocide.
  • Terrorist acts against a planet’s population centers.
  • Orbital Bombardment of a planet.
  • Invasion of member worlds for the sake of simple conquest..
  • The murder of prisoners of war.
  • The breaking of more than one of the provided accords.
  • Maintaining an arsenal of super weapons greater than that agreed upon in the accords.

Hey all.

Finally awake so I can view this. I'm going to clarify now that while both me and [member="Cedric Grayson"] are members of The Jedi Order, this has no relation to TJO. We were never asked to do this and this isn't a faction thing from the TJO. There we go, completed whatever contractual stuff I was meant to do.

Secondly, the thing above is extremely bareboned. It's currently saved on a google docs document that everyone involved in this will be given access to at somepoint. We can all make changes and hopefully get something that every single person involved is perfectly okay wih.

In the past, many factions have been entwined in hostilities for years, or are otherwise currently engaged. (Alleged) war crimes have been used as justification for attack and animosity between factions and individuals. While I'm not opposed at all to something of this nature, I am curious how you plan ICly on bringing all the major players of the galaxy's most powerful factions to the same table. If I recall correctly, the only other things that have gotten most of the factions to even temporarily agree on a truce was Omega and the Incursion, both of which posed a clear and present danger to the entire galaxy. What makes this event so extraordinary (ICly) that every major faction would set aside their personal views to create a lasting agreement when no such relationships were forged from far more exigent circumstances?

For the morally guided factions, this is a way to mitigate the brutality brought about in these wars, as well as a method to strengthen ties with factions of a similar moral character. I feel they'd be interested in coming to sit down for the simple purpose of creating a safer galaxy.

The neutrals might see the chance for profit by working alongside the other factions. Newer and smaller galactic powers may want to get involved so they have a place to speak their thoughts to all the other nations via a platform they normally would not have.

Imperialists may only wish to attend for the sake of appearances, or perhaps they have intentions of swaying the accords to favor themselves. Maybe they have the same morals of the more democratic powers.

Then there are the Sith and the outright Dark Siders, who may come for similar reasons as the Imperials. If nothing else, they might attend to snicker at the failed leader of the Dominion out of a sense of morbid curiosity. They might know there's no threat to them, as Cedric has openly stuck to his word and won't harm them. Maybe they want to push a situation similar to the Treaty of Coruscant.

The thing that's bringing these characters here varies rapidly from faction to faction. It could be a genuine desire for peace, a want for allies, a desire to twist the Accords so that they hamper an enemy faction, or anything in between.

What's keeping them from killing one another once they get to the table will be the garrison of the 501st Legion present, as well as the presence of their own military forces nearby. I doubt the representatives are going to want an 8 way battle over a planet of virtually no strategic significance aside from its position in the galaxy.

If they come, they come. If they decide not to send a rep, then that's their choice. Presence there doesn't guarantee they'll actually sign the Accords after all.

In the end, what's bringing characters in will be curiosity. Why stay away from a party you've been invited to where you can gauge your opponents safely and in person?

Forgive me, because I do like the idea and would like to participate, but I was hoping for something more real than just curiosity.

The Sith continually use alleged war crimes to fuel dissent for their Jedi opposition, who may or may not sometimes be overzealous in their liberation efforts. We have the Jedi, who say that the Sith are cruel and oppressive regimes and need to be removed from power and the galaxy. Then we have imperialists, who generally are more interested in power consolidation and their own faction's welfare and expansion than anything else. The Mandalorians have previously used war crimes as fuel for war against the Galactic Republic, despite ICly cooperation (I'm aware OOC may not have been equally as cooperative) to adequately resolve the matter.

Here's my predicament: We have the former leader of the Dominion, who's been otherwise absent from galactic affairs after his fall from grace and power, inviting all the leaders of the most powerful factions in the galaxy to one place, under his protection, who also happens to be a sizable army and the same unit that betrayed their allies and superiors centuries ago. Why would the Grand Moff of the First Order, Dark Lord of the Sith, Full Metal Emperor, or anyone else even entertain such a meeting? Hypothetically speaking, why would the First Order surrender a clear position of power to accommodate others? Why would they or anyone else take the risk of putting themselves and their factions in a potential position of vulnerability?

Between the unknowns, risks, and lack of reliable guarantees, given the circumstances and current state of affairs in the galaxy, I'm not sure curiosity is compelling enough to overshadow skepticism and the status quo. It's doubts like these I'd like to overcome that would give me, and potentially others, an ICly reason to take this shot in the dark.

It's a lot easier to explain these things via voice or ICly, but I'll try to make a compelling argument via text.

I'I could see the First Order attending for the purpose of propaganda and politics. The First Order has a controlled media within its sphere of influence (or so I've been told numerous times) and has a solid hold over its own people. They probably have one of the more powerful propaganda machines on Chaos with their magazines and the like. Attending such an accord would likely look quite confusing indeed to the masses of Galactic Alliance citizens that think the FO are nothing but power hungry imperialists. If the Accords go well, the FO will have a hand in dictating just what agreements are made. They can take a moment to throw their political weight around and intimidate the other factions present if they so wish. Perhaps then they could stage war crimes against the GA during their war using their advanced propaganda machine, present this faux issue to the other factions that signed the Accords, and influence those other factions into siding with them over the supposedly criminal GA.

That's not to single out the GA or any one faction, it's an example for motivations characters might have. A similar situation could be said of the Sith or the Galactic Empire.

Honestly it's up to the writers to find a reason to attend if they're interested. If they can't then I'll gladly try to help, but it's really as Jorus said - there's nothing to be lost if things go south. You just leave. That being said, I know there's the trepidation that comes with attending due to Cedric's status and the security provided. That in itself is just how the cards fell ICly, and if that's the deterrent then I entirely understand.

'Nothing to lose' isn't what brings world leaders to the table, and intrigue doesn't demand the attention of heads of state.

As much as I love the idea, I'm just not seeing a compelling reason for the pragmatic leadership of the Iron Empire to attend. I may make an appearance further down the line if something changes, but for now, I'm regrettably out.
