OVERVIEW
COUNCIL • NOT THRONE • SHARED TABLE


The Farworlds Alliance is meant to be a council, not a throne. Member worlds, houses, fleets, companies, orders, settlements, and organizations may keep their own rulers, laws, banners, cultures, defense forces, and local stories. The Assembly exists so those voices can be heard when a larger Alliance matter needs an official answer.

The goal is not to bury people in politics. The goal is to give characters a playable IC space to argue, persuade, compromise, make promises, call in favors, and shape the direction of the faction.

Membership is not submission. By joining the Farworlds Alliance Charter, each member agrees to support the overall well-being of the Alliance where and when they are able. In return, members may receive representation before the Assembly, shared diplomacy, protected trade and travel where possible, mutual defense, convoy protection, refuge coordination, crisis aid, and support against threats too large for one member to face alone.


ONE SIGNATORY • ONE SEAT • ONE VOTE
An Assembly Member is an official representative sent by a recognized signatory of the Farworlds Alliance Charter. A signatory may be a member world, sovereign system, noble house, company, fleet, order, settlement, guild, enclave, or allied organization.


Each recognized signatory may appoint one primary representative to speak and vote in the Assembly. This representative may be a ruler, envoy, officer, noble, diplomat, guildmaster, captain, elder, administrator, senator, or any other character trusted to speak for that group. A signatory may also appoint an alternate representative if the main representative is absent, but only one representative should vote for that signatory at a time.

THE ASSEMBLY

The Assembly is the main IC council of the Farworlds Alliance. It handles shared issues that affect the wider Alliance, while local matters usually remain under local control unless they spill into faction-wide consequences.

  • Assembly Members may speak for their world, group, or organization; bring concerns before the Assembly; propose Motions; debate Motions; suggest amendments; vote on major Alliance matters; request aid, protection, diplomacy, or resources; and offer ships, soldiers, supplies, credits, shelter, expertise, or political support.

  • The Assembly may discuss, advise, or vote on military responses, refugee crises, exploration charters, trade routes, diplomatic disputes, member disputes, pirate threats, Sith threats, slaver threats, raiders, cult activity, requests for shared resources, sanctions, recognition of new member groups, and major faction-wide story directions.

  • Assembly Members are encouraged to argue from their character's point of view. Their values, loyalties, grudges, fears, ambitions, obligations, and promises should matter. The vote is the result. The discussion is the story.

Instead of bills, the Assembly uses Motions. A Motion is a proposed course of action brought before the Assembly. If a Motion passes, it becomes an Alliance Resolution.

  • 01 • CALL TO ASSEMBLY
    The MFO, Admin, Council Steward, or Assembly representative brings an issue forward.

    02 • THE MOTION
    A proposed action is written clearly so everyone knows what is being discussed.

    03 • FLOOR DISCUSSION
    Characters may speak for, against, or in favor of changing the Motion.

    04 • AMENDMENTS
    Characters may suggest changes, compromises, conditions, or alternate plans.

    05 • VOTE
    Possible vote options include Support, Oppose, Abstain, and Conditional Support.

    06 • RESOLUTION
    If the Motion passes, it becomes an Alliance Resolution and guides IC faction action.

CHARACTER INFLUENCE

Votes should not just be numbers. Characters should be able to matter by making arguments, offering resources, warning of consequences, exposing information, proposing compromises, or convincing others to support their view.

COUNCIL OF STEWARDS

The Council of Stewards is the smaller official body that helps manage Assembly business. They do not replace the Assembly. They help keep the process clear, organized, and playable.

  • The Council may receive issues brought before the Assembly, help write Motions clearly, decide whether something needs an Assembly vote, open discussion periods, track arguments and amendments, count votes, confirm whether a Motion passes or fails, decide how to enact a passed Resolution, and coordinate IC follow-up threads, missions, announcements, or faction responses.


  • THE ASSEMBLY DECIDES WHAT THE ALLIANCE WANTS TO DO.
    THE COUNCIL OF STEWARDS DECIDES HOW TO CARRY IT OUT.



  • Seat Purpose
    Presiding Steward Keeps meetings organized, opens Motions, closes votes, and announces results.
    Defense Steward Helps with military responses, raids, pirates, Sith threats, slavers, patrols, and protection requests.
    Diplomatic Steward Helps with envoys, treaties, disputes, apologies, trade agreements, and political fallout.
    Expedition Steward Helps with exploration, route-building, missing ships, frontier surveys, and Unknown Regions discoveries.
    Sanctuary Steward Helps with refugees, freed prisoners, rescue efforts, displaced settlements, medical aid, and humanitarian support.
    Trade Steward Helps with merchant disputes, protected routes, contracts, resources, convoys, and economic concerns.

  • The Council should not overrule the Assembly simply because they dislike the result. However, the Council may pause, revise, or return a Motion to the Assembly if it breaks site rules, creates OOC problems, forces another writer's story without consent, requires resources the Alliance does not have, affects a member group that has not agreed, is too vague to enact clearly, or creates major consequences that need more discussion.

  • A MATTER BEFORE THE ASSEMBLY
    Raiders have struck a refugee convoy near Alliance space. The Assembly must decide whether to send military aid, negotiate first, hire outside contractors, or leave the matter to local defense forces.

OPEN THREAD PROTOCOL
MEMBER-LED RP • THREAD LABELS • NOTIFICATION


No Farworlds Alliance member needs staff permission to start ordinary faction RP. If you have an idea, start the thread. The Alliance exists to create stories, not to make members wait in line for approval.


NOTICE IS FOR COORDINATION • NOT PERMISSION
Posting a link, tagging Stewards, or notifying the MFO in Discord is not asking for approval. It is how we keep the faction organized, advertise active stories, help members find open threads, and prevent confusion over who knew what was happening.



  • THREAD START CHECKLIST
    1. Start the thread.
    2. Label it clearly in the title.
    3. Add a short OOC note at the top.
    4. Post the thread link in the faction's thread directory, mission board, or active thread area.
    5. Tag the relevant Stewards if the thread may need faction visibility.
    6. Tag or message the MFO in Discord with the thread link so it can be advertised appropriately.


    If nobody responds right away, the thread may still continue. Lack of immediate staff response does not freeze ordinary RP.



  • PATIENCE • TIME ZONES • REAL LIFE FIRST
    Farworlds Alliance members live in different time zones, keep different schedules, and may have work, school, family, health, or other real-life responsibilities. Give people reasonable time to see a thread, respond, or ask questions before moving too far ahead.


    Try not to rush through a thread so quickly that other writers lose the chance to participate. If a thread is open or faction-facing, leave room for others to enter, react, catch up, or say they want in.


    If a scene needs to move quickly, say so in the OOC note. Otherwise, assume courtesy pacing: post, give people time, and avoid treating silence over a short window as refusal, disinterest, or consent to skip them.
