Within the Dark Council Chambers on Korriban after the Clockwork Invasion was repelled...
Like any other day in the life of a Dark Councilman, Darth Voracitos had one of the dullest days he's ever had to endure; and being as large as he is, that is difficult to do. One idiot from time to time was difficult to deal with alone, but eleven of them? That was truly degrading on the fat man's psyche. Every day they had a new topic to yell at one another about and reach no conclusion. If Voracitos really wanted to make all the decisions (which he did of course), he'd do it without a Council that did nothing. At least allow him to wear ear protection, and a healthy lunch until they blew all their steam.
At any rate, the heavy man was leaving the Chambers of his nuisance of a domain, to return to his capital of Lorrd. Whatever it was, today he just felt like he was going through the motions with these idiots who called themselves Sith Lords and whined literally like a toddler if Voracitos ever offered the idea a non-sith a seat on the Council, in the place of one of the more annoying of Councilmen. Then a thought occurred to him. There was other Sith in the Empire that he knew from other encounters from time to time, whose opinion and time he could appreciate more than he could ever appreciate these fools. Who even put them in power anyway? Voracitos never agreed to it, at least, he didn't think so.
From these insidious thoughts, formed an idea in the Darth's head. Was he not the Head of the Dark Council? Was he not, appointed there by the Empress? Who then, gives the other components of the Dark Council Authority? It was he then, who allowed their rule. What was more embarrassing to Voracitos, was that technically in the days of the Triumvirate, it was he who organized the structure of the Government, before Moridin's rise. Moridin must have been far too busy to notice them, and for due reason, these Sith were terrible at their jobs. Voracitos would have to find the fool who forgot to mention the Dark Council to him when he was a Pillar.
That would come later however, as he ordered a Slave in his quarters to write a message to an assortment of individuals.

You all know me as Darth Voracitos, Pillar of Knowledge, and Head of the 'Dark council'. It has come to my attention, that the Dark Council has become inadequate in its current state. I have no idea, how it has been allowed for it to reach this point of utter foolishness, but I propose a plan. Currently, those who are not Sith, are not admitted into the Council upon the majority's consensus; I will have you know that I am part of the minority of that vote. The job and role of the Dark Council demands for a new enactment, and I am to be the author of that bill.
My proposition to you all is that these eleven so called, 'Councilmen' need to go. Their replacements you ask? You. You are called in here because I believe you possess the qualities necessary for me to formulate a proper Council. You shall help me formulate and create a more able-body system of Government, capable of serving the Empire to its fullest capacity. There will be others that shall join us, but for now, I need only your presence in leading the Empire in the correct direction. Once this is established, then the Empire has been improved tenfold.
I expect your company as soon as you are able, to discuss you're ascension into the Dark Council, and to the organization of the Empire as a whole.
