Is it very tough to find someone who is good at Makashi Lightsaber form?
or is there any Criteria that I should have known before?

If you're seeking Makashi training specifically, I suggest you look here.
The available trainers/masters have listed both the Force powers and the Forms that they teach, and I'm sure you'll be able to find a few who practice Makashi among them.
