Raising the Arbitrator (IR Dev Thread)

Mason moved swiftly through the halls of the business wing of the Crinan shipyards. Today's meeting was one that he'd called himself. It's importance was listed as high on the meeting briefs that had been issued to key personnel throughout the Navy and tech forces of the Remnant. This was the day that preparations were made for future heavy war with enemies such as the Republic, or possibly even the One Sith. It just depended on how the galaxy turned.

Sweeping into the meeting chambers, he descended to the podium. Having arrived early, the room was customarily empty, or so it appeared to him. It was possible that someone was hiding in the shadowed seating somewhere, but if that was the case then he didn't notice. There was too much to do.

He plugged his datapad into the holoprojecter. The first thing that appeared was his standard screen, but he swiped his way through it to what he was looking for. It was ancient film footage of a group of snubfighters going up against an ancient, and now worthless, Lancer-class Frigate. Regardless of the worthlessness of the capital craft, the video was far from worthless as he would explain when everyone arrived to the meeting. They better arrive on time, as well. There was no time to waste.

There may have been no time to waste, but there was certainly many other uses for the time as well. Alva Calvarona found herself rather annoyed at having been called to a meeting within her own world's shipyard, something directly under her command as the second princess, but tempered her irritation with the knowledge that she had indeed called the Admiral out to many meetings of her own for projects of her own design. Nonetheless that still didn't stop her from feeling somewhat bothered all the same as she traversed the halls as quickly as she could to arrive on time.

To show proper respect and deference the young Crinan woman was not going to be the first to speak up, even though she was quite curious as to the reason for the meeting. Especially when she was already trying to come up with new designs for the yards to handle since they had been expanded. Considering that the Imperial Navy used to thrive on the production of massive Heavy Destroyer class warships, it seemed fitting they could use such once again. Of course there were rumors of very power Light Destroyers in usage of other galactic factions however, that made the idea of a regular Destroyer matching them rather worrisome.

So to that end Alva fully intended to help develop a ship capable of demolishing those enemy vessels. The Imperial Proton Beam installed on a few warships in history gave her some ideas. Perhaps she could utilize this meeting to bring up such a project as well. once it started anyway.

It was not every day you attended a meeting on a project of importance such as this. Although It still remained a mystery as to what exactly we were meeting about. I can only imagine that it might have something to do with our first foray into developing larger warships. A grin splashed for a brief moment across my face as I strode down a hall towards the location of the meeting. The Shipyards were settled in a beautiful landscape of the Tatianna Mountains and the georgeta plains. I stole a glance outside to see one of our dry docks in the process of construction an Absolution class. ‘Marvelous ship’ The Crinans were doing an excellent job especially with the Imperial augmentation of the shipyard things were progressing efficiently.
Sir don’t forget the stylus is on the bottom of the datapad so you take notes” Ensign Kara Runo my adjutant, personal pilot and recent lover reminded me as we walked. She went by the callsign Delta One and had thus far proven to be a fairly capable pilot, but most importantly kept me from being disorganized.
“Thank you, but I haven’t forgotten” I let loose a small laugh then took a sip from my travel mug.
Sir, considering how long it took you to find just pants this morning I feel I have to constantly remind you…” She chastised.
We passed through another security checkpoint and made our way into the conference room. I noticed that the Admiral had already arrived. ‘Well that atleasts saves the trouble of jumping up to attention
“Grab a pair of seats in the middle row, I dislike sitting in the front” I handed her my travel mug and data pad.
Roger that sir... I already see my LZ” A dropship pilot to boot she went and planted herself down in a chair leaving me to carry on the formality.
I made my way down the aisle and gave a salute to the Admiral “Sir Lt Commander Flavian reporting”

Mason did notice that the Princess was the first person to show up. She was always the eager one to be involved in ship development. He had half a mind to turn her into a scientist first, wing commander second. Given her propensity for good designs, it might have behooved him to do just that. He wasn't going to just yet, however. There was much too much to be done at the moment to deal with the problems of paperwork that would be necessary to reassign her. Emperor Pallopides was very clear on what was the priority at the moment.

