Designed in the early days of Naboo's consolidation, by King Kodo I, Evenfall is the ancestral heart of House Ee'everwest, and one of the oldest and continuously occupied noble residences on the planet. Spanning over eighteen acres of cultivated terraces, sacred groves, and vine-covered courtyards, Evenfall is more than a private home — it is the governing seat of Velisia. From within its marbled halls, Alora Ee'everwest oversees the city's operations, presides over civic matters, and steers the family's political and humanitarian legacy with a steady hand. Council meetings, diplomatic receptions, and judicial reviews are all conducted within the estate's upper galleries and court salons. Despite its exclusivity, Evenfall is not closed to the people. In keeping with House Ee'everwest's tradition of stewardship and transparency, the estate opens its gates to the public during four ceremonial festivals each year — most notably during the Festival of Glad Arrival, when citizens are invited to walk the estates fifteen ceremonial groves, attend classical performances in the Water Theatre, and offer prayers beneath the flowering arches of Shiraya's Garden.

THE BASILICA OF SHIRAYA​

The Basilica is largest temple on Naboo devoted to the moon goddess Shiraya, patron of prophecy, rebirth, and spirit — patroness of House Ee'everwest. CATACLYSM MEMORIAL SITE​

Once a secondary estate of House Ee'everwest's cadet branch, House Sal-Soren, this Estate was obliterated during the Cataclysm, an event that saw a large Nether-rift tear through parts of Naboo. Rather than rebuild, it was decided by House Ee'everwest and Sal-Soren to gift the land to the city — commissioning its transformation into a solemn memorial garden and park. White lilies bloom from the soil where ruins once stood, and a large stone tablet sits in the center, naming every life lost in the disaster — noble, civilian, and offworlder alike.

VENA VINEYARDS​

The crown of Velisia's agricultural legacy, the Vena Vineyards, sweeps across the terraced hills beyond Evenfall, producing the famed Blossom Wines and Twilight Reds that are prized not only across Naboo, but the greater Mid and Inner Rim. Established in 150 ABY and cultivated under the careful hand of House Ee'everwest, the vineyard's bounty has long supported humanitarian missions, public works, and recovery efforts in times of crisis. Velisia Starport might not be as grand as Theed's central hub, but it is no less distinguished, nor is it less important. Situated within the Silver Trace district, it serves as a quiet but vital gateway for diplomatic envoys, noble vessels, regional trade ships, and most importantly, the steady flow of House Ee'everwest's prized wines, making sure they make their way to connoisseurs across the stars. Built under the patronage of House Ee'everwest centuries ago, the starport features mid-sized landing platforms, stone terminals, and underground hangar facilities. Operated day-to-day by House Sal-Soren's Port Authority under the aegis of House Ee'everwest, every arriving vessel faces careful scrutiny, with security protocols that protect both diplomatic privacy and public safety without causing a stir.

The starport is also often used as a departure point for humanitarian missions and cultural delegations, many of which are funded or coordinated through House Ee'everwest's various long-standing philanthropic programs. Additionally, a private annex is accessible to esteemed guests of House Ee'everwewest — including high-ranking officials, and other noble families, connecting directly to the Crescent Heights district. From here, dignitaries can travel to Evenfall or the Basilica of Shiraya in a matter of minutes, bypassing public thoroughfares entirely.

Lake Varyllis​

Framing the southern edge of Velisia, beneath the Crescent Cliffs, Lake Varyllis is a tranquil, crystalline expanse that draws thousands each summer to its serene shores. Known for its glassy waters, mirrorlike stillness, shaded promenades, and flower-draped villas — the lake is a popular holiday destination during the warmer months, where locals and offworlders alike gather to relax and offload their woes. In ancient times, the lake was called Virellien, and by some, it was believed to be the resting form of Varu'theil, son of the moon goddess Shiraya — a forgotten god of reflection, mercy, and memory. Built atop fertile highlands overlooking Lake Varyllis, the city became the ancestral seat of House Ee'everwest, who cultivated both the land and the civic institutions that shaped the region. Over the centuries, Velisia flourished into a bastion of stewardship and refinement — known for its humanitarian legacy, spiritual centers, and carefully preserved agricultural wealth.

