The fall of Arage Bao’s regime and the subsequent intervention by the Sith Covenant have left the new regime stretched thin, focusing on repression tactics and military buildup as they establish the new order. However, the sheer size and discipline of the military have managed to keep most insurrections in check.

Most citizens are legally bound to the government through predatory employment contracts that keep entire families in servitude and poverty. The media is heavily censored, and speech is restricted. The government controls everything from production to the spaceports. You’d be hard-pressed to find even a dive bar on Humbarine that isn’t owned or licensed by the government.

  • Military Role: The HDF exists to both secure Humbarine’s independence and project imperial power. Like any remnant, the imperial government of Humbarine has designs to one day conquer neighboring systems.
  • Military Installations: The HDF maintains a series of barracks within Humbarine City, the planet’s sole megacity and capital. There are also several listening stations and remote naval outposts scattered across the planet’s surface. The Humbarine Defense Fleet maintains shipyards and naval platforms in orbits, supported by long-range sensor arrays and other defensive orbital platforms.
HISTORICAL INFORMATION

Officially, the Sovereign Imperial Governorate of Humbarine (the Humbarine Governorate for short) is the military dictatorship that rules Humbarine, an industrialized world in the Outer Core. The Governorate was established in the aftermath of Arage Bao’s disappearance and the failed coup that followed immediately. It was after Sith intervention that the new government was legitimized and installed in exchange for tribute to their new, secret overlords. While some suspect the Governorate has dealings with the Covenant, a lack of an overt Sith presence has thus far limited the accusations.

This delicate balance of power has allowed the Humbarine Governorate, led by Moff Ernev Warren, to operate independently. Rather than enact drastic reforms -- as was the goal of the intended coup -- Moff Warren did wisely maintain the status quo of Bao’s regime, albeit with a heavier hand. The economy remained nationalized, with heavy industry managed and directed by a cabal of senior military officers and corporate advisors working together. The military has been restructured, with its leadership purged and replaced, largely by former Alliance officers whom Warren knew before his defection.

However, the Moff and his government are not without opposition. Criminal elements, rebel cells, and pro-democracy movements have been emboldened in the aftermath of the failed coup and by proximity to the High Republic. Although they’ve yet to move against the government openly, they fight to establish smuggling routes and black market channels, bringing in outside weapons and aid to their respective causes and endeavors. Some within the Moff’s circle believe that a single flashpoint is all it would take for the problem to get out of hand. Despite those fears, the Governorate remains firmly in control, largely secured by the Home Guard, who remain steadfastly loyal to the Moff’s government.