When Caius entered, he watched the man approach and saluted in return, motioning for him to take a seat. The man had brought his attache with him. Smart. They were much better at taking notes than their senior command officials generally were, since they were usually more engrossed in the mission itself than anything else.

"Now that we're all here, let me begin by saying that I called this meeting to discuss our lack of a main line destroyer. Opposing governments in the galaxy all have vessels capable of reaping terrible damage, and these vessels are all in the destroyer class. We are here to begin designing the Arbitrator-class Star Destroyer. This ship is to be heavily armed, heavily shielded, and heavily armored. It might be slow as a result, but its ability to destroy anything in its path will be worth that cost.

"To begin, however, I'd like to focus on what I believe should be one of the ships mainline weapons."

He played the video recorded during an ancient battle between the then New Republic's Rogue Squadron and a Lancer-class Frigate. Specifically the focus was on the dual impact of two torpedo's. The first of which splintered the shield around the ship, allowing the second to pass through the shield and slam into the hull.

"What you've just seen here is an irreparable flaw in particle shield technology. The only counter is to dual layer shields and that's extremely expensive and requires a lot of power, which would ultimately make a ship useless. The first warhead splintered the shield, allowing the second to pass through it. Now I'm open to suggestions or ideas here, but I think a possible weapon we could utilize would be a single missile with two warheads. The first deploys just prior to impact, detonates against the shield to splinter it, and the second passes through the opening to strike the enemy vessel. Thoughts?"

I was relieved to see that Captain Calvarona was attending the meeting. Her attention to detail was exquisite and nearly every design thus far had her hadnt in it. The Crinan princess was ambitious that much was a fact. Having met her a few times now I held much respect for her composure in this endeavor of forming the strength of the Imperial Military. I kept my attention to the matter at hand.

“Sir, In regards to the warheads I would suggest we utilize a multiple saturation warhead that strikes in a circular pattern dissipating the shields in a concentrated area. The torpedoes itself of course would be the primary payload using its reactor coupled with a plasma warhead would suffice dealing the damage needed. What would be a reasonable size though for this particular warhead rests on the size of the ship. We would have to take into consideration the size of the launch tubes and factor in the space of housing and moving the warheads and torpedoes…” My voice tapered off as I let the question hang in the air for a moment before turning to Kara “Make a note of possible dimensions for the design and look up if we have any sort of torpedo already in our armory that we can use to experiment with”


Yes Sir” Kara was already in the full swing of taking notes. She had taken to her post very intensely especially after our return from Kalee.

Alva noted the arrival of Cauis Flavian with interest. If there was anyone else within the Imperial Remnant at the moment she saw as highly capable and perhaps even a rival to climbing the ladder. At the same time though her gaze lingered on the rather lovely young woman he had following him about as well. Perhaps she ought to find herself an attache as well. . . . but then again she did have quite the impeccable little maid running around tending to many of her whims, and did she have ever so many of those. For this meeting though, all the Crinan Princess had brought with her was a recorder so that she could play back important sections of the meeting if she had to. Also because she felt somewhat lazy on the matter.

When the reason for the meeting was finally announced though, Alva couldn't help but find herself a little surprised somewhat. A destroyer design was exactly the sort of thing she had been thinking about lately, but at the same time she had been thinking of a strictly mainline warship. From the sounds of it this Arbitrator class was going to be something special, at least if it was supposed to match some of the monsters she had heard about. The missile concept was also an interesting thought, but at the same time it did pose its own problems. "Both ideas sound wonderful Admiral, but by the sounds of it this won't be a ship of the line. It sounds more like a unique class that will be supported by our lines. I don't think the One Sith, if I am maintaining my information right, field many of their Darkblade class for example, and that's more of a light destroyer. I understand the missile concept though, but again I'm not sure if that's necessary on this large a ship. That seems more effective on a missile corvette that can hit fast and hard. Though I do agree its worth developing. I'm all for a special destroyer to act as fleet command during battles too, I just doubt we can field enough to consider them mainline. I believe we should have a more normal design for that. For this. . . I would say a 1300 to 1500 meter long craft would be ideal. 280-460 meters tall and 520-660 meters wide. I've seen an interesting weapon in Proton Beam Cannons, apparently Imperial Captain Piett had one installed on his Imperial I Star Destroyer Accuser. I think this design should incorporate such an effective weapon. Any craft that gets too close would suffer. And I think then giving the class long range Turbolasers and Ion Cannons would support this tactic."
 
