- Communication Detection — This ship was equipped with technology that allows it to detect communication activity within a ten light-year radius. The Quandary can narrow in on the location of a transmission source down to a light-month.
- Communication Interception — The Quandary can intercept communications within a ten light-year radius. Included in this ship is decryption software which can allow the crew to decode a couple encrypted messages on their own.
- Communication Forwarding — This ship was equipped with a powerful communication array that provides the Quandary the ability to forward large volumes of communication traffic to other locations, including other starships.

The Quandary is modified Gonzanti-class Heavy Transport. The most striking visual difference between the Quandary and its sister line, is the inclusion of additional communication apparatus on the top half of the ship. In terms of the interior, much of the cargo hold has been partitioned and filled with expensive hardware that allows the Quandary to function as a surveillance ship. This includes hardware that allows the Quandary to intercept and forward large volumes of communication traffic, to crack weakly-encrypted messages, and to roughly locate where the communication traffic is coming from.
The Quandary came about when one of the Federal Cooperative's clients collapsed before they could deliver their bulk order of Gozanti-class Heavy Transports. Due to the sheer scale of the order, the Federal Cooperative was having a difficult time selling these ships. Eventually they found a use for these ships. They would receive a request to create a cost-effective surveillance ship for a sectoral government. Rather than constructing a new starship, the Federal Cooperative would refit their surplus Gozanti-class Heavy Transports to serve as surveillance ships.
