The following information is a break down of the First Order's government, from the Supreme Leader down to Parliament:

• Supreme Leader:
  • The Head of State of the First Order, the Supreme Leader is a monarch with broad powers and controls of the state. The Supreme Leader is the Commander-in-Chief of the First Order’s military as well as the chief policymaker.
• Grand Moff:
  • They are invited by the Supreme Leader to form a government in her name; the Grand Moff is appointed and may be removed at the discretion of the Supreme Leader. The Grand Moff is the chief contact between the Supreme Leader and the rest of the government and expresses the will of the Supreme Leader to the Moff Council to implement her vision.
• Moff Council:
  • Moffs are sector governors who are appointed or removed by the Supreme Leader, typically on the advice of the Grand Moff. They communicate with the Grand Moff and Members of Parliament. Also known as the Cabinet, the Moff Council is the decision-making body of the executive branch within the First Order. Members of the Moff Council may have generalized or specific briefs (i.e. Foreign Minister, Minister of Transport).
• Parliament:
  • Sitting in the capital of Avalonia, the First Order Parliament grew from the provisional Congress of Governors that convened after the fall of Dosuun by governors and other local leaders in exile after the Ssi-Ruuk conquest. Formalized by the First Order’s new Charter, Parliament is a deliberative body, once again made up of governors (as appointed by the Moff Council) and their delegations -- typically municipal and regional leaders or their delegates. Their role is to advise the Moff Council of the needs and desires of the people of the First Order.
    
    Although the Parliament cannot force or prohibit action through its activities, holding no force of law, when Parliament speaks (through Resolutions) it is a powerful statement to the Moff Council and its leader, the Grand Moff, and the First Order’s leadership ignores it at their own risk.
    
    Parliament sits in regular cycles, allowing those who make up the body to return home to conduct their regular responsibilities. Traditionally, the Parliament has been opened each year by the Speaker in the name of the Supreme Leader, with a summary of the agenda that the Moff Council intends to pursue over the year in a ceremony known as the State Opening of Parliament, a holdover from the influence of Galidraani history and culture on the First Order. It has been announced that the Supreme Leader will be opening Parliament this year in a televised ceremony.
    
    The Parliament chamber is circular in nature, signifying that there are no ‘sides’ in the First Order -- rather, that all members are working in the interests of the First Order itself rather than partisan interests. Three-quarters of a circle of seats line the circular chamber in several rows, leaving the well open for speaking. The fourth quarter of the circle consists of the Speaker’s podium and parliamentary aids and other administrators.
    
    Resolutions can be introduced individually or co-signed by others. Each Resolution is subject to discussion and debate at a time determined by the Speaker. A three-quarters vote of the Parliament can compel the Speaker to bring a Resolution up for debate and/or a vote. Resolutions passed by a simple majority, though Resolutions that pass with more than three-quarters of Parliament voting in favor earn the designation of Special Resolution. Resolutions contain no force of law, but can be used to urge the Moff Council to adopt (or avoid adopting) policies, laws, or actions.

The High Command is a council composed of the First Order's top leadership, with each member representing a specific branch that has military purview. High Command is organized to incorporate a range of specializations, knowledge and information, where the group meet, discuss and implement the best military protocols and strategies on any number of topics or emergency situations.

Based on Avalonia, nearer some of the larger military facilities in the First Order, High Command is overseen by Allegiant General Gannan, who serves as the Minister of Defense. Current representatives, and their branches, are as follows.

The Armed Forces of the First Order swear allegiance to the Supreme Leader as Commander-in-Chief. The Supreme Leader delegates her authority to the Allegiant General, her chief advisor on military affairs and de facto Minister of Defense. In turn the Allegiant General leads the First Order's High Command, a body consisting of appointed high-ranking officers from all branches of service: the Grand Admiral of the Imperial Navy, the Grand Marshal of the Imperial Army, the General of the Stormtrooper Corps and the General of the Starfighter Corps.

The First Order’s Armed Forces work together through High Command in Avalonia where military leadership meets with members of the Ministry of Defense. Each branch has its own respective headquarters located elsewhere within the Home Sector.

Service in the military is considered optional; men and women over the age of 18 (Galactic Standard Years) are required to serve either two years of military service or four years of civil service before their citizenship loses its “provisional” status and they become entitled to full citizenship benefits under the First Order charter.