"An interesting idea, Lieutenant Commander. I'm not entirely sure that spreading out the first burst payload will work though. What we saw the rebel scum using against one of our lancers was literally hitting the exact same spot twice. I think we can make a single missile, with two warheads, do just that. Anything larger might be too slow and would get shot down before hitting."

Though he did like Caius' idea. That could be something else they looked into developing. Next came comments from Alva. She also brought up good points. This was why he'd brought them into the situation and hadn't decided to develop the entire destroyer on his own time. That and, despite his knowledge of how to command vessels and the basic overall structure of most vessels, he didn't really understand the complexities of how ships came together. He just knew what he wanted them to do.

"I was thinking along the lines of sixteen hundred meters to seventeen hundred and fifty meters for this craft. The missiles would be only a small part of the weapons system, but I think a ship of this size should easily be able to fit some larger launch tubes. The missile would see more widespread use on, as you said, a missile ship. The point here is that I wanted a diverse weapons array capable of more quickly taking down an enemy ship than some others are.

"Now you bring up the Proton Beam Cannons. I think that's also a good idea, but we have to be careful not to overload the ship. It needs to have heavy armor and shielding if we want it to be mainline vessel. That said, I approve of the idea but I have one question: can we build a proton beam cannon with the materials that we have available or do we need to see if Regent can purchase them?"

Ah the Accuser, or later known as the Emancipator once it was captured by the New Republic...’ I smiled at the rich history such images invoked. A time not to unlike today. The princess made an excellent proposal for the vessel, a proton beam cannon would be a potent weapon to level the battlefield evenly. Especially if one were to believe the ridiculous holonews stories of pirates with behemoth battleships prancing about the galaxy. Either way though the costs involved with acquiring the correct components would be enormous with the current rate our budget was getting tighter by the month. The name Arbitrator coupled with the cannon start to hold the level of intimidation necessary to subdue or even force an opponent to change tactics in the heat of battle or hell even before the battle begins.

“Again Sir and Ma’am, the issue still remains of space to house the weapons. Whether it be launch tubes or a cannon, both require an enormous level of logistical upkeep. If Regent were to gain a contract for the appropriate materials and procure the specific items needed we’ll also have to ensure that line of supply remains open otherwise repairing the cannon’s components will be a nightmare. This is something to bear in mind when deploying this vessel. I concur that a smaller vessel akin to the Noble class would be ideal to develop for these torpedo types at later date. Missiles are a very similar host of problems. If I recall the Victory I class star destroyers used missile batteries to great effect but required constant resupply. Also a few strikes in the correct locations could start a chain reaction. If we do couple these two weapon types on the same vessel I fear we might put to many eggs in one basket,”

I paused for a moment and crossed my legs and took a sip of caff before I continued on

“We would have to focus a lot of the extra armor along the sections of the cannons fire zone. For instance the Accuser as you mentioned Ma’am was retrofitted with that cannon and designed with it, the extra armor needed to be built along the dorsal length of the firing zone due to the shields having to be lowered in order to fire. I only bring this up because our design will have to properly house the cannon in a way that allows it to be fired but it protected from hostile fire.”

My mind was whirring with the tactical application of such a cannon. “Ensign, make a note of the proposed dimensions and cross reference any data to previous designs using proton beam weaponry.”
I felt my toes being slightly crushed as she gave a subtle stomp. "Ahem..."
“please and thank you” I muttered under my breath keeping my focus on the discussion.

Sixteen hundred to seventeen hundred and fifty meters? While not impossible that was a bit of a stretch. The shipyards of Crina were vast and impressive yes, but to create something so large they likely wouldn't be able to produce it fast enough to make it the standard ship of the line. If the Admiral was looking for a mainline destroyer then he would have to settle for something smaller, and she would have to inform him of such. "Disregarding the size of the vessel for its components sir, the shipyards would be hard pressed to develop anything larger than fifteen hundred meters. It can be done, but not at a speed to make the vessel a mainline warship. If we were to further make the ship advanced we would be hard pressed to develop more than a few. I stick to my suggestion of the craft being thirteen hundred to fourteen hundred meters long."

