  • Description: The Outer Rim Vanguard is an organization founded by the cooperation of multiple worlds in the Outer Rim for the purpose of joint defense, and the preemptive strike against threats that might arise to neutral planets across the Outer Rim. Operating as a paramilitary organization, the Outer Rim Vanguard does not serve any one planet, instead focusing their efforts on protecting as many worlds as they can with whatever resources they can get their hands on. Membership is made up of an all volunteer force, and receive extensive training from special forces commandos spread out across various Outer Rim worlds. Led by an elected Supreme Commander, the Outer Rim Vanguard serves as many worlds first, and only, line of defense against the growing chaos in their region of the galaxy.

Beyond their control of this location, the Vanguard do not maintain any territorial possessions, operating as a mobile force. They work to maintain strong ties with planetary governments to ensure the ability to lead coordinated efforts across the Outer Rim.

  • Hierarchy:
    • Supreme Commander: As a military organization, a central authority figure is needed to make executive decisions and lead the greater organization. The Supreme Commander acts as this voice within the Outer Rim Vanguard, and is the elected leader and official face of the organization. Elected by the various Force Commanders, the Supreme Commander operates primarily from Fort Horizon, though will occasionally journey across the Outer Rim to provide support and leadership to the various Vanguard detachments.
    • Force Commander: Force Commanders act as both military leader and political figure within the Outer Rim Vanguard. Each Force Commander is a veteran soldier of past wars or recent conflict with a proven ability to lead others in battle. Most often serving onboard the flagships of the various Vanguard fleet elements, the Force Commander is often the supreme authority for their region of the Outer Rim.
    • Strike Leader: The Strike Leaders are the line officers of the Outer Rim Vanguard, supporting their Force Commanders and leading individual detachments of troops and ships under the Force Commanders. Experienced soldiers, Strike Leaders are figures of heroic legend, leading their men from the front, and serving as an example for others to strive towards.
      • Shock Leader: A subset of the Strike Leader rank, the Shock Leader are the commanding officers of the elite detachments of the Outer Rim Vanguard. Often deployed well ahead of any other Vanguard forces, Shock Leaders and their troops operate as guerilla warfare experts, and are the most common force seen fighting alongside the Jedi of the Outer Rim.
    • Troop Leader: The Troop leaders serve as the lowest ranking officer within the Outer Rim Vanguard, These officers lead squads of soldiers on the ground, and act as disciplinarians to ensure the sometimes ragged and varied forces that make up the Vanguard work in sync with one another.
  • Membership: Rough estimates place the membership of Outer Rim Vanguard forces in the low tens of thousands at their peak, though several recent battles have seen a fluctuation in this count. Membership within the Vanguard is overseen by recruitment officers spread out across the Outer Rim. The Vanguard only accepts volunteers to join their efforts, and these volunteers must go through a rigorous physical and mental exam. Specialist positions are assigned to recruits based on an aptitude and background check, and those showing signs of command are enrolled in an officer academy that takes place at Fort Horizon.
  • Climate: As a military organization, the Outer Rim Vanguard attempts to maintain a strict discipline across their ranks, though given the disparate nature of their forces and the wide range of backgrounds of the recruits, a rowdy comradery can also be found, especially among the Shock elements of the Vanguard. Every effort is made to ensure that every member of the Vanguard is given the equipment, training and support needed to survive in the organization, and a sense of duty and brotherhood exists across much of the organization, uniting the various elements to their cause, though not necessarily with the same mentality.
  • Reputation: The Outer Rim Vanguard is still seen as a rising force across much of the Outer Rim. Their existence going back less than a decade, the organization is still making efforts to prove they are capable of doing the mission they have set out to do; protect the Outer Rim and its people from threats both internal and external. Some worlds view the Vanguard as a enlightened and honorable force, fighting the good fight and doing what others cannot, or refuse to do. Others see them as a band of idealistic fools, destined to fail or turn into the very threat they are seeking to stop. The overall reputation of the Vanguard due to these extremes remains largely neutral.
  • Curios: No single uniform exists across the Outer Rim Vanguard especially given the wide range of species and worlds recruits come from. The only uniting symbol is the double supernova emblem of the Outer Rim Vanguard, which can be worn as a patch, a piece of jewelry, or even a tattoo depending on the various recruits preferences and their Force Commanders oversight.
  • Rules:
    • The chain of command is adhered to if at all possible, though at times individual initiative is encouraged.
    • Lethal force is only authorized for use against known and clear threats against planets within the Outer Rim and beyond.
    • The Outer Rim Vanguard is not a local law enforcement organization; it may provide aid to planetary governments suffering under the grip of pirates and other criminals, but cannot dispense justice or conduct trials.
    • Looting any planet, city or settlement is cause for immediate imprisonment within the Vanguard, and the offender will be striped of all rank and title pending trial, and likely extradition, to the governing body they have harmed.
  • Goals: The Outer Rim Vanguard, as a whole, seeks to establish a sense of order and security for the people of the Outer Rim. With no overarching interplanetary government to provide protection, and the threat of piracy and darker forces, such as the Sith, on the rise, the Vanguard have set themselves the task of being the shield of the worlds often left forgotten by the rest of the galaxy. Their primary goals include, but are not limited to:
    • The elimination of piracy from the eastern Outer Rim and Scar Worlds regions.
    • The defense of independent worlds from the growing Sith threat across the galaxy.
    • Ensure efforts to rebuild the Scar Worlds and other Outer Rim worlds can continue unhindered.

HISTORICAL INFORMATION
The Outer Rim Vanguard traces its origins back to the planetary defense force of Teth. Long an independent world in the Outer Rim, the people of Teth appreciated their isolation as other worlds near them suffered in the wake of the Outer Rim's chaos. This isolation was shattered when refugees from Lirra came to their world. The people of Teth initially did not want to allow the refugees access to their world, but in time the refugees were brought down to the surface of Teth. They spoke of a band of pirates that were plaguing their homeworld, killing and pillaging at will. In a move that broke their years of isolation, the defense forces of Teth went to the aid of Lirra.

This act is marked as the official beginning of the Outer Rim Vanguard. Representatives of Teth and Lirra, following the liberation of the world, agreed that a force capable of aiding other worlds in need was necessary. They asked for volunteers from their respective populace to join this endeavor, and provided the funding to get the organization off the ground. The Outer Rim Vanguard was officially founded with the Declaration of Defense, and it has since grown to have representation on many worlds, and the military capability of the group has grown as more funding and support has filtered their way.

In recent times, the Outer Rim Vanguard have begun to work in conjunction with the Jedi Enclave of Eadu, an extension of the New Jedi Order operating in their region of space. Both groups have similar goals, though the more militant foundations and goals of the Outer Rim put them at odds at time with the Jedi, this cooperation is seen as beneficial by both groups allowing them to help more people in need. Time will tell if the Outer Rim Vanguard will continue to grow, or fall to the annals of history as many suspect they will.

You've got a link to the Chaos map, which is a cool touch, but please include a Wookepedia link to the planet as well.

Membership Roster will be created in a faction forum discussion.
This will need to be changed. From the Codex Rules (General Submission Guidelines):
  • Do not place links in submissions to threads that are within the Archives or anywhere that cannot always be publicly viewed. (Ex. Faction Groups/Google Docs/Etc)
What you could do, for example, is make a blog or article to keep a member list only.
