  • Organization Name: The Al'Har Federation.
  • Classification: Governing body.
  • Affiliation: Ghôsh Vass is a founding member of the Federation; otherwise, currently unaffiliated with any particular character, faction, government, company or establishment.
  • Organization Symbol: The Four Star Sigil, representing the Four Pillars of Korunnai society: Honor, Duty, Family, Herd. [OOC: Just the cardinal directions]
  • Description: To represent the interests of Haruun Kal on the galactic stage, manage it's resources, create a forum for problem-solving among the disparate Ghôsh and corporate entities residing on Haruun Kal, pool the resources of Korun and Balawai alike to solve long-standing systemic issues, and avoid exploitation from the larger galactic powers.

  • Headquarters: The seat of the Federation is located at the capital of Haruun Kal, Pelek Baw.
  • Domain: The Federation, officially, lays claims to the whole of Haruun Kal, and represents it's interests in the galaxy. Unofficially, as the first democratically-elected body in the history of Haruun Kal, there remain pockets of skeptical Ghôsh that have refused to join the Federation. In the near future, the Federation strives to create a Navy to better regulate trade moving through the Al'Har System.

  • Hierarchy:
    • The High Council: The Federation is composed of a unicameral legislature, deemed the High Council. The Council is composed of approximately 100 Ghosh, or tribes. The Councillors are voted in by their respective Ghôsh, and serve 6-year terms. The Council passes legislation, and provides oversight to the corporate entities on Haruun Kal. The Council, with a 3/4 majority, can override, or recall any sitting lor pelek. The High Council takes on the responsibilities of the lor pelek in the interregnum periods when a lor pelek has not been chosen.
    • Lor Pelek: The head of state, the term lor pelek means "Jungle Master" in Korunnal. The Lor Pelek was historically recognized for his or her unparalleled combat prowess, wisdom, and bravery. There is only one lor pelek within a generation. A lor pelek is not elected- rather, should they are tested in ritualistic Korunnai fashion- left to fend for themselves in the jungles with nothing but their own wits for one standard year. The lor pelek, unlike the the legislature, are appointed for life. They have the duty to Federation law, commander-in-chief of any military assets, with the power to either approve or veto bills passed by the council(although their veto can be overiden by a 3/4 vote). The lor pelek appoints Ministers to execute Federation law.
  • Membership: The Federation governs approximately 8 billion sentient beings. 96% of those sentients would be classified as Human, 4% Non-Human. Any are welcome to join the Federation, provided they follow all Federation law.
  • Climate: The Federation is a relatively new entity on the galactic stage. They are wary of the larger galactic powers due to a history of exploitation of Haruun Kal's resources and people. However, the Federation is open to dialogue, and particularly interested in trade.
  • Reputation: The Federation is seen a curiosity at best- a new government on a middling Mid-Rim world, where etching out a life would be difficult.
  • Curios: The Federation represents the unions of the Ghôsh of Haruun Kal; each Ghôsh has a sigil. For example, the sigil of Ghôsh Vass is the akk dog.
  • Rules: The Federation is bound by a Constitution- the Al'Har Pact. The Pact creates a framework that transitions Haruun Kal from a patchwork of warlords, into a functioning society, bound by laws and the public good. However, it honors Korun culture by creating a government based on the central tenets of Korunnai, known as the Four Pillars: Honor, Duty, Family, Herd.
  • Goals: The immediate goals of the Federation are to create a functioning to government to create better outcomes for Haruun Kal, and to better organize themselves against predation from outside powers. In the medium/long term, to create a fleet to better regulate trade within the Gevarno Loop.

HISTORICAL INFORMATION

Haruun Kal- a world defined by strife and struggle. The ever-present metal-eating and silicate-eating fungi- only held back by rigorous application of portaak amber- made civilizing the planet a costly endeavor. Covered by a sea of toxic gases brought to the surface by volcanic activity, only the landmasses that reached into the atmosphere could support life, and thus it was high in these mountains and plateaus where native life evolved. One landmass held the totality of civilization- the Korunnal Highlands.

The natives of Haruun Kal were the Korunnai- unremarkable humanoids in every aspect, except that every Korun, without fail, was born with the ability to touch the Force, or pelekotan. The Korunnai organized themselves into clans- or Ghôsh. Some anthropologists surmise this phenomena was the result of Jedi crashing on the planet during the Great Sith War, and the Korun descended from those survivors. Other surmised that the ability to touch the Force- along with a tolerance for the noxious fumes enveloping the planet- was an evolution, meant to allow the Korun to master their hostile environment.

Throughout their history, the Korun were in conflict with offworld- or Balawai as a catch all term. The Balawai- be it independent prospectors, settlers, or corporate entitities- harvested the jungles for spices, fauna, and wood, and the mountains for ultrachome deposits- a silver, super-conductive metal used on starships, immune to the metal-eating fungi, and incredibly lightsaber resistant. The wanton use of the land brought them into constant conflict of the years, with the most notable conflict occuring during the Clone Wars, dubbed the Summertime War.

The cyclical conflicts would come to a head with the rise the Ghôsh Vass. Powerful and cunning, the Vass eschewed the nomadic livelihoods of the Ghôsh, seating themselves at the capital, Pelek Baw. There, they acted as protectors, gaining the admiration and gratitude of the Balawai. Additionally, they often dealt with other factions, offering their warrior's services in exchange for technology and arms to forcibly expand their reach across Haruun Kal and "civilize" the planet. However, The Vass's mass conversion to Ashla following the Omega Sith War led to tension among the secular Balawai, and even some other Ghosh.

Taking advantage of the natural state of things, the Confederacy of Independent Systems invaded Haruun Kal. While outside powers setting their sights on Haruun Kal was not unheard, the goals of the Confederacy was not to pillage the world of it's resources- rather, they viewed the native Korun was as cache of recruits to replenish the Obsidian Knights, the Confederate Force Order. They saw the Korun as a breeding ground, a never-ending pool of disposable shock troops. The CIS pre-emptively assassinated Ghôshs perceived to be impediment, and Haruun Kal was subsequently garrisoned by the Obsidian Knights.

The Vass, in the shadows, sent envoys to Ghosh across the Highlands. We've always outnumbered the Balawai, the envoys argued. We outnumber the invaders. So why do we war against each other? Why do we make ourselves weaker?

This tension would come to a head when the Confederacy of Independent System's grip on Haruun Kal weakened, as their government vanished seemingly overnight. Fearing the ambitions of Ghôsh Vass, the Balawai- with a number of Ghôsh- launched a pre-emptive assault on Pelek Baw, the seat of Vass power, igniting a bloody civil war. Taken off-guard, the Vass fought the initial stages of the war into a bloody stalemate before their allies, seeing the opportunity to curtail the power of the outlander Balawai once and for all, joined their ranks. Overwhelmed by a united, organized Korunnai fighting force, the Balawai quickly surrendered. Turning their attention to CIS remnants, the fledgling Federation swiftly nationalized their assets and expelled the Confederacy, once and for all.

With peace firmly in it's grasp, the Ghôshs descended upon Pelek Baw for a constitutional convention. Over the course of three days, after much argument and compromise, the Al'Har Pact was ratified, and the Al'Har Federation was formed in 897 ABY.