The missiles were sounding like a good idea, but if anything Alva would rather also design the warheads to have the ability to launch at a long range to catch enemies even further off guard, though it would require more lengths of research. The young Crinan Princess also found she agreed with the points that Lt. Command Flavian continued making about the overall components of the destroyer at hand though. It would definitely plenty of adequate armor plating to ensure it would work, not to mention protect its critical sections, but she did disagree on the difficulty of obtaining the necessary pieces. "I believe we could use the missile design on the ship along with a few standard launcher tubes. And I would love to have them used on a few Noble class ships with the long range variant. That could make them very lethal to the enemy. I believe for a standard mainline destroyer we should try and develop something more standard akin to the Imperial II Destroyers. They were a highly effective design, there is very little to improve on them in fact, but we could do something. Though that would be a separate project."

Hmmmm sizing seemed to be the tricky part with this. Now I just needed to find a mothballed noble class ship and retrofit it with what ever experimental missile or torpedo ideas we finalize here. It would do great at both weapons testing and perhaps being a target for our beam cannon later down the line.

“The Captain makes an excellent point. Our shipyard capabilities would be hard pressed to even begin constructing a large capital ship. Thus our design is either constrained by our current limitations or we have to consider the possibility of expanding our operations,” I paused for a moment to take another sip of caff before continuing “Perhaps what we could consider is the using the keel and overall shape as the basis of our mainline warships. What I mean is that we would have a primary model that we use for our ships of the line and then or the different types of the model we begin from the keel up. We could have one variant incorporating the proton beam cannon acting as a long range support; Another using the missiles and torpedoes in the mid range, and I guess what ever else we can think in terms of diversity. Obviously each ship will have its draw backs and weaknesses, but the can be made up with the escorts or grouping together these different models into a formation."

The idea just kind of flowed out of me and I didn’t even stop to consider what I was saying, but in hindsight the idea wasn't too bad. It would save in certain areas of cost and allow us to field a vessel of the same design and shape, but with different options available to the final product when each keel was laid down. Then again there might be unforeseen issues with that.

”By the way Captain Calvarona, speaking of the ability of the shipyards. What is our current time frame and capability with the vessels we have in production now that they've been enhanced by our technicians and engineers. Also with this new class given its size I would presume the shipyards are able to manufacture more than one of these or at least one of these and other smaller class ships simultaneously?”

Mason shook his head. They were right on all accounts, but they were misinterpreting what he was saying.

"You're talking about two separate projects here. A mainline vessel and a ship of the line are not the same thing. A ship of the line is mass produced and capable of dealing with most any situation. A mainline vessel, in how I defend the word, is a front runner, a beast of a ship capable of annihilating most enemies with support from our ships of the line. We're not going to mass produce these. We don't have those kinds of resources. If we want to also design a ship of the line, we can, but not during this meeting."

Taking a few moments, he spent time calling up something else on the datapad. It took him a few moments to pull up what he was looking for, but he eventually found it.

"This is the Imperial Mark II. It's 1600 meters. No different in scale from what I'm proposing. Now if we want to develop a ship of the line down the road, I would suggest we not use an old chassis, and instead develop a new one. Again, not the purpose of this meeting."

He turned the projector off.

"I agree with the Lieutenant Commander's mentioning of needing extra hull for the cannon. Now the question becomes, how do we develop it? We don't have the schematics for those weapons. They were lost ages ago."

So the Admiral did have it in mind as a special ship altogether. The size still bothered her though, it would force the production down further on a ship as large as old Imperial Star Destroyers. Well. . . .unless. . . . ."Admiral is we were to keep your design down in size at your preferred sixteen hundred, I believe it would be doable to create the craft with the various amounts of heavy weaponry and armor we desire and still manage somehow to develop and produce the vessel at an. . . .adequate rate. It would be severely stretching our resources to do such, but it could be done." Yes it could be done, but still there would be very few of these ships put in existence with Crina's Andreea yards still at the capacity they were at despite being recently upgraded.

