To summarize the last year for the Agents in one word? Chaos. An economic crisis in the Scintilla, a war, a crime-infested underworld. Civil unrest is at an all time high.

After the H.O.P.E. sphere exploded, there was a period of mourning. Citizens came together to help each other, showing the best side of our organization. Peace can’t last forever though. A few weeks passed and the expressions of grief were transformed to ones of anger. We sought revenge for our people, but there are those who blamed our own government- or lack of one. At first they were whispers- however, when venom is not removed, it spreads. The movement for law and order began to echo through the streets - Discordia was failing, and the Agents didn’t care for their own people’s lives.

Tension grew in the following weeks. Many began protesting outside the Tower, while others chose to attack lone agents going about their daily business. The skies of the various spheres were transformed to a vivid orange as fires and nightly riots became the new normal. Among the mobs were those deemed as visionaries - they preached our own shortcomings and a vision for a new future. Slowly, the turmoil died as the crowds began to organize. Within days, two major players emerged from the shadows - The Alliance of Freedom, and The Concord of Retribution

While The Concord of Retribution thought the only way to make a change was through bloodshed, The Alliance of Freedom took a much different approach. They stood by Discordia, but saw her as a woman who had made mistakes. They led a movement that valued regulation and convention, while maintaining personal freedoms. Although it was a noble basis, rallies and holonet streams always ended with threats- if not handed what they wanted, they would unite with The Concord of Retribution and make sure the change they sought was implemented- even if it required tearing the Agents of Chaos apart and rebuilding from the ground up. Though our diplomats have monitored the situation from the beginning, it has become clear instead of dying out, as the initial hope was, the party is only gaining more traction. The Speakers have subsequently extended an olive branch to The Alliance of Freedom to meet and discuss terms of peace.

Our goal is to find common ground while maintaining the integrity of Discordia’s mission and avoiding a civil war. May the words spoken and treaties signed bring about a new era of prosperity to The Agents of Chaos and every citizen in the Scintilla.

Annasari stood watching the group approach the tower with sunken eyes from the window of her office. Her gaze followed those dubbed as the Alliance- they were smaller than ants from this height, but the sense of foreboding wasn't changed by the appearance of size. If they couldn't reach a peaceful resolution, everything the Agents had worked to build could very well collapse in a matter of days. Another group appeared, emerging from the building. Anna had called for a few of the silencers and wild hunt members to meet the group and run initial searches, as safety was a top priority. They were invited to sit in on the meeting as well- both to bear witness, and provide security, should they need it.

The woman sighed as she spun on her heels and returned to the chair pulled out from her desk. She felt wholly responsible for the situation at large. While the economic crisis was just beginning when Annasari joined the Agents, it was truly losing H.O.P.E. that had pushed the situation from unrest to turmoil. The Dibb family had played her for a fool, and upon failure she had fled, spiraling into despair and trying to drown out her thoughts with cheap booze. While she indulged in her vices, the citizens rose up, and she hadn't been here to de-escalate the state of affairs. If she had been, the conversation would have started much earlier, and they likely wouldn't be having this meeting today.

Her expression shifted to a hard grimace as she realized now was not the time to dwell. You've made mistakes, but today you have a chance at redemption. The negotiations reached could very well mean a new beginning for the Scintilla, and start the path to healing their people.

Her thoughts were abruptly interrupted as a ping came through on her interface.

"The Alliance has been searched. No weapons were found. Moving to the conference room."

Annasari stood once more and took a few moments to collect herself. She wouldn't fail their people again- it simply was not an option.

She found her way to the room that had been prepared earlier that day. Warm light danced off the long, wooden conference table, and the refreshments bubbled in their glass pitchers. She stood near the head of the table, awaiting the arrival of the other diplomats and their guests, anxious to see what the near future held.

