The Shimin Lifeship was designed with one purpose in mind, massive escorting of civilians, and planet wide evacuation. Romeo thought that it would be easier to have ships designated for purpose solely so that the warships could focus on protecting them. They have plenty of room for people with a extremely large mess hall for the people on it. The anything that was for war, or battle was removed to provide space for people to live. These ships could also double as prison escort ships as the rooms have been designed to hold people in, and keep people out, while the doors can have bars, and cell shields rise up from the door frame.
