  • Wealth: Poor. The civilian populace is highly transient in nature, and most are there on either six month contracts, or to spend their money on leave away from other major industrial sites. As such, there’s not much wealth in the city. It’s very utilitarian, and food is provided by the authorities. Those with cash to splash are gouged by Trade Federation sponsored merchants.

  • Stability: High. Nova Avalonia is a highly stable city where on every corner one finds a stormtrooper or militiaman armed to the teeth with rifles, keeping the peace. Civilians walk through the city underneath the intense gaze and barely concealed disgust of military men.
  • Freedom & Oppression: Nova Avalonia has been called “an army with a city”. And that aptly describes it. The civilians of the city have very little agency. Upon arrival, they are given a designated housing block, and are provided with a ration card, entitling them to the collection of one days rations everyday from the agricultural precinct. Although there are alternatives found in the Trade Federation Bazaar, the prices are often inflated due to how expensive regular imports to Prefsbelt are. Citizens are also subject to random searches by security forces, and regular identity checks at checkpoints through Nova Avalonia. Those who fail such checks are detained until their identity can be ascertained. While there are bars and restaurants in the Gastarbeiter District, which help this, such establishments are often watched closely over by Auxiliaries [x], and even then are subject to drills forcing occupants to hastily vacate and hide underground in small, cramped and sterile bunkers.
  • Description: Nova Avalonia looks and feels like a city under military occupation. The architecture? A mix of both warm gothic curves, mixed with cold, brutalist redevelopments. Large portions of the city are undergoing redevelopment, changing the aesthetically pleasing winding alleys and avenues into that of cold and callous highways, designed for military use. The only real colour in the city comes with the Trade Federation bazaar at the edge of the city or the neon drenched sleaze of the Gastarbeiter District. Both of which sit beneath the shadow of the only real foreign interest in Prefsbelt, the Kuat Entralla Regional Headquarters. The Kuat-Entralla Complex provides the city with most of its civilian population, the rest? Military men. Vast portions of the city are empty. Ghost suburbs once bustling with civilians, and now empty after the evacuation of the system following the New Imperial annexation occupation. At night, there’s little light on, but cold streetlamps, and the neon beacons of the Gastarbeiter District. Still, the dull thud of boots on duracrete is a sound that echoes through the streets night and day, punctuated by the distant howls of TIE fighters overhead or the braggadocious broadcasts of its overlords echo during the morning and afternoon.

The Agricultural Dispensary at a distance.

POINTS OF INTEREST
Agricultural Dispensary: Administered by military bureaucrats, the agricultural dispensary in the heart of Nova Avalonia, and is one of only three ways to access food. Upon entry to the city, civilians are provided a ration card, which allocated them to one square ration pack containing a full days supply of nutrients, proteins and vitamins based on species and allergens. Lines are surprisingly quick to cut through due to the efficient dispensary of such resources, although it is of local advice to get in quick to access the fresher produce. This centre also acts as an administrative hub, with offices where liaising with both New Imperial authorities and corporate allies occurs. To the outsider, it may seem as though this is where true power is projected, but they would be dramatically wrong.

Trade Federation Bazaar [
x]: Situated next to the Braisley Terminal is the Trade Federation bazaar. With consumer goods not manufactured on Prefsbelt, supplies largely come from Trade Federation imports. This makes Trade Federation civilian wear, clothing and affiliated accessories from Trade Federation subsidiaries the only ones available to denizens of Nova Avalonia.While the Agricultural Dispensary provides basic meals for citizenry, the Trade Federation hosts a large amount of stalls selling exotic meats, spices and produce removed from the military style rations provided for free.

Kuat-Entralla Engineering (x) Regional Headquarters: Kuat-Entralla Engineering is one of two major facilitators of off-world travel to Prefsbelt, and as such manage a large corporate office. It sees very little in the way of visitors, but more so exists to house records and organise operations for their shipyards to the South. The Kuat-Entralla Headquarters provides the largest portion of civilians to the city, and is the tallest building by far at a staggering one hundred storeys high.

The Eastern Bulwark: Located as said in the name, in the eastern portion of the city, it houses the permanent garrison of Nova Avalonia, as well as defensive emplacements such as the planetary shield generator, designed to deter orbital bombardment. The Eastern Bulwark has been designed as such, with artillery and defensive emplacements to if need be, raze portions of the city from afar with rhypalm [
x] shells and dispatch TIE squadrons to contest the skies.