Heresy

The notion that this uprising happens on the Scintilla was nothing short of ridiculous. Even in Chaos, unrest amongst one’s citizens was unsavory and never pleasant. Rebellions were fickle and messy things. Another thing to weigh down upon their collective shoulders as if they hadn’t had enough on their plates recently.

Eyes of steel bored into the small delegation that marched steadily towards the Tower, sauntering as if they were on the precipice of greatness. All talks and hushed laughs among themselves… until they were close enough to notice that the Chaplain’s size was daunting to the majority of their party. His lips twitched in an attempt at a controlled, smug smirk as he shifted slightly to allow a few Silencers forward to search the diplomats, thoroughly. He would not afford them the luxury of slipping anything past him in hopes of potentially crippling them at the source. As an extra precaution, he’d ordered that Discordia be moved to another location until the tensions died down.

Kyrinov’s eyes moved across each individual slowly, silently taking notes and analyzing until a Silencer removed a short dagger from the boot. His gaze sharpened and a hand extended, the agent placing the weapon in his palm. He raised an eyebrow at the terrorist and inclined his head as he turned to pass it to a Silencer behind him who sealed it away and would hold onto it until the Alliance left the grounds.

A few short minutes later and they were cleared. “Send the message.” Once again, his eyes fell on the group. Fear and unease radiated from some of them and he had half a mind to twist it until they broke, Inanna hummed on his back in response. It had been ages since he last felt a mind collapse in on itself as it fell into madness. But, unfortunately, now was not the time for such urges to roll into effect. That treat he’d save for the self proclaimed Concord of Retribution.

A hand motioned towards the Tower after the signal was transmitted and he wasted no time, taking long strides through the lobby and into the elevator. The demanding pace only resumed when they reached their floor, long and effortless strides even as he heard the footfall behind him quicken several times in an attempt to keep up with the almost 8 foot giant. He allowed himself a small smile. Let them know that they would not be accounted for, they were still on the Agents’ time, not their own.

He opened the large door that led to the conference room. He nodded at their hostess, an Agent he wasn’t quite sure that he’d met yet. He would have to remedy that soon after this ordeal was over and done with.

“Please,” the word held venom in it. “Take a seat and help yourselves. We’ll be ready to begin shortly. Other Agents may wish to join us in the next few minutes.” He took a seat to the right of the Agents’ other diplomat, attempting to calm himself. Perhaps this Alliance of Freedom would eventually listen to reason.

Hopefully, they would speak with reason as well. He supposed it wouldn’t be long until he found out anyway.

No one really knows how the game is played.

 
The Tower

It was always the threat of violence. Whether it was the rebels beginning to gather throughout the Scintilla, threatening to depose its de-facto leader, or whether it was the far more violent criminals and gangsters that had filled the streets, conflicting interests were almost never relegated to solely a diplomatic debate. Even this group that had seemingly advocated for a more sensible method of communication than their peers ended their messages with the calling card of aggression. If their demands weren't met, supposedly they'd rally together with more vicious sects and march in unison with the savages to fulfill their goals. It was ultimately distasteful to the miracle maker that so many people were simply incapable of basic communication.

A gentle rattling at his hip drew the attention of one of the Tower's protectors, though they seemed more curious than apprehensive. He was not a famed figure by any means, but there were those hither and thither who recognized him as a fellow Agent -- or they recognized the garb he wore anyway. At times he made a point of showing his face to others for the sole purpose of guaranteeing that his outfit wouldn't one day contribute to a breach of security, but today was not one of those days. Instead, he had dressed in his usual dark garments, and he wore the mask that served as his face.

Altogether, he had to admit that it seemed to be a pleasant day. Idly he considered what else he would do once the meeting with the Alliance had concluded. Perhaps he would return to his residence and plant another set of flowers. His last few had been surprisingly fertile given their containment in pots of clay and ceramic -- the latter a gift that he'd seen fit to accept from some poor wretches. Perhaps he should've brought gifts of his own to this meeting in order to endear the opposition to their cause.

