Starting territory for new major factions

If a minor faction is victorious in a rebellion, the winning faction has a choice between claiming the target hex or not. If they choose to claim the hex, they will get all the planets in the hex not already claimed by someone else.

So why can't new major factions that do not go the rebellion route start out with one hex, containing their capital, rather than just three planets?
 
The OCD side of my brain agrees with you 100%. On the other hand, Major factions that start up in theory have done less work than minor factions that succeed in a rebellion, so they get more reward. That's how i look at it anyway.

As noted above, it's an intended risk & reward inherent in a rebellion.

Nobody would do a rebellion if they could just request major and get a full hex.

Pretty much this. A Major Faction starting as a major faction by application are expected to show they can grow, while one by rebellion has shown they can grow AND deal with faction V faction Roleplays. Sooo it makes sense.

Yes and no. Sometimes a faction which could request major does it because they want specific planets held by a faction.

From there, you can grow, slowy but surely, until you're relatively close to another faction. At that point, you start rushing again, so that you surround the target, but only invade once. Deal with the counterstrikes quickly, then do a cloud break. Fill in the gaps, until they are utterly surrounded. At this point, they will probably surrender, but if not, simply make a dash for their capital. If you succeed, they will be severely weakened, and you can slowly pick them off, if they don't get recalled outright. From there, spread slowly, consolidating a massive power base. Make sure the outer border of planets is well defended. From there, go around the side of the galaxy slowly, until you encircle every other faction. From their, very slowly tighten the noose, making sure not to get to near to other factions. When a nation comes too close, strike for the capital, and repeat for their new one. With such a massive territory, you should be able to massively overpower them, and swiftly destroy them. From there, quickly began to conquer even more territory, until there is only you and a few other factions. Coming at them from all sides, use your large player-base to overwhelm them, crushing the last few factions mercilessly. At this point you will completely rule the entire map. The staff will then probably try and do something, but you bribe them to take no action. Finally, you shall rule the galaxy....

- Disclaimer - I totally don't intend to use this stratagem for the TE. At all. Totally.