The Kuat-Entralla Regional Headquarters.

The Lowe District: With New Imperial occupation, and the successful evacuation of the Prefsbelt Imperial Authority has seen the population of a city of about 3.5 million shrink to a few hundred thousand. On the western portion of the city, thousands of houses, shopfronts that had once been lived in by happy, healthy citizens now sit empty. The garrison has converted some dwellings, gutting them for munitions dumps or armouries, while entire suburbs are now designated training zones for urban warfare training.

Redoubt Graush: Newly excavated beneath portions of the city is Redoubt Graush. A series of bunkers and tunnels excavated both to hold military equipment, supplies and rations in case of attack but also people. Small cells await any civilians caught up in any fighting that may occur. Entrances are found in every major square, meaning access is easily available in the case of a major assault on the city. Despite the uncomfortable accommodations offered, the Graush Redoubt is sealed, meaning biological agents are filtered out, and reinforced bulwarks and design funnels any would-be attackers into shooting galleries manned by Auxiliaries or Stossjäger [
x].

The Trade Federation Bazaar.

Brynhilde Manor: Just beyond the city limits sits Brynhilde Manor. A station once considered the headquarters and personal address of Madelyn Lowe Madelyn Lowe and her administrators but now relegated to a shadow of its former self. The manor now acts as a luxury locale for holiday and diplomatic functions or to house any overseers from the greater New Imperial government. It carries a full complement of serving staff whom maintain its gardens, guest houses and halls, but other than the occasional dignitary or conference remains empty of use.

The Academy: Prefsbelt’s history of military academies is emulated in the western portion of Prefsbelt, with the establishment of ‘The Prefsbelt Academy For Young Soldiers’, an institution designed to train recruits, conscripts and those born into the ranks of Prefsbelt Command to become the next generation of soldier. Fostered by former-First Imperial army and navy commanders, cadets of the Academy can be found marching on drill through busy streets or darting through the skies via TIE fighters.

The Gastarbeiter District: While most of Nova Avalonia is cold, even hostile to outsiders, the Gastarbeiter District is about the only place with a warm hearth and a friendly ear. Understanding the base needs of both soldiers and long term contractors, Prefsbelt Command opened but also licensed the creation of an entertainment district to independent vendors and the Trade Federation. The District has since become home to a series of small, state run cantinas, gambling dens, theatres, taverns, gentlemens clubs and spice dens meant to serve the transient workforce. As some workers have come to refer to it as , ‘vice with a taste of stormtrooper jackboot’.

The Lowe District.

Braisley Terminal: Attached to a skyhook in Prefsbelt’s orbit, Braisley terminal is the immigration hub for Prefsbelt Command, and is where approximately seventy percent of Prefsbelt IV cargo, raw materials are processed and where eighty percent of its weapons and military material are shipped out of. There is also sentient cargo to contend with, with one hundred percent of its civilian workforce imported through the terminal. As such, immigration controls are strict. While in orbit, health and security checks are undertaken, Braisley Terminal oversees the allocation of ration cards, and other documentation such as the residential block allocation for the duration of a workers stay.

Transportation Hub Corvus: While most material is bought in via the gargantuan Braisley Terminal, most of it requires shipping to other facilities. Calculated to be cheaper than typical shuttles, long rail lines wind through the canyons and mountain ranges of Prefsbelt IV. Transportation Hub Corvus is merely the station found in Nova Avalonia, shuttling approximately 50’000 persons both military and otherwise to and from the city per day, while also bringing in freight and transporting resources to the outlying outposts and fortresses.

SECURITY
Maximum Security: Prefsbelt falls under the direct rule of Prefsbelt Command, an autocratic military junta and Nova Avalonia acts as such, a de jure capitol for the Command and is defended as such. Patrols pass every corner, and most major intersections have checkpoints to assess the identity of denizens. There are also oppressive security checks, each civilian and even New Imperial official is anticipated to have with them at all times, security passes and identity documents. Those who fail to provide them at stops are imprisoned until their identity can be appropriately ascertained. While the city’s buildings do outnumber the populace, stormtroopers and other military personnel regularly search empty buildings for signs of habitation or contraband. The primary garrison for the city are the Prefsbelt Auxiliary Corps, a core of fanatical trained killers who act as regular police, supplemented by a brigade of elite Stossjäger’s, who subject the populace to drills in case of attack, natural disaster or prisoner insurrection.