Quiet as a mouse, he gently peeled open the door to the conference room and slipped inside. He offered a slight nod of respect towards the Alliance diplomats, followed by a far deeper bow towards the two Agents who'd already taken their places in the room. After paying his respects, he strolled across the room, and took a seat on the side of the Agents, but left a couple of empty seating places between them. There might be others who decided to arrive, after all, and perhaps they would know these two better than he did -- they might appreciate the close proximity with their peers.

"Your Majesty, your Majesty," the shrill tone of the most annoying thing in the 9 realms, a protocol droid whipped into an anxious frenzy, cut through Nyree's haze. "Your Majesty, you must get up, you must get to work."

The teen opened her eyes and shook her head. The spice-induced grogginess still clung to her being with a bitter refusal to let go. Nyree blinked, the silver torso of D3-EP, her pestilent, if not overworked protocol droid came to view. Somehow, he had managed to make his way to the center of the room and was now annoying all of the 15 mostly unclothed occupants of the bedroom. They had all been enjoying the slumber from their Saturnalia celebration, but this metal being was just out here trying to crash the mood. And that was basically anything but Gucci, fam.

The tan teen wearily pushed off the silken sheets at the whimpering protest of the male Wookie and female Rodien she was between. "Wh-what?" Nyree blinked and covered herself with a random rope-coiled top she grabbed off the floor, "shut up, what are you talking about?"

"The peace talks are today. You have to get ready. Now! We are already late as it is!" Deeper squealed, his mechanical voice some how reaching even more shrill pitches.

"F&%$," Nyree spat and she stumbled out of the door, nearly tripping on one of the nearby sleepers on the floor.

To say she had been derelict in her duties lately was an understatement. The teen heiress had spent the past few--months? Weeks? years? It was hard to tell. On one of her biggest benders in some time. Using her innate skills of the market, the teen hit one of the biggest scores of her life. And she celebrated as all should of course--by blowing it all on blow and babes. While she was away, of course, apparently one of her mother's biggest investments, Discordia, was falling by the wayside. Her mom made it clear what this meant to make sure they could salvage this before it all went tits-up. But was Nyree fit for this? Not... not really no.

She grabbed a random pair of shorts off the floor, a pair of boots that were two sizes too large, and her trademark thick fur coat, a pair of pink sunglasses and gold chain before stumbling out into the apartment's main room. Her eyes lighted on a bottle of Correllian gin and a half-empty silver dish with blue and pink pills. She grabbed a fist full of them in her left hand and the bottle in her right. Most of the pills went in her coat pocket, except the two she swallowed, downing it with the gin.

"Your Majesty, it is not medically recommended to consume downers and stimulants at the same time, "Deeper warned not far behind the party girl.

"Yeah, well suck my nuts." Nyree said over her shoulder as she stumbled forward.

"Your Majesty I can't do that I don't have--" but Nyree didn't hear the rest of the statement before the door closed behind her.

By the time Nyree made it into the Tower for the discourse, the stimulants and the alcohol were both well within her bloodstream. She swaggered through the door, a completely colorful character if there ever was one. "What's juicy, babes?" she prolcaimed loudly before sitting in one of the open chairs. She threw both of her arms across the back of either chairs on either side of her and let her eyes glance at everyone in the room.

Richard had been on a high since he had come to the Scintilla. He had passed all of the Armada Academy tests with flying colours, and had graduated top of his class. He had then been assigned to various ships around the Scintilla and had served on the bridge of many ships. He had even served on a Silencer ship, which had been an experience to say the least. However, recently he had been promoted to a captain of his own vessel. He was extremely proud of himself. He had been fast tracked to this level of command over the course of a few months due to his intellect being off the charts. Even before he had joined the Agents of Chaos he had an intellect that surpassed many of the greatest thinkers. By his late teens had already developed his own self aware AI and now at the age of 21 he was a captain of his own vessel, within only a few months. He also had many secret projects that he had been working on in his lab, but those would have to wait. He had been requested to help with negotiations that were going to take place between the Agents of Chaos and the Alliance. Apparently those in the Armada felt that it would be good to have someone there with their interests at heart, and they felt that his intellect could add something to the negotiations.

