Given the total lack of planets in the empty space in both the FO and GA, doesn't it make sense to simply fill the colors in?

Only way they get filled in immediately is through a T3

Otherwise, no. If a faction does a T1, they get that planet only. Same with a T2. Risk vs reward.

I could've sworn that staff had previously said that cloud holes would get filled over time. As in, get smaller with every map-update, until eventually disappearing.

One can always add another planet (as long as it isn't maxed out) if a major faction is that impatient to get it closed earlier.

Otherwise no. T1s nor T2s are not going to immediately fill in the hex. Only a T3 will do that.

Which Is where the "t3" fills it in immediately comes in.

Otherwise a very slow waiting game. Very, very slow.