HISTORICAL INFORMATION
Nova Avalonia was not always the cold autocratic capital it was. While the architecture designed was meant to appeal to such emotions, Nova Avalonia was designed to emulate a feeling of safety to its denizens. Built under the purview of Madelyn Lowe, the city was set to house refugees from the Ssi-Ruuk invasions and provide a sense of normalcy for the denizens of the city under the newly formed Prefsbelt Imperial Authority. The Authority, a protectorate under the Sith Empire’s direction flourished as a distant echo of a dead Empire. However, that would not last. After successive victories, the rebellious New Imperial Order isolated Prefsbelt IV and seized Nova Avalonia for itself. Not after however, the evacuation of its citizenry by a resurgent First Order, in collaboration with the New Imperial Order’s occupational force.

Nova Avalonia would remain for some months, empty, picked over by some scavengers, but its populace gone. However it would soon find purpose again. Prefsbelt would be chosen by First Order warlords lead by Carlyle Rausgeber to be its new home in an arrangement with the New Imperial Order. Nova Avalonia became for a time, an ad hoc headquarters until a more permanent base of military operations could be established away from what Rausgeber has since derided as the ‘banality of urban headquarters’. Once the newly formed Prefsbelt Command established itself, operations moved elsewhere to secretive bunkers and provincial work camps. Nevertheless, Nova Avalonia is a critical part of Prefsbelt Command’s expansion on world. Acting as a logistical centre that processes raw materials to be dispensed to the various military outposts on-world, as well as loading the products of various military foundries aboard to be shipped across the New Imperial Order.

Nova Avalonia is also the only official point for any outsider to enter the planet, a group who are especially regulated by Prefsbelt Command. Prefsbelt IV by design of Grand Admiral holds no real civilian population, and those who live there live a transient existence. Those who lived there before, have been provided jobs supporting the efforts of authorities. But those bought in, are also there for that reason, to work at the only corporate interest that matters, Kuat-Entralla Engineering. Many who enter Braisley Terminal are allowed a two or three day stay to orient themselves, before being placed on Conveyex trains to the industrial concerns they have been attached to and it is their first taste of life on Prefsbelt. Civilians and New Imperials alike are given a ration card, entitling them to one days rations, to be collected at the Argicultural Dispensary, and an assigned residence. While it is a pain to collect rations from the Dispensary, the process is effective and efficiently performed.

Even those who find themselves in Nova Avalonia are not there to live permanently, but are contracted for a year or so before being moved out, much to the relief of workers. There have been tacit attempts to improve civilian and New Imperial morale, by allowing the Trade Federation to trade consumer goods such as entertainment, clothing and luxury goods as well as the opening of the Gastarbeiter District. Such a district and the bazaar work to entertain civilian, and New Imperial personnel primarily as a means to raise morale and keep production quotas up.

As far as New Imperial interference comes, Nova Avalonia is nominally as far as it goes. The Agricultural Dispensary is where most work placating authorities from elsewhere goes. The dispensary is the governmental hub, providing daily reports regarding the industrial quotas met to hungry officials elsewhere. There is a small garrison of New Imperial soldiers present in Nova Avalonia, but they play second fiddle to the Auxiliary and Stossjäger Corps. Brynhilde Manor also plays a role in this political. The former palatial residence of Grand Moff Lowe has been transformed into accommodations for visiting New Imperial dignitaries, and housing for conferences of relatively little import to the realpolitik of the Galaxy.

First off, nice work here! Its detailed, nicely described and I enjoyed reading it. These are the things I'd like for us to go over before I stamp it:

1. Permissions
  • Kuat-Entralla Engineering does not have Prefsbelt IV listed as one of its locations, I will need you to provide proof of permission from its creator (Gat Tambor) to have the company's presence in the city. A screencap of the writer saying its okay would suffice.
  • Same issue with the Trade Federation (original writer: Agrippa the Hutt)

2. Image Credits
  • While almost everything is appropriately credited throughout the sub, I'd still like to see the links in the Image Credits fields for ease of access. Please add them there.
