It looks like a common holoprojector of civilian model. There is no point in being involved in crime if you can be recognized by exotic gear, right? The real changes are internal and the small repulsor added to it's base. It was created out of a need to get in contact with potential clients safely.
(It also fits into Hild's roleplay to remain hidden for general Sith shenanigans by being recognized as little as possible, in case they are her clients).
