Exarchs - Discussion

Since Sarge promoted me over Skype to an Exarch without stating the planet name and what not there was something I wanted to discuss with the faction.

Would anyone be opposed if we moved back to territorial Exarchs. That being say an Exarch with all the authority that comes with, military, money and so on ... I was thinking between 3-5 Exarchs holding between 1/3 to 1/5 of OP territory. Though I think 4 and 1/4 the territory that they hold power over would be a nice even step. Exarchs of each planet, kinda gets a little tedious especially when each planet should have its own governing body that we step on the toes of if we become exarch of the planet.

The Exarchs would report to the Lord Protector and help manage the whole of the Protectorate together.

Thoughts guys?

Exactly.

That and it would give Exarchs the accountability to the Lord Protector and it would also let us have the ability to negotiate treaties for allies with other factions like me, working with TRA. I was also hoping to do the same thing with the Pubs. It would also let us make business deals like I did with Archangel, for Phrik for the whole of OP.

Also if the Protector left, like has happened many times before, it wouldn't leave a massive power vaccum because if they do leave the Exarchs could easily up all the duties and then elect a new Protector out of the four of them.

Hmm. Sio used to be an Exarch, so I guess I have opinions!


I've always viewed Exarch as essentially super-governors/direct representatives of central authority. In other words, a bit like Moffs. It also fits with the historical Exarchs of the Byzantine Empire.


They have extended authority over regions of strategic importance, away from Fondor, where central government is vested in. As such they exert control over ODF forces within their area (obviously the amount of authority an Exarch exerts in practive varies, depending on their experience and interest. Sio and Tegaea were obviously very involved), control funding and oversee the planetary governments.


While the individual member states (e.g. Sullust). largely run their own affairs, the Exarch can intervene, arbitrate disputes and, if need be, federalise local forces during a state of emergency. In other words, they deal with the big picture in their sector, coordinate resources and military forces in the area. And presumably help the Protector govern the Protectorate in its entirety (though obviously they cannot say make decision over war and peace on their own initiative).


As long as OP doesn't suddenly have 48 Exarchs because that just devalues the title and makes it meaningless! Nameless NPC placeholders serve no purpose.


Basically this is way it used to be in the old days. As for choosing a new Protector in case of absence, when Cira was believed dead (at that time it was not ICly known that she was locked in an oubliette), Tegaea took over as Lady Protector due to being the senior Exarch and 2IC at the time. Siobhan subsequently took over Tegs' old job as Exarch of Eriadu (after being voted in via OOC/IC election).

It makes a lot more sense to have territorial exarchs. Its one thing to have planetary governors, but if exarchs are second only to the Protector in power it makes no sense to have potentially hundreds or thousands depending on how many planets are in OP space.
 
Spoke to Sarge over skype, he agrees that the 48 Exarch stuff needs to go. He wasn't even aware that was a thing.

So ..... yeah I believe firmly we are going back to the old territorial Exarchs.

He will post his opinion when he gets home from class.

I'm going to start working on a new roster, putting people on a list in accordance with their ranks from the roll call. This will include exarchs. Depending on how many we decide to have, there will be open spots for those.

I feel 4 is a good number. Anyone else have thoughts there?
 
Well that leaves 3 open slots.

Unless anyone objects.... I'll put up another thread for nominations and then we can select the rest of the exarchs. Unless Sarge would like to pick the rest of the Exarchs?
