Some of the larger ship types (Dedicated Carriers and Flagships mostly) seem to have fewer squadrons than a ship from the old 2.0 system. This seems mostly a product of the increased size ships can be. A Support Light Star Destroyer could have 120 starfighters, or 10 squadrons. A 3,000 meter Dedicated Carrier can only have 10 squadrons. This seems a bit unfair for the new ships.
A dedicated carrier should have several more squadrons than that, and a flagship should have the capacity to have considerably more than just twelve. An old support Command Ship can have 168 fighters. That's 13 squadrons.
