Yes, the rules require it.

The rules don't require what's in it, only that you have one, though. So you can throw up a quick "I come from a town that kinda sucks so I left", fill out your species, eye color, etc, then move past go and collect $200.

But there's no approval process for it and you can quickly hop into roleplaying thereafter.

Here at Chaos, the fulfillment comes from what you put in - so I'd warn that just hamming out short posts, short apps, short etc, may not be as fulfilling an experience for you and those you write with as if you took a little more time with everything. But, that's up to the individual - all the rules require is that you have an app submitted to the Character Creation forum that meets the rules.

It's not a terrible plan if you'd like to encourage people to take interest in your character, and a must-have as part of the 'da rules'. The nice piece is that it can be a living document, so tossing the basics on there to get started is a great plan, and from there you can slowly work on it and improve it as time goes on.

Loads of folks are around to help with things like graphics and such if you pop into the Art & Design forums on the site as well.