During the Nether Cataclysm, Velisia served as a critical outpost for relief efforts across southern Naboo. The city's granaries fed thousands, and House Ee'everwest's infrastructures became vital conduits of aid. In the wake of this tragedy, a secondary estate once held by the cadet branch, House Sal-Soren, was transformed into a Memorial Site for the victims of the Cataclysm — a sacred garden and remembrance park funded by both branches of the family to honor the fallen.

However, on the day of its opening, the memorial was the target of a devastating attack by a radical anti-Force group known as The New Way. A biological virus was released into the crowd during the dedication ceremony, infecting dozens and claiming multiple lives before containment measures were enacted. Though many recovered, the emotional and political scars left by the event ran deep — especially after it was revealed that Baros Sal-Soren, the patriarch of House Sal-Soren, and a long-serving advisor to several Naboo Queen's, had secretly founded and run the operations of the New Way in secret, for years. Though he had lost control of the movement long before the attack, the revelation fractured public trust in the cadet branch, sparking scrutiny that still lingers in certain political circles.

In the time since, House Ee'everwest has worked tirelessly to restore their reputation — doubling down on transparency, public works, and humanitarian outreach. Under Alora Ee'everwest 's leadership, the family and the city has once again begun to rise as a symbol of measured governance and virtue. Yet whispers remain in the quieter halls of power — reminders that even the most pristine legacies can be touched by shadow, and that no lineage, no matter how gilded, is without its reckonings.

  Preamble​

  We, the sovereign citizens of the Royal Naboo Republic, in recognition of our heritage, commitment to democracy, and dedication to peace and prosperity, do hereby establish this Constitution. As stewards of Naboo and the Southern Systems, we uphold the principles of justice, self-governance, and unity under the blessings of Shiraya.
  
  Through the Royal Assembly and the Royal Accords, we affirm our commitment to the sovereignty of member worlds, the abolition of slavery, economic development, military cooperation, and the defense of our Republic from foreign exploitation, Sith influence, and authoritarian rule.

  Section I: System of Government

  The Royal Naboo Republic shall function as a constitutional monarchy with a representative democratic system of government.
  
  I. The government shall be composed of two primary governing bodies:
  
  • The Monarchy, serving as the Head of State.
  • The Royal Assembly, serving as the legislative body.
  II. The Royal Accords shall serve as the legal foundation of the Republic, ensuring that all member worlds maintain self-governance while upholding the core principles of democracy, justice, and sentient rights.
  
  

  Section II: Membership Rights and Requirements

  Worlds seeking to join the Republic must adhere to the fundamental values of the Republic.
  
  I. Member worlds retain the right to self governance, but must ensure:
  
  • Democratic governance and protection of sentient rights.
  • Abolition of slavery and systemic oppression.
  • Freedom of speech and equal representation.
  • Commitment to interstellar cooperation.
  II. Any world that engages in slavery, systemic oppression, Sith-Aligned (or other Authoritarian aligned) governance, shall be ineligible for membership.
  
  • The Royal Naboo Republic does not recognize governments that violate what are considered fundamental sentient rights and will actively oppose such regimes through diplomatic, economic, and, if necessary, covert support for democratic movements.
  • If a world's population seeks liberation from an oppressive regime, the Royal Naboo Republic may provide aid, intelligence, asylum, and any other material support to resistance movements working toward democratic reform.
  • In cases where systemic oppression persists, the Royal Assembly may authorize targeted interventions, such as economic sanctions, humanitarian assistance, and the use of force in extreme cases where genocide or mass enslavement occurs.

  Section III: Admission Process and Oversight

  I. Prospective member worlds must:
  
  • Demonstrate adherence to democratic principles and abolish policies of oppression.
  • Elect a senator to the Royal Assembly through fair and free elections.
  • Align their laws with Republic Standards.
  II. Worlds newly emerging from oppression or transitioning from authoritarian rule will be given Provisional Membership and oversight by the Royal Assembly.
  
  • The Royal Assembly will send a representative to monitor the progress of transition to ensure that Republic Laws are being adhered to before full Membership is granted.
  • If a world fails to transition and uphold the necessary reforms, provisional status may be revoked and further intervention considered.
  III. The Royal Naboo Republic reserves the right to defend and liberate enslaved populations in any prospective member worlds, in accordance with the Principles and Freedoms outlined in the Royal Accords.
  
