Owning Civilian Space Stations

With the changes to the rules in the factory. I was wondering if whether or not it's okay for an individual to own a civilian space station? Given that owning and managing one could be like could be like ruling a city/small nation state if it's big enough. Also with the removal of company tiers, so long as someone has a company it seems like they can own one.

Sadly not as per the Factory Standardized Rules. Specifically the Starship Forum Heading and Table 1.0.

But you could feasibly either make a minor faction or a company instead, if you wish to make and/or operate a civilian station.

Make a company, make you the owner of that company, operate out of a civilian station
