Simple. Why differentiate Doms vs Populates vs Junctions?

Just remove the idea entirely. Join them together under populate and junction rules. If people want to do 3 junctions a month let them.

What you are asking for has been implemented since 2021.

Nevermind then, good change. Someone had recently told me they were still separate, and that while someone could do 3 Dominions in a month, they could only do one junction/populate. Glad that's been resolved then.
