The Mandalorians can take even the most basic weapon and make it lethal, as is the case with these rifles. Meant for the most desperate, resource strapped situations, or for special Assassinations where the equipment to make the weapon is procurement upon sight. Most Mandalorians wouldn't make it their go to problem solver, though it has become quite popular with certain Mandalorian scouts, and the design has spread to various worlds outside Mandalorian territory, especially to resource strapped worlds where blasters and even chemical powered slugthrowers are considered a luxury.
