  • Intent: Create the convention authored by Thelir Blackcrown, the Archon of the Grutter Norr Ryk, setting out the framework under which the Ryk establishes a diplomatic relationship with other nation-states by codifying a uniform set of practices and principles. It is an attempt by the Archon to obtain the necessary agricultural products for Frysk's continued population and economic growth through the establishment of peaceful relations with other states; should the carrot fail, the stick will succeed. I also intend for this to form the basis of future diplomatic and related espionage roleplay for those interested on the board.

CONTENT INFORMATION
Section 1:
For this convention, the following terms shall be taken to have the following definitions assigned to them:

  1. "Ambassador" or "Commissioner" is the individual charged by the originating state exercising the power and responsibilities of the "Head of Diplomatic Mission".
  2. "Members of the Diplomatic Mission" Is a person without diplomatic rank employed by the originating state with the duty and responsibility of staffing a diplomatic mission.
  3. "Diplomatic Members of the Diplomatic Mission" shall mean persons with a diplomatic rank employed by the originating state.
  4. "Private employee of the Diplomatic Mission" Shall mean persons employed or contracted to provide domestic, commercial or residential services at a mission but not a member of the diplomatic mission.
Section 2: Diplomatic relations and permanent diplomatic missions may only be established with the consent of both states.
Section 3: The function and responsibilities of a state's Diplomatic mission shall be as follows:

  1. Represent the originating state in the receiving state.
  2. Protecting and representing in the receiving state, the originating state's interests, citizens or nationals.
  3. Negotiating with the receiving state.
  4. Lawfully obtain information about receiving state's conditions and activities.
  5. Promoting and developing a positive relationship with the receiving state in culture, economics and technology.
Section 4: The originating state must seek agreement with the receiving state on the proposed appointment of a person to head of a diplomatic mission. The receiving state shall not be required to provide a reason for refusing to accredit the originating state's nominated candidate as the head of the diplomatic mission.
Section 5: A state may appoint a head of a Diplomatic Mission to more than one state unless the receiving state objects.
Section 6: An originating state may freely appoint members of the diplomatic mission who do not have diplomatic rank. In the case of military personnel or attaches, the receiving state may require the originating state to submit their names and ranks, be entitled to refuse to permit these staff, and are not required to provide a reason for refusal.
Section 7: Members of the Diplomatic Mission must be citizens or nationals of the originating state; they may not be appointed from the receiving state's citizens or nationals without the receiving state's consent. The receiving state reserves this entitlement with citizens or nationals of a third-party state the originating state seeks to employ as members of their Diplomatic Mission.
Section 8: The receiving state may, at any time without reason or excuse, notify the originating state that any Ambassador, Commissioner or Member of a Diplomatic Mission is no longer welcome to remain in receiving state. As soon as reasonably practicable, the originating state must recall the member as soon as possible or terminate their employment as a member of the diplomatic commission. If the originating state refuses to comply, the receiving state may refuse to recognise the person as a member of a diplomatic mission and initiate criminal proceedings against them for any offence committed at law due to their continued presence in the receiving state.
Section 9:
A diplomatic mission shall reserve the right to use and display the originating state's flag and emblem on the mission's premises and its' vehicles.
Section 10:
The premises of a diplomatic mission, its' constituent documents and materials shall not be violated; employees or agents of the receiving state may not enter a diplomatic mission of an originating state without the originating state's consent or the head of the Diplomatic Mission. The mission's premises shall be immune from search, seizure or acquisition.
Section 11: The private premises of a member or diplomatic member in the receiving state shall also enjoy the same inviolability as the diplomatic mission as identified in Section 10; the member or diplomatic member shall not be subject to any arrest, detention, search of their person or property, or obliged to give evidence as a witness.

Section 12: Ambassadors, Commissioners, members of a diplomatic mission, or diplomatic members of the diplomatic mission shall remain in the criminal and civil jurisdiction of the originating state. Their originating state may revoke the immunity of a diplomatic agent as identified in Section 10 and Section 11.
HISTORICAL INFORMATION

  • 900 ABY: The Grutter Norr Ryk's department of foreign affairs and Trade publishes the Northstar Convention, its' constituent legislation is ratified into law by the Ryk's government.
  • 895 ABY: Archon Thelir Blackcrown and Admiral Mieke Balefire with a team of barristers and staff from the Department of foreign affairs begin drafting the convention that would set the tone and dictate the future practice of Norr diplomacy with foreign states.
