Is there a room for neighboring allies to join once/if the terrorist attacks actually to the point that CSA would know about them and they would actually make a call to summon reinforcements?

Gorba merely desires harmonious and prosperous trade between the peoples of Hutt space and the CSA. The terrorist attacks on Kwenn station and this future one are appalling and he offers any support he can.

Is there a number as to how many NPCs the Collective has brought with them and are any still at the main entrance or just outside it?

A small number of NPC. I'm playing it vague. NPC are mostly noise to keep the narrative going. I'd say there's a few outside, and a slightly bigger number inside.