Which was something she could point out now actually thanks to the remarks directed toward her from the Lt. Commander. Although she nearly clutched her head in dismay when he pointed out all the different sorts of variations of vessels they could conjure up instead of just one powerful design. He had no idea what sort of logistical nightmare that would be for the engineers and naval officers. "The Andreea yards could produce one of these ships at max capacity and still manage several smaller ones. We have one large dedicated berth for the destroyer class now, and have expanded to have several to be able to generate more Cruiser class like the Crinan Carrier and Destroyer Analogs, while still having our previously existing facilities to keep up with construction on our Noble and Merciless Class and below. We're debating how to expand next, if not just constructing a space yard at all to dedicate fully to destroyers and above. In addition our Crinan Engineers are hoping to design drone ships soon too."

Now did come the hard part of the Proton Beam Cannon being an issue. It made Alva sigh knowing it would indeed be a problem. "As for the Proton Beam Cannon, I believe we will likely have to dig into whatever information reserves on Valc VII we haven't uncovered or decrypted yet to see for sure what we are left with. If that fails us we would have very few options left. Either we would have to deduce matters ourselves based on our information on the Deathstar, Accuser, and other designs we can try and piece together, or we would have to find a group who has incorporated the technology themselves elsewhere in the galaxy and . . . . .convince them to share it with us."

“Ah well my apologies Admiral for the misunderstanding,” I glanced over to my adjutant who was typing furiously away on the data pad. How and when she took the time to learn how to type so fast was beyond me. While the Admiral was busied with searching for information the Captain’s information on the ship yards was enlightening to say the least. “Thank you Captain. It sounds as though we are not with in the means to accomplish the idea I had in mind for a Ship of the Line. No matter at a later date we can discuss the shipyard expansion. At the very least it is reassuring that we’ll still keep pace.” I could visibly see a cringe play across the Captain's face. Not to put any further strain on the already overworked shipyard workers. Considering my recent meeting with the transitional council the topic of the tremendous amount of resources and personnel we were putting on to the Crinan people to man the shipyards nearly amounted to slavery in terms of work hours. Not the nobles were actually doing any of the physical labor but rather the fear of dissent could be felt in those meeting. ‘Now would be best to sow the seed of restraint and patience perhaps…’

“When we do finalize the design and begin work on this project I would suggest we ensure all shipyard resources are put toward it then rather having our focus on different construction operations. Certainly with Kalee and our modernization programs here we are already stretched. It would relieve the strain of having a multitude personnel issues and also ensure efficiency is carried out to the tiniest bolt. Also it could help with security purposes as well given that there are perhaps still dissident members of old rebellion still around. Given the fact this will be the first undertaking the shipyards to produce a ship of this size then we would of course want the highest quality of product”
I glanced over to Ensign Runo who held up my data pad on Valc VII.
Celestials take me... It’s like a potential gold mine without the gold...’

“Considering the slow of progress we've been making on overriding the majority of the old encryption and locks on the data banks from the innumerable Imperial groups and tomb raiders that have come before us. It appears we are at a bit of an impasse there. I’ll bring the matter of determining if there are any clandestine means of acquiring the data from any known groups to the Intelligence Bureau.” Considering the also slow pace of the Intelligence Bureau these days I could only hope that this would galvanize some sort of action within our seemingly small community. Being a member of the Diplomatic Services I could be involved in arranging this foray of talking with other factions. Or if we need to go gung ho smash and grab… ‘I’m envisioning our stealth frigate now being put to usehmmmm

"Ensign Runo, be sure to notate a need to discuss with my analyst after this meeting..."
"Whatever you say Sir..." She let out a sigh and I could just see her eye's rolling at the need to even write that down. 'Brat'
 
Mason listened to the discourse between the two junior officers. Each made valid points, but each had a conflicting view on the best way to go about acquiring the technology they needed. That presented potential problems. On the one hand, having a proton beam canon on the ship would make it invaluable in battle against other vessels. It would be able to dismantle most any ship that it came up against. On the other hand, they didn't have the schematics for said weapon, and until they did they couldn't start building it.

