Coruscant.

0.0.0.

The center of the universe. The cradle of the Galactic Alliance.

Of democracy.

A planet- a city- with many stories. But today we focus on one in particular.

An alliance, between two very unlikely figures. Lehvi Vass Lehvi Vass , lor pelek- Jungle Master- of the Al'Hari Federation of Haruun Kal. Through sheer force has will, driven by dark premonitions, he has united the squabbling Korun Ghôshs- or tribes- into the dominant political entity. But he understands that he has now that he has won the war, he must win the peace.

Which brings us to Rulonom Laborr Rulonom Laborr - Senator of the Trade Federation, more than a mega corporation- an institution in itself. Pragmatic, calculating, and profit-driven, through his prudence, the fortunes of the Federation have risen.

Now, these two unlikely political bedfellows meet to solidify a partnership that will change the fortunes of both parties for generations to come....

-------------------------------------

Lehvi entered the Senate conference room- a suite often utilized by Ambassadors- flanked by one his clansman, an Akk Rider.

"Is everything set?", he quered. Receiving a grunt in the affirmative, he nodded in satisfaction.

"Find Senator Laborr and escort him in. His office said he should be along shortly."

A cold and calculating glare behind armored googles followed as the Senator for the Trade Federation received reports from various officials ranging from the most trivial economic report to the implementation of a federation friendly government. With the Director of the Trade Federation Gat Tambor working underground to gather the remaining assets within former New Imperial Order/Empire space that had been left vulnerable due to their collapse. It came to the Board of Trade and specifically Laborr to manage the immense holdings within alliance space to make sure they were running with peak efficiency.

He would have stayed there all day if not for a reminder from one of the skakoan engineers that he was to meet with the Al'Hari Federation Represenative Lehvi Vass once again to go over the trade agreements set up during the Hapan Conference in much more detail. Moving forward towards the aforementioned suite within the Coruscant Senate Building that was used by senators to formulate agreements and discussions without a formal session issued by the Chancellor.

The Skakoan made it halfway there until someone had been sent to find him, motioning them to follow into the room flanked by some neimoidian trade officers.

"Ah, Mr. Vass. It is a pleasure to meet you once again. I trust that the Al'Hari Federation is ready to begin proper negotiations."

Lehvi nodded shortly. "Indeed."

Reaching to his side, he activated a holo projector, scaled to Haruun Kal.

"As we discussed, we are seeking your expertise to build out the infrastructure to create a navy."

"Before we get to the incentives, I wanted to talk about the main obstacle we'fave. There are a number of metal-eating and silicate-eating fungi ubiquitous to Haruun Kal, making it nearly impossible to build infrastructure in most part of the planet; portaak amber resin can stop growth, but it's far too valuable- and it's simply not cost-effective to continuously apply it daily. Additionally, it would be disastrous from an environmental perspective."

He pressed a button, and a large facility appeared in high orbit.

"To get around it, we are proposing an orbital shipyard. Do you think it's feasible?"

The Skakoan glanced at the holographic map of Haruun Kal as the Al'Hari Represenative explained about the particular problem facing the development of infrastructure. Certainly these metal eating fungi native to the planet would pose a problem but the people of Haruun Kal had a solution in the form of portaak amber resin. However it was considered 'valuable' to the people and thus could not be mass produced in addition to the concern about the environment. The Trade Federation could not be held back by concerns about the environment as industrial progress outweighed anything of that nature from affecting production.

The Skakoan was less than impressed before a holographic image of a orbital shipyard came into view. The Trade Federation had considerable experience in building such facilities and thus knew when to cut corners when necessary's to save profit. And thus the proposal was considered feasible.

"The construction of an orbital shipyard is well within the range of feasibility. Of course the station would have to be staffed with federation engineers to make sure everything was up to galactic standards." The Skakoan explained thinking about how the station might be captured one day and the federation would have to recollect the investment from the invading power.

Lehvi clapped his hands. "Excellent. Let's get down to the details."

"To help finance construction of the orbital shipyard, recoup any losses, the Federation is willing to lease a large plot of land for a period of fifty years. This plot of land is fertile, and can sustain growth of portaak, brassvine, glass-fern, jinsol, thyssel, and lammas. They all have been extremely profitable exports in former Confederate space, particularly jinsol- a plant-based spice- and lammas- highly malleable, and the Core Worlders find...aesthetically pleasing, and 'exotic'."

"Additionally, the Federation will grant mining rights of ultrachrome for a period of twenty years, in a particularly profitable vein, to recoup any losses." He motioned over the one his clansman, who was holding a strange shield.

"Now, ultrachrome has been used a starship armor in the past, but we have turned quite a profit on...alternative uses, which I shall demonstrate." Motioning to the guard, Lehvi unclipped his lightsaber and ignited it. Bounding across the room, he hammered the shield, multiple times from. multiple angles before stopping abruptly.

The shield was unscathed.

Stepping back, he turned off the blade and faced the Skakoan.

"The superconductive properties of ultrachrome allow it to reflect blaster-fire and slug-based projectiles quite effectively, and as you can see- incredibly resistant to lightsabers."

He coughed.

"As a side note, every Korun is Force-sensitive. My clan, Ghôsh Vass, are trained in the ways of the Force, and take on security missions for a fee. We would be willing to negotiate an extremely reasonable contract with the Federation through the life of the ultrachrome mining lease."

