  • Wealth: High | The former capitol of the New Imperial Order boasts a substantial wealthy core of citizens that offset the disparity in wealth that's present amongst the troves of refugees being welcomed onto the growing world. Economic and infrastructure projects are to found in abundance across New Carannia, and even those at the lower end of the stratum are generally able to live comfortable enough to reinvest back into the planet's growing economy.

Located within the heart of New Carannia, the expansion of the city is visible from all sides of the Hand of Thrawn.
  • Stability: Medium | In spite of lacking the heavy military presence which had once been a permnanet fixture of the world, New Carannia boasts a respectable level of stability, all things considered. The majority of the city -- ranging from the core to just before the outskirts -- is firmly within the sphere of the civilian law enforcement agencies present. Crime rates within this area are generally low, and support for the planetary administration is stalwart, thanks to the Warlord of Nirauan's governing policies. The outskirts of the city, which many have dubbed the 'Refugee Districts', are an ever-expanding series of habitation blocks and the commercial developments necessary to support the expanding growth of the city, and the subsequent immigration fueling it.
  • Freedom & Oppression: New Carannia -- and Nirauan as a whole -- enjoys the privilege of being one of the few New Imperial worlds to place a high value on the personal liberties and freedom afforded to its inhabitants. Citizens of New Carannia are free to live their lives however they choose beneath the benevolent autocracy that is the Warlord of Nirauan's administration. An emphasis is placed on ensuring the free market is stable and prosperous, and seeing as New Carannia is undoubtedly the heart of the planet, the residents of the city are left mostly unbothered by the governing authority outside of the occasional interference from COMPNOR.
  • Description: New Carannia is a growing metropolis that's still in the infant stage of its development. As the first major project of the Warlord of Nirauan, it's no surprise that much of the city's architecture was heavily inspired by the capitol city of the Exiled Prince's homeworld of Serenno. A perfect mixture of old world-styled Serennoan architecture mixes with a modern aesthetic born out of the Imperial occupation of the Unknown Regions.

    New Carannia is a city that seemingly never sleeps. From the oldest, more established parts of the city, all the way to the refugee-filled sections all along the outskirts, the city boasts a massive and bustling nightlife that's supported by the presence of numerous commercial and entertainment districts that cater to all walks of life and income. Due in part to the ingrained culture of deregulated capitalism, businesses are commonly seen rising and falling daily, and the skyrise overlooking the Warlord's base of operations, the Hand of Thrawn, sees the completion of at least a skyscraper or high-rise tower per day.
POINTS OF INTEREST

Hand of Thrawn
| The pinnacle of military power for not just Nirauan, but the Dominion of Nirauan itself, the Hand of Thrawn serves as both the primary staging point, command apparatus, and administrative hub for both the city of New Carannia and the outlying cities that dot the planet. From here the might of Nirauan is deployed throughout the Unknown Regions and beyond, and as such, it is one of the few locations that can match the defensibility of Fortress Imperator on Bastion itself. Tens of thousands of Stormtroopers -- predominantly from the Nirauan Sector Army -- call this location home, and deep beneath its foundation are massive stockpiles of weapons, ordinance, and materiel. Made to withstand a protracted siege if necessary, it would truly take the might of the galaxy's finest to crack this pinnacle of Imperial might.

Myrmidons' Quarter | While this sector of the city is referred to as a quarters of its own, the Myrmidons' Quarter is in actuality no more than several dozen square miles of military infrastructure to the immediate west of the Hand of Thrawn itself. This area of New Carannia serves as the primary base of operations for the 173rd. Stormtrooper Legion, an elite unit of the New Imperial Armed Forces that serve directly beneath the Warlord of Nirauan. It is mostly a series of military bases, warehouses, and the infrastructure necessary to provide its inhabitants a semblance of normality, outside of the usual military norms. It is in essence a small city within New Carannia itself, capable of providing the Myrmidons, their families, and those who work there, their own little ecosystem to live in.