Ever since he had arrived at the Scintilla the place had been a breeding ground for gangs and depravity caused by the economic crisis. As a result he knew how important these negotiations were. He had made sure that he was dressed in his best suit, and made himself as presentable as possible. Most importantly however was that he brought his AI along with him. There was a chip on the back of his neck where Blossom was implanted. He could hear her voice in his head if she were to speak, and he could feel her cool calming presence interacting with every firing neuron in his brain. Therefore everything he thought of or felt, she could feel as well.

"Blossom when I get in there I want you to do a scan of the opposition negotiators and see if you can find any dirt that we can use against them in the negotiations." He said simply, as he approached the front door of the negotiation room.

"Yes father understood" Blossom said in her icy cool voice. He had always found it strange that she viewed him as her father. But as her creator what else was he? And he was far more comfortable with her calling him that than Master. Richard opened the door and slipped into the room with all the negotiators. He must have been a bit late because everyone else already seemed to be there. He cursed himself under his breath as he walked around the table and took a seat next the Agent covered in a fur coat, who looked like she had just been on a bender. He looked down the table at the other Agents, the woman in the middle was obviously the one leading the negotiation, the giant next to her was easily the most intimidating man in the room and it gave Richard chills down the back of his spine just to look at the man. He also got some vague religious or cult like vibes from the man, similar to the feeling he got around the Silencers when he worked on the bridge of one of their vessels. Then there was the man in the mask. Richard thought it was a bit strange to wear a mask to a negotiation, where one's facial expressions could make a big difference. But he didn't comment on it. Satisfied with his surroundings Richard looked across at the Alliance leaders. He steeled himself for the verbal chess that was about to ensue.

POV: Matias Wescott, leader of the Alliance of Freedom


As the Alliance approached the tower, Matias had a sense of unease wash over him. Though he had lived peacefully in the Scintilla for a while, he was more than aware the Agents of Chaos were widely seen as objectively bad people- and often did objectively bad things. He glanced over his shoulder at his associates and wondered if any of the lot would see their families again. Xena, a Kuati native who had migrated to the Unknown Region after the rebellion, sensed his worry. She reached out and squeezed his shoulder, though it offered little comfort.

As they approached, a group emerged from the tower to greet them. They had agreed to come unarmed, a show of good faith that a peaceful negotiation could be had. Drawing closer, the rag-tag band looked more like a small army of misfits than a security team. They searched the party none the less though, and when a dagger was drawn from Flint's boot, the leader narrowed his eyes at him. They were lucky the Agents did not seem to take it as a slight, and followed them through, arriving in a conference room.

Their six members took a seat at the table, and Matias took the time to observe each of those who were joining. Annasari was seated across from him- she had been the one to extend the invitation. He had heard many rumors regarding a disappearance after the failure on Siskeen, but he didn't know how much weight they held. The man who had brought them in seemed quite stand-offish, which was surprising, as they hadn't been the ones to make contact. He figured he was probably part of the religious sect, so maybe be took offense that the citizens would stand up for themselves, instead of blindly following Discordia. Another slipped in, though there wasn't much remarkable to note. However, the woman that followed was... shocking, to say the least. He had never met her before, but he had a feeling all she had to bring was trouble. Finally, a young man with a suit sat, his age not affecting his professional demeanor. He took one last analyzing glance at each.

"Shall we begin? There is much to discuss."
 
