  • Advanced oxygen systems, able to provide more than enough air for a very large population.
  • The Hangar is the dockyard and can hold many ships, provided that they are small to tiny. Nothing above 20 meters may park here.
  • Main control room situated at what was decided to count as the bottom of the sphere.
  • Unlike other spheres submitted so far, this one includes five "discs" - one central one at the widest point of the sphere, two above that, and two below that, each at 10km distance and perfectly parallel to each other. Movement between the discs is easy, and they are mostly there to maximize on space and crowd options.

  • The sphere is separated; inside of is another sphere with a 49 kilometer diameter, leaving one kilometer of "empty space" in which various remote control stations can be found.
  • Many of the levels beneath the bottom disc and the top disc include tunnels and caverns, and are not meant for civilians to enter.

  • The station offers very limited ways in which it can defend itself, namely the hull, shields, and point-defense laser system. No assault weapons means it can't shoot at any potential dangers or aggressors.

As Agents of Chaos continued to grow and their message to spread, many people turned to them, and their promise to help people liberate their planets from unwanted oppressors and rulers slowly grew a new problem for them – the problem of refugees.

At first, refugees were housed in the open space in Eve, but soon enough space ran out for that as well. Tents were then used, but finding them all jobs proved to be more of a challenge than they had expected, especially when faced with the realization that most of them did not want to work, but believed they were on the Scintilla for only a short period of time.

To deal with the problem, the engineers of the Agent of Chaos designed a large sphere specifically for the purpose of housing refugees. A single sphere, which held several discs, where different refugees could be housed.

The sphere, called Home Operational Planet Escape (or HOPE), was made especially for those who knew in advance that they had no wish to remain for the long term, but only until the violent and unwanted situation on their planet was dealt with. The sphere was on the edge of the Scintilla so that anyone from any part of the galaxy could access it with ease even during their first visit.

Several regulations also passed by the Speakers to make sure the population within the sphere could be easily managed, and thus, HOPE was officially opened, offering housing, food, and day to day necessities including medical and dental as well.