Operating under the auspices of the First Order's Home Office, the First Order Security Bureau (FOSB) is headed by Director Sybil Shepard and overseen by Delilah Graham, Moff for the Home Office. The Bureau, as it is known informally, is tasked with gathering and analyzing intelligence, as well as operating counter-intelligence activities for the benefit of the nation. By its nature, the internal operations and command structure of the Bureau is secretive, and the identity of all its employees, particularly its agents and operatives, is extremely well-protected.

The Bureau employs spies, investigative agents, intelligence analysts, quartermasters, logistical officers, and others. Depending on the position and operational need, members of the Bureau may be granted code names, clandestine identities, etc. The Bureau develops and manufactures gadgets, tools, and other equipment for use by its agents, and can be granted use of First Order military vehicles and vessels as needed.

The Bureau is constantly recruiting talented individuals from many different sources, but all candidates share certain traits: tenacity, self-sufficiency, dedication to their country, and the ability to uncover enemy secrets while keeping their own.

We are the First Imperial Knights. We are neither dark nor light, but order and balance. We are neither doctrine nor dogma but service and duty. A First Imperial Knight is a servant of the First Order.

All First Imperial Knights begin as a Novice. As a Novice, you will study three schools of the Force: Alter, Sense, and Control. You will train in hand-to-hand combat and basic weapons, including blasters and melee weapons. You will also learn the core ability of any First Imperial Knight: Force Neutrality or Repel. This skill is the very thing that Ysalamiri use to dampen any Force Sensitive's connection to the Force. It forms the basis of a First Imperial Knight's skill-based dedication to balance and resistance against the dogmas of the dark and light.

After completing your training, you will be partnered with a Sentinel who will serve as a mentor. A Sentinel has completed their training and has already begun down a specific path, whether that is with defense, offense, or other abilities. During this time, a Sentinel must decide the path they will follow, always mindful that it is not the accomplishments that will be remembered, as much as how one lives one's life.

A Sentinel comes to understand that all life is valuable and that they do not risk theirs or others' lives lightly. They remember that saving ten innocents is not worth killing one innocent. They remember that at some point in time, all men are weak. Strength does not make one capable of rule, rather it makes one capable of service. Our duty as an Imperial Knight of the First Order is to serve.

When the Sentinel is ready and has proven themselves worthy, only then can they truly proclaim themselves a Knight of the First Order.

A Knight within the First Order has gone through many trials and tribulations; they have completed their training and have come to fully understand their duties, enough to take a hand in the direction of the First Imperial Knights and a larger role in the training of future members. They have also found their way through the Force and anchored themselves to the ideals embodied by the First Imperial Knights: wisdom, mercy, truth, justice, and above all, balance and order.

Above all, an Imperial Knight knows that their place is not to rule but to serve - not just the Supreme Leader, but the people of the First Order.

The First Imperial Medical Service (FIMS) is the foremost authority on medical research, treatment, and services within the First Order. The department answers to the Minister of Health, and remains the single largest operating medical organization within the First Order, with a focus on technological advancement in the field. Under the guidance of the Director of FIMS, the organization serves military, civilian, and government personnel alike. The Health Board, overseen by the Minister of Health, is comprised of the most knowledgeable professionals in their respective fields, and the seated members cover a range of medical areas and specialties between them.

FIMS is responsible for the training and education of all medical personnel from technicians, surgeons, doctors and nurses through to therapeutic services and pharmacology. They train civilian and military personnel, often taking on former military personnel for service routinely. FIMS is also a large part of the First Order’s Rapid Response Division [FIRR] working closely with Emergency Services to ensure that the empire is able to quickly respond to catastrophes within its protected regions and beyond.

When it comes to personnel seniority within FIMS, each member of the medical organization is given an associative military rank, to assist with logistics, personnel resources and administration. These range from E-1 (Enlisted) to OF-10 (Officers), and don't necessarily serve as commanding ranks within the military. More accurately these ranks server to allow the medical personnel the correct logistical and operation access needed to fulfill their responsibilities when assigned to military fleets or deployments. As such, it should be noted that ‘officers’ within FIMS are referred to as Doctor, not by their rank.