New Carannian Spaceport | The primary hub and truly the single busiest place on the entire planet, the New Carannian Spaceport have grown from an installation capable of supporting a frontier outpost to a multi-level spaceport that handles tens of thousands of tourists and immigrants daily without issue. Due to the heavily incentivized immigration policies of the Dominion, immigration onto the growing planet has always been sky-high, which means that the Spaceport is among the most secure locations on the planet. High-end security systems and the ever-present sight of security forces serve as a deterrent to any potential threats that may come about. Those that due arrive are usually quite easily dealt with, typically with extreme prejudice when the lives of civilians are put at risk.

Saffia District | Located to the North of the Hand of Thrawn, the Saffia district is among the most popular destinations for citizens of Nirauan and tourists alike. Entertainment is at an abundance in Saffia, with those who visit being able to easily find something to pique their interest. Whether they wish to visit the countless shopping hubs available to their needs, frequent high-end cantinas with their friends, or lose themselves in the dozens of Casinos and smaller gambling hubs that fuel the city's economy, Saffia District has something for everyone. It is even rumored -- or rather all but confirmed -- that Saffia is capable of satiating any vice that one might have. The presence of the Zord Kajidic within this district sees to this, and for the most part, remains uninfringed in their growing control over New Carannia's underworld. Given Lucien's relationship with Jinnosha the Hutt, and his former life within the Underworld, a tacit agreement between the two keeps their criminal activities limited, or perhaps even officially controlled.

Fiyarro District | The second-largest district population-wise, and located to the west of the Myrmidons' Quarters, Fiyarro District houses the majority of New Carannia's civilian population and boasts an impressive standard of living compared to many other cities across the Empire, war-torn or not. As a requirement, Fiyarro district is limited to those who've obtained official citizenship within the Dominion of Nirauan, and due to the growing population of migrants coming to the planet, even those who obtain citizenship will commonly have to wait for months until the appropriate housing has been opened up or expanded. With housing at a premium, construction sites on the outskirts of Fiyarro are a common sight, and their various projects bring them into legal disputes with the neighboring Thrawn and Refugee Districts. Despite the affluent nature of this district, as a policy, the administration of Nirauan shows no favor to their residents over others.

Thrawn District | What initially began as an expansion upon the Fiyarro Districts' northern frontier would blossom into a district independent of its influence and direction. The Thrawn district is named so due to the large presence of Chiss natives and immigrants who call the district home, although it boasts a diverse group of species, much more so than the human-majority district of Fiyarro. Being the third-largest district in population, Thrawn district is provided much funding from the Dominion's administration in order to prop up its massive expansion efforts across New Carannia's northern frontier. These subsidies have only increased after the destruction of Csilla, with Nirauan's close proximity to Chiss Space making it a primary destination for the Chiss diaspora.

Pellaeon District | By far the largest and most populous of the districts, despite being allocated a comparatively equal amount of funds as say the Thrawn and Fiyarro districts, the ever-expanding growth upon New Carannia's southern frontier has led to the Pellaeon district facing a lower standard of living and higher than normal crime-rates than the rest of New Carannia. What started as a solution to their large population of immigrants would blossom into its own entity, independent of the influence of the three primary districts of the city. Pellaeon district is by far the largest in terms of population and size, and rightfully so, given the millions of residents that live there, and the tens of thousands of refugees who find their way to Nirauan's borders every day. The majority of its residents -- upwards of 90% -- are refugees or immigrants from worlds across the Tingel Arm and beyond. While these residents are by and large not official citizens of the Dominion, they are nonetheless afforded the rights guaranteed to all citizens, although the influence of the administration wanes the deeper one goes into the heart of the district. Surprisingly, the Hutt Cartel that's widely known to operate inside the Saffia district has a near-zero presence in Pellaeon, outside of small-scale operations which are set up to seemingly push other organizations out of business. Much like in Saffia, Zord Kajidic operations here are oddly ignored, if not tolerated outright.