  • Any member worlds attempting to circumvent Republic laws by maintaining slavery, genocide, or trafficking in Republic territory shall be met with swift and direct opposition, including:
    
    • Diplomatic pressure
    • Military enforcement
    • Other alliance-backed interventions

  Section IV: Recognition of the Order of Shiraya

  The Order of Shiraya shall be recognized as a religious and philosophical institution dedicated to the Force, peacekeeping, and the protection of the Royal Naboo Republic's people and member worlds. The Order may operate independently of the government, but must adhere to the Royal Accords and respect the laws and governance of the Republic.
  
  I. Members from the Order who choose to enter politics, seek legislative office, or serve in the Royal Assembly, must formally renounce their position within the Order.
  
  • Members of the Order of Shiraya shall not govern, hold political office, or exert direct influence over legislative affairs, upholding the principle of neutrality in state matters. However, Jedi may work as advisors, liaisons, and mediators for the Republic and its leaders, providing strategic counsel, intelligence, and diplomatic insight.
  II. Members of the Order of Shiraya may serve in the Royal Naboo Defense Forces, as either part of the Vanguard or the Royal Aces of the Navy, provided they undergo the same military training as other Non-Force sensitive personnel.
  
  • All members of the Order who choose to serve in the military are subject to the same chain of command of other personnel, regardless of the Jedi's rank within the Order.
  • Jedi who enlist must adhere to military laws, including the Rules of Engagement, Laws of Armed Conflict, and Code of Conduct.
  • Orders and directives from superior officers, regardless of their status as Jedi, are expected to be followed.
  III. The Order of Shiraya is granted a degree of autonomy, but in times of war, foreign invasions, Sith incursions, or other threats to the Republic, the Order and all Jedi may be called upon to assist in the defense of the Republic, regardless of enlistment status. In this event, Jedi may be expected to provide support in combat operations, the defense of key locations, strategic planning, and participate in the protection of civilians and vital infrastructure.
  
  • For members of the Order who do not wish to engage in combat, they may still be expected to serve in non-combatant roles, including field medics, evacuation coordinators, emergency response personnel, or expect assignments for humanitarian missions to provide aid and protection for displaced populations.

  Section I: Election and Selection of the Monarch

  I. The Monarch of The Royal Naboo Republic shall be elected by vote of the citizens of the Republic, from among the chosen candidates of the Royal Houses of Naboo, the princely families that form the planet's aristocracy.
  
  • To maintain a fair selection, all candidates must:
    
    • Pledge loyalty to the Royal Accords, the Republic, and uphold the letter of the law.
    • Be a recognized member of the Royal Houses of Naboo.
    • Have no known affiliations with Dark Side orders, cults, enemies of state, or hostile foreign entities.
    • Undergo the traditional name change once entering the selection process as a symbol of their commitment to the Republic and their transition from their individual interests to the service of the people.

  Section II: Term Limits

  I. The Monarch shall serve a term of four years, with eligibility for re-election indefinitely, should the people will it.
  
  II. No extension of term limits shall be granted, except in cases of wartime emergency as determined by the Royal Assembly.
  
  

  Section III: Succession and Regency

  I. In the event that a Monarch is unable to fulfill their duties, the Royal Assembly shall appoint an interim Regent until a new election can be held.
  
  II. The position of Monarch shall never be hereditary, but based on merit, leadership qualities, and will of the people.
  
  

  Section IV: Responsibilities and Expectations of The Monarch

  I. The Monarch of The Royal Naboo Republic shall serve as Head of Government until their term is finished.
  II. The Monarch shall:
  
  • Implement and enforce policies as voted on by the Royal Assembly.
  • Oversee defense, trade, and economic affairs.
  • Oversee diplomatic and interstellar relations.
  • May hold emergency wartime powers, subject to review by the Royal Assembly.
  • Retain limited executive powers, such as proposing legislation or overriding Assembly decisions in extreme circumstances.
  • Be accountable to the Royal Assembly and subject to removal by a two-thirds vote of no confidence.

  The Royal Assembly shall be the primary legislative body of the Royal Naboo Republic, responsible for enacting laws, shaping policy, and representing the interests of the Republic's citizens and member worlds.
  
