To win a hex for the Major Faction, the Canon Planet must be added to a blank hex. No more than 5 submissions per user.

Attempts to surround an empty hex with submissions to "game the system" will result in 14 day involved user bans and a rejection of all the involved user's planet submissions. Be careful!

Love the framing of this. I like to think that when our now-young characters are old, they will be complaining about how boomers ruined the galaxy.

As always, it has to be a legal target.

If you choose a hex 3 hexes out, I can't grant you that hex. It will be an illegal target, because to give it to you, your cloud would gain 3 hexes instead of the one chosen.

There is only one instance of a Major Faction gaining multiple clouds, and I hate it (Vassal mandate), but the community's about it, so I've let it be the one exception. For all others, until the end of time, because of our 2d perception of the galaxy for this map and our simple monke brains conceptualization of clouds, you absolutely must pick a hex bordering the cloud or it is an illegal target.

I thought this was obvious per the rules, but it got asked in MFO chat as well, so yeah I guess I had to give a public answer on this one.