"Finally, we would give the Trade Federation preferential treatment as a trading partner, including elimination of tariffs, in perpetuity if and when the orbital shipyards are completed."

"The Federation asks few things in return. One, is that upon completion of the shipyards and repayment the Federation for the costs- which we estimate, with interest, would take about fifty years conservatively- they are owned and operated by the Al'Hari Federation. Second, through the life construction of the orbital shipyards, the Federation hires on more Korunnai engineers to as the project nears completion. We are currently in the process of sending our most promising minds all over the galaxy to university, so we see this a gradual process. Third, any Korun laborers hired on for any projects are given competitive wages and benefits."

Lehvi clasped his hands together.

"We made this contract to guarantee that the Federation makes a large profit, recoups the costs of construction, while solidifying an enduring partnership while providing the naval infrastructure to Haruun Kal in due time."

"Did you have any objections?"

The Skakoan Senator listened very keenly as the Al'Hari Representative explained that the Federation would be willing to lease a large estate for a period of fifty years which came with a wide verity of profitable materials to sell to outstanding buyers. Additionally they were willing to grant mining rights of ultrachrome for a period of twenty years as an upfront investment to recoup any losses occurred by the construction of the Orbital Shipyard, and the hiring of mercenary assistance for a small fee. It seemed they even wanted to reduce tariffs on Trade Federation imports in perpetuity when the orbital shipyard was completed.

Senator Laborr understood that this deal was too tempting to pass up on but also gave him some pause. No system in their right mind would be willing to hand over so much to a megacorporation given their predatory nature when it comes to business' dealings. He was much more interested in what the Al'Hari wanted in return which was also explained after some time. They wanted ownership of the Shipyards once it was completed and the hiring of native population to serve as apart of the construction team. But organics were hardly able to complete the complex tasks of naval engineering that was required like droids could.

"While your demands are reasonable I am bound to the letter of the law. The Trade Federation must hire professional engineers to complete the orbital shipyard and thus we can't hire any inexperienced persons of interest onto the project. There is a way to get around such strict standards if they signed a wavier to protect our business'." Laborr said after some time of thinking, using the law when it came to his own benefit was only natural.

Lehvi frowned. Ownership was a non-negotiable point for the Council- and a single, prime contractor meant uniformity in development and upkeep of the yards.

"I understand the need that it's necessity to adhere to a standard of construction for the shipyards. To be clear, we are not advocating for our engineers to work alongside yours from the start of the project; rather, we would prefer they begin after completion of the prerequisite postsecondary education and certifications that would allow them to work alongside, and in time, take over from your engineers. The first round of engineers should be full trained in approximately 3-5 years, with cohorts staggered out every year thereafter."

"Are you sure that that cannot be done? We see a roadmap to ownership of the shipyards as a non-negotiable."

The Al'Hari Representative was clearly displeased with the previous statement issued by the Trade Federation Official on the hiring of professional engineers instead of native population like they wanted. They explained that they understood the need for strict standard of construction for the shipyards and were not advocating for their people to work alongside his during the project but rather after the completion of required education then take over the project near completion with an estimated 3-5 year road map put forward for complete transfer of ownership.

"Since I value both of our times, Mr.Vass. I would be willing to compromise and sign a two year ownership deal with the Al'Hari Federation. The Trade Federation would own the station for a period of two years to make sure everything is functioning properly. After such a time frame the station would automatically revert back to your planet's ownership." The Skakoan explained towards the man, offering quite an illusive deal.

"Indeed."

Lehvi tapped on a screen, bringing the agreement up, and altering it accordingly.

" Well, I believe that if ownership of the station is automatically and irrevocably transferred to the Federation in two years- and should there be any issues that could not be addressed in the two year window, we would take it on- we would be happy to honor the agreements to finance the construction of the shipyards, as discussed previously."

He motioned for two copies of the agreement to be brought before him.

"I believe that this could be the beginning of a fruitful partnership, and I appreciate you taking my words to heart on Hapes through these negotiations, Senator- the Korunnai will never submit or allow themselves to be exploited by outside powers, ever again."

He signed the copies, and pushed the pen over to Laborr, the underlying message hanging in the air.

The Skakoan Senator reached for the pen; signing the documents as requested. There were lots of things that could happen to the station within those two years any number of accidents or delays would considerably affect the ownership transfer even if the Al'Hari Federation had capable engineers to handle such tasks.

"I believe this discussion has come to a close. I'll take my leave for now." The Skakoan said offering a small bow before departing outside the doors before another word could be said between them.

Lehvi bowed, a small smile on his face as Laborr signed and exited the suite.

It was done. A state of the art, orbital shipyard. The infrastructure was the first step in being able to construct the Al'Hari Navy. The incentives were high, but hopefully it would yield a fruitful relationship with the behemoth that was the Trade Federation. If not...

...Well, then heads would roll. Literally. The Korun had driven a galactic superpower off of Haruun Kal; if the Trade Federation thought that Haruun Kal being slightly less technologically capable equated with a lack of savviness or (literal) killer instinct, they wouldn't be the first to make that assumption about the Korun.

"Salud", he whispered as he sipped some champagne.

FIN.