Annasari greeted Kyrinov Kyrinov with a smile- though they weren't familiar, bonds within the Agents seemed more important than ever, while the whole of the population was against them. Wonderworker Wonderworker went unnoticed until he took his place at the table- her gaze had been focused on the one across from her. Exuding confidence, Anna could easily see how people wanted to follow Matias. He had been well-spoken when she reached out prior, and he had a certain magnetism to him. If the dispute could be settled today, perhaps she could flip him- the speakers needed someone like that. Nyree Justice Nyree Justice interrupted her thoughts with her strut through the door, and it took all of Anna's willpower to maintain composure. The woman definitely looked like someone she would have a fine time with in the slums, but her work was a much different case. She had heard about the head of the coins, but no words could describe this wildly outlandish figure. Annasari gritted her teeth, hoping Nyree's people skills were more polished than her appearance. Finally entered Richard deWinter Richard deWinter , dressed to the nines, looking absolutely darling.

When Matias spoke, Annasari nodded with a soft smile dancing across her lips. "Lets." Her eyes flickered once more to the door, wondering where Alwine Daye Alwine Daye was. She had thought her recovery was finished, but maybe she was mistaken. Her eyes returned once more to those across the table before speaking again.

"Those who don't know me," she said, inclining her head to the five seated next to the man in the middle, "I am Annasari. Unfortunately, our head of speakers is still recovering, so you have me. I have followed your movement closely since the beginning, and I must say, I do admire it in a way. You want to make the Scintilla safer, happier. So do I. So tell me, how do you propose we reach this goal?"

Matias cleared his throat before speaking in his deep voice.

"We could start with talks of the economy- or rather, how to fix it. What's done is done. You've made your mistakes. Personally, I'd like to see the agents pay more to engineers, possibly start training a new generation for it. Grants and incentives for new businesses. Maybe credit injections for businesses already here to stabilize."

Anna nodded, her facial expression absent of any emotion.

"What else?"

"A real government. Not a blind faith that Discordia or the Agents will do the right thing. A stake in it for the people. War was brought upon us and our families suffered the consequences. We cannot make that right through revenge, but we can vow to do better in their honor. More law, more order, a system where the citizens have a say."

Annasari nodded once more, giving his words a moment to sink in.

"There's more."

"There is, but perhaps we better focus on these two goals first. Without either, the rest does not matter." The man stated calmly.

Anna nodded a third time, hearing the double edge in the last sentence. Silence fell over the group as she pondered the requests. Though she didn't think either unreasonable, her words needed to be chosen carefully.

"I'd like to hear from my counsel on the matter."

"Good to meet you, Chicka," Nyree said giving a smirk and inclining her head at the cute dark haired gal who just spoke. Her dark eyes glanced up and down her form, all but obviously undressing the lady with her eyes. It may have been the booze, the stimulants running through her veins, or just the fact that Nyree was a hoe--whatever it was, this girl could get these digits.

Their first talk was of the enconomy. Oh sh!t that's me. Nyree cleared her throat and leaned forward slightly. It was time to sound smart. The brunette took a steadying breath to try and clean the fog of the booze running through her veins just enough to think semi-linearly.

"We--we have a plan," she said confidently. She tapped her pointer finger on the desk, "And, let me tell you, its a great plan. This plan, it will knock your socks off. This is a plan to make all other plans sound like--like they bad plans. No, wait--not even bad plans just like they were not planned at all."

Nyree nodded and took a pull from the bottle of booze in her hand, buying her a few more precious seconds to come up with the plan that she had just hyped up. She set the bottle down, the clink of the glass meeting the metal resounded through the otherwise quiet room. She looked at each person, from face to face to face, getting a scope of how well her incredibly confident hype up had fallen on the, "Are you ready for it? Because you might want to just--get ready for it. Its a big plan."

Enough stalling. Its show time. Nyree took a deep breath before placing her finger tips on the metal surface. She reached inward, drawing and pulling for her inner strength, that same intuitive guidance that had helped her place score after score to maximize profits beyond the wildest dreams.