The Princess brought up an interesting point, though. Valc could be the answer to their dilemma. Of course the Lieutenant Commander then had to go and point out that they'd largely hit brick walls when it came to making their way through the information there. Too many good firewalls. What they needed was a really good slicer to come in and get them into the system. Or a really good droid.

"Do either of you have any intelligence on a top level slicer or know of a droid that might be able to break into the system on Valc? I think that's likely our best choice for pressing forward. If the data isn't there, something in the system might be able to point us to where we can find it. I doubt we'd be able to buy the technology from someone else. Nobody's going to want to sell to the Empire."

That was a valid point.

"Best bet is to exhaust what we have available to us first."

Yeah, Alva didn't want to bring the existence of the region into the rest of the galaxy's notice anyway. It was still enough of a problem having the Remnant take up residence here, the Crinan Princess certainly didn't want another dozen factions vying for authority over her homeworld. The Imperials didn't exactly have many friends after all, so if certain elements discovered they were out here then they would come out as well probably. It was bad enough still dealing with the remaining dissident forces. "I assume our best bet would be to have intelligence pour their efforts into deciphering the mess of data then? At best the shipyards can only build the basic frame and hull, we can't lay out the internal structure or systems until we would know how to compensate for the Proton Beam Cannon. I don't know any slicers personally, but we could always see through. . ."

An idea began to cross through the young Captain's mind. It would be a risky venture, but if the Admiral truly desired speed and it seemed dismal for the Imperial technicians. . . . . ."Well I mean, if all else fails. We know there are rebels still. We could always. . . .let rumor of such data spread, and perhaps for our misfortune a. . .turncoat might hand over the information to those rather unseemly and normally clandestine criminals who may have treasonous folk of the hacker variety."

“Well I’ll see where we can refocus our efforts in analyzing the data. I’ll perhaps go to Valc myself and look into the situation there when time permits. I’ll also look to see if anyone from my family’s corporation has any contacts back in the core worlds that may have employed slicers.”
Thing seemed to be falling into place to get this on the path to reality. With just a few obstacles in the way our ability to project our power will grow immensely. I relished the thought immensely and took a nice soothing swig of tea.
In some ways having just seized this territory out here so recently I could imagine there were a few eyes peering out this way and felt wary of we ‘Imperial Upstarts’ as some perhaps called us. A fear that we were still here and would not yield to the test of time. That is what this represented in the long run. Our ability for the Empire to once again impose the proper peace and order upon the galaxy.
“Captain could you perhaps clarify that suggestion? Do you want to us to try and provoke the rebels to use their criminal elements to get the information for us?”

Mason scratched his chin.

"You want to leak the knowledge that there might be such data on Valc, and then see if a Rebel slicer tries to get in and get it?"

That's what he understood of what Alva said. It could work, too. Not only would it potentially get them access to the data that they needed, but they could catch one of these rebel scum in the process, potentially finding out the base locations for these people and then using that information against them. That was, actually, a really good plan. It solved two problems with one stone, so to speak. But how would they actually go about doing that? Caius mentioned connections... That could work.

"Liuetenant Commander Flavian, use your contacts to get word out about what we've supposedly found. Let's see if someone takes the bait. Lieutenant Colonel Calvarona, I want you to go to Valc and oversee the operations there. Keep an eye on the data systems, and let me know if someone takes the bait. So that even if we fail we would still have the information ourselves to attempt breaking the security later. I think it would be for our best interests if we could even make it so we only copy the security firewalls and then let the rebels take that. That way if they are able to break the code they would get nothing from it, while we would have the recorded sequences they used to break them."

At the same time they could continue to see if their operations on Valc VII flourished and presented any information on these matters themselves. While this whole thing was part of his grand plan, it wasn't to say that he was going to be in charge of every little piece of the puzzle. These two needed to step in and assist as well, which was why he'd called them to the meeting in the first place. Their assistance would prove vital to seeing this thing through to construction. It was absolutely necessary.

The Lieutenant Commander brought up a good point, though. Cost was something that he had roughly figured to be rather large, but these new bits of information, and the inclusion of the canon, were going to increase the costs.
