Niamathia: The seat of the Oligarchy's power, Niamathia is a walled city with a castle at the center. It is home to about 10,000 residents and as such is the largest city on the planet. A trading hub, situated on a tall hill, the city is well defended by armed guards representing all of the major Houses on the world. Crime is next to non-existant minus a few pickpockets that appear now and then. Just outside of the city is the main Imperial garrison, which is the only place with a semi-official starport on the world, as the Dawnites do not possess starships.

Culture: Think medieval Europe. The people here are workers, crafters, warriors, and things like that. Everyone serves a purpose in their service to the various Houses that dominate the world. The highest ranking of anyone in society is that of Duke. A Duke might have many other underlings beneath them, all the way down to Baron. The Barons control small areas of land, usually small villages, and report directly to a Viscount, who reports to an Earl, who reports to a Marquis, who reports to the Duke. The Duke is the head of the House, and is usually located in Niamathia where he sits among the council of leaders, which is the Oligarchy that controls the world and is made up of the Earl's of all of the major houses.

The people here are not overly religious, and any use of the Force is frowned upon and treated with distrust. People work the land, or make tools and goods for trade, or hunt. They lead simple, yet full lives, and are generally happy with themselves. The occupation by the Empire comes at a labor cost, but even then the people do not mind it horribly. Only when people disappear, particularly women, and are never seen again does guile rise among the populace.

The people do not use money at all, they trade their goods for other goods or services. In this way, bartering encourages productivity, which encourages commerce, which encourages both freedom and mental well-being at a job well done. Barons live in small villages in large houses. Each higher rank lives generally in a larger house and has more servants and men at arms. Baron's have very few men at arms to utilize of their own accord.
Technology: They possess the bare minimum of technology and the Empire has, wisely, decided not to give them anything more. Swords, shields, and metal armor are the norm for weaponry, along with pikes and the like. Plows are pulled by nerfs, tools are smelted and hammered into place. They are, essentially, in the bronze age of production, although most of what they have is made from the locally mined titanium.
History:
In ancient days, a ship bearing people in a colonizing effort crashed on the surface of a temperate world. The ship was very heavily damaged and was considered a total loss, along with the craft within it. Many of the colonists perished in the crash as well. Only a few hundred individuals managed to survive. They built a shelter of raw materials on top of a hill where they felt they would most be able to protect themselves from whatever menacing populace might live on the world. It proved effective for a time and they started building as best they could to construct a fledgling fortress of wood and stone. They had more modern tools at this point, but didn't possess the ability to maintain them.

Eventually the modern tools lost their effectiveness and new ones were crafted using locally available ore. Walls were built larger and buildings higher. A fortress was built at the center of their new city to serve as a solidified source of protection. Over time, the population started to grow, and individuals wanted to leave the city that they had built. They began to move out, spreading out from the central hub and developing homes for their families. These new towns would become the homes of the various Marquis in the future. These groups of people formed their Houses and leadership independent of the central organization. Eventually, as these houses grew, war broke out.

Battle after battle was fought before a member of House Siegfried decided that enough was enough and they could settle their differences without slaughtering one another. He and the more agreeable Houses formed the council of leaders, dubbed themselves as Duke's, and appointed underlings to man their various cities and towns. This was how the Oligarchy of Oaken Dawn was formed. Since then, peace has been prominent on the world and the various Houses work together well, though there are sometimes groups of bandits that want to try and spoil this peace, chiefly because they do not wish to be stuck in the rigors of everyday life.

Many years after all of this, the Empire found the world and discovered the present of titanium, a key component in the construction of their starcraft. At this point, the Dawnites were not overly familiar with starcraft, though they had all been told of how they'd arrived on the world. They approached the Imperials with caution, but the Imperials kept them entertained and at bay, instituting their law, which was easily accepted by the Dawnites when they found that before they got close they could be easily gunned down by the energy weapons of the Imperials. Many of them were conscripted into mining service, but generally the Empire leaves well enough alone outside of their base on Oaken Dawn and their other base on Opus.

Eventually other offworlders found the planet, chiefly the merchant/mercenary group, the Red Eye Armada. These individuals had a personal vendetta against the Empire, and though they didn't have many ships, they often struck at loan Imperials on the world, or took away any Dawnites who no longer wished to be there. They dubbed themselves the protectors of the Dawnites, and hide in the shadows, striking blows against the Empire and protecting Dawnite interests.

When the Gulag virus was unleashed, it came to the world aboard an Imperial vessel and proceeded to decimate a burgeoning populace. Several million people died, and the populace was devestated. This destruction threatened to send the world into chaos, but quick thinking by the council of leaders saw many of the smaller villages abandoned, and noble's replaced where they had died. Even the populace of Niamathia was affected.

To make matters worse, when the Netherworld opened, much of the rest of the population disappeared, leaving the planet further devastated. Decimated to about 5 percent of the original population, the world was left largely in ruins, and further at the mercy of the Empire.

That is the present state of the world, as it is still under Imperial control.

Intent: To create a unique world as part of the backstory of my character, and as part of a potential campaign with the Galactic Empire/First Order, that is based off of an old Star Wars RP board that I was rather fond of.

What kind of resources?

The population you have listed seems very small. Is this the intention? To put it into perspective: the planet is roughly the size of Earth. Its population is essentially equal to that of Estonia. I can understand it as the result of a population grown from the crew of a crashed starship. It’s not something I need to see edited, just something to be aware of.

To go with the example of Estonia, the capital of Estonia has a population of about 440 000. Again, not something I need to see edited if it is your intention to have the population spread out wide in smaller settlements, just something to be aware of.

I would like to see mention of the Netherworld Event and the Gulag Plague, and how it affected your planet. If you wish, you could tie this in as a possible explanation for the planet's low population.

The population size was intentional. I want them to be fully under the control of the Empire, and they don't really have the tech to have a super large populace. And the events make it even more feasible. :)