"Ok, first things first, we don't inject credits into the businesses and we don't just hand cash to the people," she began, "We fund their education. We need more educated workers to move the econ engine forward. Thanks to our refugee and slave redemption program we have access to some of the cheapest labor on the market, right? Great, now all we have to do is train them. I know a guy, I can help fund this. We make our labor cheap and our workers educated, we can draw new business in that will revive our economy and allow those workers to buy from the businesses already here. Plus, the businesses already here? They benefit from first pick of our cheap labor." Nyree tapped her finger on the surface of the table, "The Coins are more than willing to help steal--I mean, liberate--more slaves to increase this cheap labor pool and to coordinate for raw material acquisition for or native businesses. But," she looked around, the world was sorta swimming and it nearly made the girl want to keep over right then and there. The tremendous effort it took her to remain upright was ungodly. "I'mma need a squad to roll up with it. Anyone ready to be a real homie?"

As expected, others deigned to join the gathering, though the Wonderworker didn't recognize any of them in particular. Perhaps he'd seen them hither or thither, but it was difficult to keep track of all of the many agents scattered throughout the organization, and ultimately many of them didn't possess exceptional identifiers to their personas. That was for the best, of course, because it meant that they could be utilized in a variety of roles. The masked man contemplated the advantages and disadvantages of such a course for a moment or two, listing them out in his head as if though he were having a particularly private conversation. He returned his attention to the matter at hand when the meeting began in earnest.

The Miracle Maker idly twiddled a finger back and forth within the rodent's cage at his side, stroking the wretched creature's fur as he contemplated every sentence uttered by both his compatriots and their opposition. The more dignified of the two women identified herself as Annasari Annasari and seemed to take the lead in the discussions. Following her introduction, she invited the dignitaries to make their requests, and they began quickly -- they were organized. They spoke of invigorating the economy through what were certainly stimulus plans and what sounded like grants for education revolving around engineering. They promptly followed up on that request with another, though this one was directed more towards the method of governance employed by the Agents.

Annasari passed the proverbial ball to her associates, allowing each of the Agents to speak on the matters if they desired. The masked man nodded his appreciation for the act, but remained ultimately silent, choosing instead to wait until at least one of the more experienced members of the council had been given the opportunity to present their ideas. After all, the Miracle Maker was a newcomer to his role as a diplomatic functionary, and he didn't intend to blindly rush into the ordeal without careful consideration of what others had already learned from their tenure.

Nevertheless, he found himself disappointed in the proclamations of one of their number. The one associated with the Coins -- the financial arm of the Agents -- seemed altogether too unprofessional for his tastes. There was nothing inherently wrong with lighthearted banter and conversation, but it seemed as if though they'd lost themselves in intemperance. In contrast, the young fellow who had joined them last of all seemed far more composed and respectable, at least in his adornments and decorum. Richard deWinter Richard deWinter

There was talk of liberating a number of slaves for use as cheap labor. While it was true that it would provide workers for different business organizations, the Wonderworker couldn't help but question where they would find food for those new persons, or where they would be housed. Would they remain slaves, or would they be given some provisional citizenship? If they were granted rights, then would they potentially choose to abandon the project of the Scintilla? He remained quiet, not wanting to disrespectfully countermand an ally's plan, especially given his subordinate position, but he hoped that one of the seniors might question the validity of the economic plan.


"It may be reasonable to establish systems of self-governance. Dividing the Scintilla into portions which could elect their own mayoral or managerial leadership would mean that we could re-focus our efforts to more external matters, and simply provide oversight over the people here." He began, leaning forward and placing his full attention on his allies. "At that point, the leadership could instate local constabularies to deal with criminal threats and maintain peace. In our new position of oversight, we could instate regulations whose adherence would lead to benefits. He directed a finger to Nyree Justice Nyree Justice . "That is to say -- these sectors would be capable of self-governance beyond a few established and concrete laws, but their obedience to optional regulatory provisions could be rewarded with economic stimuli, educational grants, and so forth."

Having concluded his presentation, the Wonderworker returned his attention to the opposition dignitaries. Curious as to how they were taking the meeting thus far.