  

  Section I: Composition and Function

  I. The Assembly is composed of Senators will be democratically elected through a free and fair electoral process from each member world of the Republic.
  
  II. Each Senator shall serve as a representative of their homeworld's population, advocating for their planet's needs while upholding the principles of the Republic.
  
  III. Senators may serve in the Assembly for a term of four years. However, unlike the Monarch who can be re-elected without limits, Senators may only be re-elected up to three times, for a maximum of twelve years of service in the Royal Assembly.
  
  IV. The Assembly shall convene at the Royal Palace in Theed, where members deliberate on matters of governance, trade, security, and interplanetary relations.
  
  V. Through the legislative process, the Assembly shall ensure that the rights, freedoms, and democratic values of the Republic and her citizens, are maintained and protected.
  
  

  Section II: Legislative Process

  I. Any senator may submit a bill for Assembly discussion.
  
  II. Bills require a majority vote to become law.
  
  III. If the Monarch vetoes an Assembly decision, a special Council will be appointed by the Assembly to review the decision.

  Section I: Justifications of War

  The Royal Naboo Republic is committed to peaceful resolutions and diplomatic engagement as the first course of action. However, when diplomacy fails and core values are threatened, the Republic has the right to defend itself and her member worlds, in such cases as:
  
  I. Self-defense or in response to an invasion.
  
  II. In the defense of member worlds or allies against external threats.
  
  III. Intervention against Authoritarian and Oppressive Regimes.
  
  IV. In cases where mass enslavement, genocide, or systemic oppression occurs, the Royal Assembly may authorize:
  
  • Economic sanctions against the regime.
  • Humanitarian assistance for affected populations.
  • Material and intelligence support to resistance movements.
  • Military intervention when all non-military solutions have failed.
  V. In opposition of a government that imposes or allows Sith teachings, tyranny, or other catastrophic Sith-Aligned and Dark Side ideologies.
  

  Section II: Military Conduct and War Ethics

  I. The Royal Naboo Defense Forces shall adhere to the Laws of Armed Conflict at all times, which prohibits:
  
  • The intentional targeting of civilian populations.
  • The use of terror tactics, chemical, biological, or Force-based weapons that cause unnecessary suffering.
  • The execution, mistreatment, or torture of Prisoners of War.
  • The destruction of cultural, historical, religious, educational, and humanitarian sites, including:
    
    • Temples, shrines, and religious institutions.
    • Museums, archives, and centers of historical significance or value.
    • Schools, universities, and other academic institutions.
    • Hospitals, medical facilities, and other humanitarian aid stations.
  II. Exceptions & Military Necessity
  
  • If such locations are being actively used as military bases, weapon stockpiles, or strategic command centers, and no other alternative exists, targeted strikes may be authorized as a last resort.
  • All reasonable efforts must be made to preserve civilian lives and infrastructure, including evacuation efforts, disabling of military threats, or targeted precision strikes, rather than full-scale destruction.
  III. Dark Side Institutions and Temples
  
  • Dark Side Temples and institutions are not granted the same protected status under this article.
  • However, these sites shall be subject to the 'Considerations for Vulnerable Individuals' of Article IV, Section II, Part IV.
  IV. Considerations for Vulnerable Individuals:
  
  • Children, acolytes, and other individuals found in any institutions, including those of Sith or Imperial leanings, who may be present against their will, coerced, or indoctrinated shall be treated as potential victims rather than combatants.
  • In the event of military necessity where children or vulnerable individuals may be at risk, every effort must be made to ensure their safety, including delaying strikes or implementing targeted rescue/evacuation protocols to ensure their removal from harm's way prior to any military action whenever feasible.
  • These individuals shall be provided with asylum, psychological support, deprogramming services, and opportunities to integrate into society.
  • In all cases, Commanders must prioritize non-lethal options and protect vulnerable individuals to the fullest extent possible.
  V. Accountability and War Crimes
  
  • Violations of these protections shall be considered war crimes under the Royal Accords.
  • Any individuals or military commanders found guilty of unjustified destruction of protected sites or civilian infrastructure shall be subject to prosecution by a High Tribunal for War Crimes.
